Fire Service Area Annexation

Fire Service Area Annexation | Fairbanks North Star Borough, AK Fire Service Area Annexation Online Fire Service Annexation Application ANNEXATION - BOUNDARY CHANGE INFORMATION This page explains the process for changing borough boundaries, including how fire service area annexation proposals are submitted, reviewed, and approved. It also offers resources for residents to understand the impact of these changes, such as potential tax implications and service adjustments. The page includes contact information for further inquiries and links to relevant documents and maps to help residents stay informed and involved in the process. A Service Area is a taxing jurisdiction within the borough that has been established to provide a special service such as road maintenance or fire protection. Types of Annexation / Boundary Change Requests Petition Based Boundary Change The sponsor submits a completed application to the Emergency Operations Department by May 16. After the request has been reviewed, the staff will prepare a petition, a map of the annexation or removal area, and a current tax roll of property owners. These items are given to the sponsor. The sponsor must obtain signatures from a majority of property owners (50% +1) in the proposed area. Any legal property owner, as shown on the current property tax roll within the area proposed for boundary change, may sign the petition. The petition will serve as evidence of sufficient interest to proceed with the change request once the required signatures are obtained by the sponsor. Petitions are available to sponsors on June 1. Once the sponsor has obtained signatures and returned the petition(s) to the Emergency Operations Department, the signatures are then verified. Once verified, the request is processed as outlined in Sections 2 - 3. Borough Sponsored Boundary Change The Borough may annex subdivisions/parcels into an existing fire service area where a different service area provides more accessible fire protection services. Processing of Requests Preparation Emergency Operations Department staff prepare a map showing the proposed boundary change recommendation, and an ordinance. These are forwarded to the Assembly for consideration and action. Informational Meeting Emergency Operations Department schedules a public informational meeting as deemed necessary for annexations prior to their introduction to the Assembly. Property owners in all areas affected by the requests are notified. Both the informational meeting and the Borough Assembly meetings are advertised in the Fairbanks Daily News Miner, noticed on the Borough's website, and are open to any member of the public. Assembly Consideration The Borough Assembly will hold a meeting for public testimony prior to the approval of the Ordinances. If the ordinances are approved. Elections Public Hearing Notification & Ballot Request If a proposed annexation increases the service area by 6% or add 1000 residents. All property owners are mailed notification of the public hearing before the Assembly and instructions for requesting a ballot by mail if the ordinance is approved by the Assembly. This information will also be advertised in the Fairbanks Daily News Miner. Any qualified voter may request a ballot from the Clerk's Office, regardless of property ownership (renters may also vote in the election). There is also a voting booth available at the Borough Clerk's Office, 907 Terminal St. A qualified voter is someone who has lived in the proposed service area at least 30 days before the election and is registered to vote at that address. Election Results & Notification All required elections must be favorable in order for an annexation to be approved. Election results are certified by the Assembly in December. After the certification, affected property owners will be notified of the election results by mail. If the annexation is approved, service areas will receive the new tax monies July 1st of the following year. Wrangell Power Switching to Diesel Due to Hydro Outage

Wrangell Municipal Light & Power (WMLP) will be going to diesel generation starting this afternoon, December 5, 2023. This is due to an unforeseen outage at the upstream hydroelectric facility. WMLP is working to restore hydroelectric generation as soon as possible. Further updates will be provided as they become available.

Financial Services

The mission of the Financial Services department is to provide absolute accountability for the legally authorized use of Borough funds and approved revenues. The Department of Financial Services is comprised of four divisions and one section: Administrative The Administrative division oversees and supports the operational activities in the department, is responsible for municipal bond compliance, and advises the Mayor and Assembly regarding fiscal management of the operational budget. This division coordinates with all Financial Services divisions to ensure federal, state, and local law compliance, as well as internal control and fiscal transparency. Accounting The Accounting division provides support to departments, responds to accounting and fiscal-related inquiries and requests, and makes vendor payments. Accounting oversees the annual audit of the Borough and prepares the Annual Comprehensive Financial Report and Reports on Single Audit Requirements. Health & Social Services The Health and Social Services division supports the Health and Social Services Commission by administering the State’s Human Services Community Matching Grants, the Borough’s Match Assistance Grants, the State’s Community Assistance funds for unincorporated communities, and the Opioid Settlement Grant program. Treasury & Budget The Treasury and Budget division coordinates the development of the Borough’s annual operating and capital budget. It also manages the collection of property tax and sales/excise taxes (hotel/motel room tax alcoholic beverage, marijuana and marijuana product, and tobacco distribution excise tax). Tax Foreclosure The Tax Foreclosure section monitors those properties that fall into delinquent status, works with property owners during the redemption period, and holds the property foreclosure sale at least once every two years.

Board & Commission Meeting Records | Fairbanks North Star Borough, AK The Borough’s Electronic Records Management System (ERMS) is a suite of applications used to store records related to the Fairbanks North Star Borough. As part of our continued commitment to transparency, accessibility, and convenient access to public records, the Clerk’s Office is pleased to announce that the Board & Commission Meeting Records application is now available to the public. The application contains records relating to the business of Borough Boards and Commissions. Below is further information on the types of records available and how to search and retrieve records. BOARD & COMMISSION RECORDS APPLICATION WHAT RECORDS ARE AVAILABLE? The Boards and Commissions Application contains Action and Recommendation Memos (the past 10 years) Adopted Rules and Procedures Agenda Packets (the past 10 years) Audio/Video of Board and Commission meetings (video began in 2023) (the past 10 years) Findings of Fact and Conclusions of Law Minutes and Resolutions Quasi-Judicial and Appeal Correspondence (the past 10 years) Not all document types listed above exist for every Board or Commission. Records not available in this application may still be available via a Public Records Request. Visit the Public Records Request Page. HOW DO I SEARCH? The landing page takes users directly to the search page of the application. Also called the index screen, users can enter specific criteria to search for records based on how they were indexed. Users can fill in one or multiple index fields to search. Once search criteria is entered, hit RUN to see the results. REVIEW OF ALL INDEX FIELDS BOARDS_AND_COMMISSIONS - This is a drop-down menu listing different Boards and Commissions. Users can select one or multiple Boards or Commissions from the drop-down menu. DOC_TYPE - this is a drop-down menu listing the different types of records available to search. Users can select one or multiple document types from the drop-down menu. For example, users could select Agenda Packets and Audio in this index field to return all Agenda Packets and Audio for all Boards and Commissions. Users can further narrow the search by using the Boards and Commissions index field above to select a specific Board or Commission. MEETING_DATE - This field is used to enter a specific date, or a date range. Dates are entered using the MM/DD/YYYY format. To enter a date range, click on the middle button next to the MEETING_DATE index field and enter in a date range. DESCRIPTION - This field is used by staff when entering Quasi Judicial or Appeal Correspondence. SCAN_DATE – this field is used for internal purposes to track when records are added to the database. Full-Text Search – This application allows for full text search using all words, any words, exact phrase or an expression. For example, a full text search for “Carlson Center” across all different document types could yield agenda packets, minutes, resolutions, etc. containing that phrase. Note: This method may not be 100% accurate due to the nature of OCR, which is the process of converting images of text into machine readable text. And / Or – Above and to the right of the full text search index field are the And/Or selection buttons. This is to allow users to search by a combination of index fields and the full text search, or just one or the other. NAVIGATING QUERY RESULTS AND INDIVIDUAL RECORDS NAVIGATING QUERY RESULTS Once search criteria is entered, the user selects the RUN button to reveal query results. Query results can be sorted by ascending or descending order by clicking any index field at the top of each column. For example, a query for all minutes and resolutions for the year 2025 will yield 80 results. You can sort the 80 records by Board and Commission, Meeting Date, etc. To open a document in the query results, double click anywhere on the row containing the document. Alternately, click on the blue circle icon and select “Open”. To preview a document without opening it, hover over the Page Icon in the second column on the left side of the page. NAVIGATING INDIVIDUAL RECORDS Documents will show page previews on the left of the screen. You can navigate through pages by clicking on the page previews or by selecting the blue arrow at the top left of the screen. Users can move through the query results by clicking on the blue arrows to the right of the screen. At the top right of the screen are options to Email, Export or Print a document. HOW OFTEN ARE NEW RECORDS ADDED? New records are added throughout the week. A general timeline for each document to be uploaded to the database is below Agenda Packet - one week after the meeting Action and Recommendation Memos – three business days following the meeting Approved Minutes and Resolutions – 1 to 2 weeks after approval or adoption Audio/Visual – one week after the meeting Adopted Rules and Procedures - 1 - 2 weeks after adoption Findings of Facts and Conclusions of Law - 1 - 2 weeks after adoption Quasi-Judicial and Appeal Correspondence - 1 - 2 weeks after the hearing or appeal date SEARCH TIPS Wildcard Search – allows users to search an index field using partial information. Wildcard searches will return all records that have a matching phrase within the index field. For example, enter 03/*/2010 if you aren’t sure which day in March 2010 you’re looking for. Expressions – Next to the index fields are buttons allowing for expressions in a query – both a Range Search and a List Search Range Search – Allows users to enter a date range. Enter the range, click OK and your search criteria will be entered into the field. Click RUN to search. For example, users could search for a specific document type such as minutes and enter a date range for an entire calendar year. List Search – Allows user to enter in a list of field values. Enter the range, click OK and your search criteria will be entered into the field. Click RUN to search. For example, users could search for a specific document type such as Agenda Packets from years 2016, 2018, and 2020. Comprehensive Emergency Management Plan (CEMP) | Fairbanks North Star Borough, AK Skip to Main Content Home Government Departments Emergency Operations Comprehensive Emergency Management Plan (CEMP) Review Comprehensive Emergency Management Plan (CEMP) Comprehensive Emergency Management Plan (CEMP) The Fairbanks North Star Borough Comprehensive Emergency Management Plan (CEMP) provides the framework for how our community prepares for, responds to, and recovers from emergencies and disasters. It outlines the Borough’s coordinated approach to protecting lives, property, the environment, and essential services during events ranging from wildfires and severe winter storms to floods, public health emergencies, and technological hazards. The CEMP is an “all-hazards” plan designed to support the entire community—residents, businesses, partner agencies, and local jurisdictions. It establishes roles and responsibilities, identifies critical response functions, and aligns Borough operations with state and federal emergency management standards. To ensure the plan remains current and effective, the Borough updates the CEMP regularly and invites public review and input. Community feedback helps strengthen preparedness, reflect local values and needs, and improve resilience across Interior Alaska. They are established by the Fairbanks North Star Borough Code of Ordinances, specifically the section on Boards and Commissions. Once established, generally, the Mayor appoints and the Assembly confirms new members and re-appointments. Meetings Boards and Commissions have established regular meeting schedules, which are shown on the Borough Calendar of Events. Create an account in the Agenda Center and sign in. Click "Subscriptions" and click the toggle next to the committees, boards, and commissions for which you wish to receive notifications. Apply to be a Commissioner The borough is always looking for citizens to volunteer in various boards and commissions as vacancies occur. Members of boards and commissions must be qualified voters of the borough and remain residents of the borough while in office. Training Information Training for all Board and Commission members is offered annually in January in the Mona Lisa Drexler Assembly Chambers. How to Obtain Agendas, Resolutions, and Ordinances Subscribe to Email Notifications When an agenda packet is published, an email notification is sent out to all subscribers. Create an account in the Agenda Center and sign in. Click "Subscriptions" and click the toggle next to Borough Assembly and/or any other committees, boards, and commissions for which you wish to receive notifications. For a detailed description of the process for subscribing, view directions on how to subscribe (PDF). To UNSUBSCRIBE, please contact the Clerk's Office at (907) 459-1401 or send an email to [email protected]. Access Agenda Items and Files Agendas and copies of all resolutions and ordinances are available online in the Agenda Center at least one week prior to each meeting. Paper copies of agendas, resolutions, and ordinances are available at the Borough Clerk's Office located in the JHAC during normal business hours and in the Mona Lisa Drexler Assembly Chambers lobby by noon on the day of the meeting. How to Provide Testimony After reviewing the agenda, you may sign up to testify or submit written comments directly to the Assembly. Written Testimony To submit your written comments use the Written Testimony Form or send an email to [email protected]. In-Person and Telephonic Testimony During Regular and Special Assembly Meetings Once the agenda has been published, call the Borough Clerk's Office at 907-459-1401 or complete the Sign-Up for Telephonic Testimony form by 4:30 p.m. on the day of the meeting to testify. Citizens Comments and Public Hearing testimony is limited to 3 minutes for each person. Citizens may also sign-up in person the evening of the meeting. To complete the form, enter your first and last name, email address, phone number for the Clerk to call you during the meeting, and subject. Please list the specific Ordinance/Resolution Number, Liquor License Number, or Marijuana License Number for Public Hearing Items. Subjects are: Citizens' Comments A: Citizen may speak on agenda items not scheduled for public hearing: Bid Awards Contract Awards Memoranda Unfinished Business New Business - Resolutions New Business - Ordinances to be Referred to Committees or Commissions New Business - Ordinances to be Introduced and Advanced to Public Hearing Citizens' Comments B: Citizen may speak on any matter not appearing on the agenda. Public Hearing:Liquor Licenses Marijuana Licenses Resolutions and Ordinances Scheduled for Public Hearing Note: Citizens may also comment on Contracts/Bid Awards on the Finance Committee Meeting agendas. What to Expect When Testifying Telephonically Public testimony will be heard from citizens in the order in which they have signed up. The Clerk will call citizens who have signed up to testify at the phone numbers provided when it is their turn to speak. Once you are placed into the meeting, the Presiding Officer will ask that you state your name, spell your last name, and provide your neighborhood or place of residence for the record. Then your 3 minutes will begin. Please note: If you do not answer the phone, the Presiding Officer will move to the next person on the list. We may attempt to try again later at the discretion of the Presiding Officer. Board & Commission Meeting Records | Fairbanks North Star Borough, AK The Borough’s Electronic Records Management System (ERMS) is a suite of applications used to store records related to the Fairbanks North Star Borough. As part of our continued commitment to transparency, accessibility, and convenient access to public records, the Clerk’s Office is pleased to announce that the Board & Commission Meeting Records application is now available to the public. The application contains records relating to the business of Borough Boards and Commissions. Below is further information on the types of records available and how to search and retrieve records. BOARD & COMMISSION RECORDS APPLICATION WHAT RECORDS ARE AVAILABLE? The Boards and Commissions Application contains Action and Recommendation Memos (the past 10 years) Adopted Rules and Procedures Agenda Packets (the past 10 years) Audio/Video of Board and Commission meetings (video began in 2023) (the past 10 years) Findings of Fact and Conclusions of Law Minutes and Resolutions Quasi-Judicial and Appeal Correspondence (the past 10 years) Not all document types listed above exist for every Board or Commission. Records not available in this application may still be available via a Public Records Request. Visit the Public Records Request Page. HOW DO I SEARCH? The landing page takes users directly to the search page of the application. Also called the index screen, users can enter specific criteria to search for records based on how they were indexed. Users can fill in one or multiple index fields to search. Once search criteria is entered, hit RUN to see the results. REVIEW OF ALL INDEX FIELDS BOARDS_AND_COMMISSIONS - This is a drop-down menu listing different Boards and Commissions. Users can select one or multiple Boards or Commissions from the drop-down menu. DOC_TYPE - this is a drop-down menu listing the different types of records available to search. Users can select one or multiple document types from the drop-down menu. For example, users could select Agenda Packets and Audio in this index field to return all Agenda Packets and Audio for all Boards and Commissions. Users can further narrow the search by using the Boards and Commissions index field above to select a specific Board or Commission. MEETING_DATE - This field is used to enter a specific date, or a date range. Dates are entered using the MM/DD/YYYY format. To enter a date range, click on the middle button next to the MEETING_DATE index field and enter in a date range. DESCRIPTION - This field is used by staff when entering Quasi Judicial or Appeal Correspondence. SCAN_DATE – this field is used for internal purposes to track when records are added to the database. Full-Text Search – This application allows for full text search using all words, any words, exact phrase or an expression. For example, a full text search for “Carlson Center” across all different document types could yield agenda packets, minutes, resolutions, etc. containing that phrase. Note: This method may not be 100% accurate due to the nature of OCR, which is the process of converting images of text into machine readable text. And / Or – Above and to the right of the full text search index field are the And/Or selection buttons. This is to allow users to search by a combination of index fields and the full text search, or just one or the other. NAVIGATING QUERY RESULTS AND INDIVIDUAL RECORDS NAVIGATING QUERY RESULTS Once search criteria is entered, the user selects the RUN button to reveal query results. Query results can be sorted by ascending or descending order by clicking any index field at the top of each column. For example, a query for all minutes and resolutions for the year 2025 will yield 80 results. You can sort the 80 records by Board and Commission, Meeting Date, etc. To open a document in the query results, double click anywhere on the row containing the document. Alternately, click on the blue circle icon and select “Open”. To preview a document without opening it, hover over the Page Icon in the second column on the left side of the page. NAVIGATING INDIVIDUAL RECORDS Documents will show page previews on the left of the screen. You can navigate through pages by clicking on the page previews or by selecting the blue arrow at the top left of the screen. Users can move through the query results by clicking on the blue arrows to the right of the screen. At the top right of the screen are options to Email, Export or Print a document. HOW OFTEN ARE NEW RECORDS ADDED? New records are added throughout the week. A general timeline for each document to be uploaded to the database is below Agenda Packet - one week after the meeting Action and Recommendation Memos – three business days following the meeting Approved Minutes and Resolutions – 1 to 2 weeks after approval or adoption Audio/Visual – one week after the meeting Adopted Rules and Procedures - 1 - 2 weeks after adoption Findings of Facts and Conclusions of Law - 1 - 2 weeks after adoption Quasi-Judicial and Appeal Correspondence - 1 - 2 weeks after the hearing or appeal date SEARCH TIPS Wildcard Search – allows users to search an index field using partial information. Wildcard searches will return all records that have a matching phrase within the index field. For example, enter 03/*/2010 if you aren’t sure which day in March 2010 you’re looking for. Expressions – Next to the index fields are buttons allowing for expressions in a query – both a Range Search and a List Search Range Search – Allows users to enter a date range. Enter the range, click OK and your search criteria will be entered into the field. Click RUN to search. For example, users could search for a specific document type such as minutes and enter a date range for an entire calendar year. List Search – Allows user to enter in a list of field values. Enter the range, click OK and your search criteria will be entered into the field. Click RUN to search. For example, users could search for a specific document type such as Agenda Packets from years 2016, 2018, and 2020. Comprehensive Emergency Management Plan (CEMP) | Fairbanks North Star Borough, AK Skip to Main Content Home Government Departments Emergency Operations Comprehensive Emergency Management Plan (CEMP) Review Comprehensive Emergency Management Plan (CEMP) Comprehensive Emergency Management Plan (CEMP) The Fairbanks North Star Borough Comprehensive Emergency Management Plan (CEMP) provides the framework for how our community prepares for, responds to, and recovers from emergencies and disasters. It outlines the Borough’s coordinated approach to protecting lives, property, the environment, and essential services during events ranging from wildfires and severe winter storms to floods, public health emergencies, and technological hazards. The CEMP is an “all-hazards” plan designed to support the entire community—residents, businesses, partner agencies, and local jurisdictions. It establishes roles and responsibilities, identifies critical response functions, and aligns Borough operations with state and federal emergency management standards. To ensure the plan remains current and effective, the Borough updates the CEMP regularly and invites public review and input. Community feedback helps strengthen preparedness, reflect local values and needs, and improve resilience across Interior Alaska.
