Foster
Our foster program focuses on providing loving care for animals who need a little extra time before they can be adopted. This includes animals recovering from surgery and underage animals needing a home environment to heal and/or mature. It also helps extend our capacity and gives animals who need a break from the shelter environment a home experience.

Tundra Tails To Trails
We are excited to introduce our new program that pairs community members with shelter dogs for field trips! Field trips are designed for daytime outings only. This program was created to help reduce kennel stress, provide dogs with enrichment, and increase their visibility for adoption! It also gives the shelter valuable insight into how the dogs behave outside the shelter environment.
Please review the program materials prior to contacting the shelter. This program is available by appointment only!

Our shelter greatly appreciates our community and how you support us!
Shelter pets benefit from the simple things in life, such as folded newspapers. This is a great way to volunteer from the comfort of your own home or with a group. If you are interested and would like instructions, please contact us.

The Shelter Fund
Founded in 2002, the Fairbanks Animal Shelter Fund is a 501(c)(3) nonprofit striving to make a difference in the lives of all animals who are in the Fairbanks North Star Borough Animal Shelter by augmenting services which are not included in the FNSB operating budget.
To donate to the Shelter Fund, please visit their website or use the green donation box located inside the shelter lobby.
The Pet Pantry
The Pet Pantry is very similar to a food/supply bank. Items that are often donated are pet food, cages, accessories, leashes, bowls, blankets, and more. These items are available to those in need and donated items are greatly appreciated by the community. Our Pet Pantry is located next to our front door and is completely self-serve.

The 2021 Multi-Jurisdictional Multi-Hazard Mitigation Plan has been adopted by the Fairbanks North Star Borough, the City of Fairbanks, and the City of North Pole.
The 2021 Multi-Jurisdictional Hazard Mitigation Plan (HMP) Update is a technical document that includes recommendations to the city councils, local utilities, and Borough assembly for projects that will help reduce the impact of natural hazards to our communities. Plan approval by the Federal Emergency Management Agency (FEMA) and adoption by each jurisdiction provides access to grant funds and other assistance from the FEMA and the State of Alaska.
The plan profiles six natural hazards—cryosphere, seismic, flood, ground failure, severe weather, and wildland fire—assesses community vulnerability and risk associated with these hazards and presents mitigation strategies for each hazard in order to reduce or eliminate long-term risk to people and property. Additionally, to further increase the resiliency of our communities, the plan update includes several all-hazard mitigation strategies.

January 11, 2021 - February 12, 2021: Public comment period.
January 19, 2021 6:00 p.m.-8:00 p.m.: Public open house.
February 8, 2021 5:30 p.m.: City of Fairbanks City Council work session.
February 9, 2021 6:00 p.m.: FNSB Planning Commission public hearing.
March 1, 2021: City of North Pole City Council public hearing. Adopted by City of North Pole Resolution 21-3.
March 8, 2021 6:30 p.m.: City of Fairbanks City Council public hearing. Adopted by City of Fairbanks Resolution No. 4958.
March 11, 2021 6:00 p.m.: FNSB Assembly public hearing. Adopted by Fairbanks North Star Borough Resolution No. 2021-07.

The Borough’s Electronic Records Management System (ERMS) is a suite of applications used to store records related to the Fairbanks North Star Borough. As part of our continued commitment to transparency, accessibility, and convenient access to public records, the Clerk’s Office is pleased to announce that the Board & Commission Meeting Records application is now available to the public.
The application contains records relating to the business of Borough Boards and Commissions. Below is further information on the types of records available and how to search and retrieve records.

Not all document types listed above exist for every Board or Commission. Records not available in this application may still be available via a Public Records Request. Visit the Public Records Request Page.
HOW DO I SEARCH?
The landing page takes users directly to the search page of the application. Also called the index screen, users can enter specific criteria to search for records based on how they were indexed. Users can fill in one or multiple index fields to search. Once search criteria is entered, hit RUN to see the results.
REVIEW OF ALL INDEX FIELDS
BOARDS_AND_COMMISSIONS - This is a drop-down menu listing different Boards and Commissions. Users can select one or multiple Boards or Commissions from the drop-down menu.
DOC_TYPE - this is a drop-down menu listing the different types of records available to search. Users can select one or multiple document types from the drop-down menu. For example, users could select Agenda Packets and Audio in this index field to return all Agenda Packets and Audio for all Boards and Commissions. Users can further narrow the search by using the Boards and Commissions index field above to select a specific Board or Commission.
MEETING_DATE - This field is used to enter a specific date, or a date range. Dates are entered using the MM/DD/YYYY format. To enter a date range, click on the middle button next to the MEETING_DATE index field and enter in a date range.
DESCRIPTION - This field is used by staff when entering Quasi Judicial or Appeal Correspondence.
SCAN_DATE – this field is used for internal purposes to track when records are added to the database.
Full-Text Search – This application allows for full text search using all words, any words, exact phrase or an expression. For example, a full text search for “Carlson Center” across all different document types could yield agenda packets, minutes, resolutions, etc. containing that phrase. Note: This method may not be 100% accurate due to the nature of OCR, which is the process of converting images of text into machine readable text.
And / Or – Above and to the right of the full text search index field are the And/Or selection buttons. This is to allow users to search by a combination of index fields and the full text search, or just one or the other.
NAVIGATING QUERY RESULTS AND INDIVIDUAL RECORDS
NAVIGATING QUERY RESULTS
Once search criteria is entered, the user selects the RUN button to reveal query results. Query results can be sorted by ascending or descending order by clicking any index field at the top of each column. For example, a query for all minutes and resolutions for the year 2025 will yield 80 results. You can sort the 80 records by Board and Commission, Meeting Date, etc.
To open a document in the query results, double click anywhere on the row containing the document. Alternately, click on the blue circle icon and select “Open”.
To preview a document without opening it, hover over the Page Icon in the second column on the left side of the page.
NAVIGATING INDIVIDUAL RECORDS
Documents will show page previews on the left of the screen. You can navigate through pages by clicking on the page previews or by selecting the blue arrow at the top left of the screen.
Users can move through the query results by clicking on the blue arrows to the right of the screen.
At the top right of the screen are options to Email, Export or Print a document.
HOW OFTEN ARE NEW RECORDS ADDED?
New records are added throughout the week. A general timeline for each document to be uploaded to the database is below
Agenda Packet - one week after the meeting
Action and Recommendation Memos – three business days following the meeting
Approved Minutes and Resolutions – 1 to 2 weeks after approval or adoption
Audio/Visual – one week after the meeting
Adopted Rules and Procedures - 1 - 2 weeks after adoption
Findings of Facts and Conclusions of Law - 1 - 2 weeks after adoption
Quasi-Judicial and Appeal Correspondence - 1 - 2 weeks after the hearing or appeal date
SEARCH TIPS
Wildcard Search – allows users to search an index field using partial information. Wildcard searches will return all records that have a matching phrase within the index field. For example, enter 03/*/2010 if you aren’t sure which day in March 2010 you’re looking for.
Expressions – Next to the index fields are buttons allowing for expressions in a query – both a Range Search and a List Search
Range Search – Allows users to enter a date range. Enter the range, click OK and your search criteria will be entered into the field. Click RUN to search. For example, users could search for a specific document type such as minutes and enter a date range for an entire calendar year.
List Search – Allows user to enter in a list of field values. Enter the range, click OK and your search criteria will be entered into the field. Click RUN to search. For example, users could search for a specific document type such as Agenda Packets from years 2016, 2018, and 2020.

At an Administrative Hearing, a Hearing Officer makes decisions and determinations regarding Chapter 17.16 FNSBC (quick plats) and FNSBC Title 18 (yard setback variances, legal nonconforming grandfather rights and amnesty relief).

Hearings are scheduled to be held at 10:00 a.m. on the first and third Thursdays of every month. The following information is updated routinely to reflect upcoming hearings. To watch live meetings, citizens may access them through the links below. Please note once the meeting has started a live red button will be available. If you are having issues, try refreshing your web browser.

Comprehensive Emergency Management Plan (CEMP)
The Fairbanks North Star Borough Comprehensive Emergency Management Plan (CEMP) provides the framework for how our community prepares for, responds to, and recovers from emergencies and disasters. It outlines the Borough’s coordinated approach to protecting lives, property, the environment, and essential services during events ranging from wildfires and severe winter storms to floods, public health emergencies, and technological hazards.
The CEMP is an “all-hazards” plan designed to support the entire community—residents, businesses, partner agencies, and local jurisdictions. It establishes roles and responsibilities, identifies critical response functions, and aligns Borough operations with state and federal emergency management standards.
To ensure the plan remains current and effective, the Borough updates the CEMP regularly and invites public review and input. Community feedback helps strengthen preparedness, reflect local values and needs, and improve resilience across Interior Alaska.
Below is access to the full CEMP, including the Basic Plan, Emergency Support Functions (ESFs), Functional Support Functions (FSFs), and Hazard-Specific Functions (HSFs), along with opportunities to submit comments or recommendations.
