Clearwater City Council to Review Key Development and Pension Actions

Clearwater residents can look forward to a busy agenda at an upcoming City Council meeting, with several significant items slated for review and action. Among the key discussions are flexible development approvals for a new medical clinic on Turner Street and a commercial dock on Island Way, alongside important pension-related decisions for city employees.

One of the most anticipated items, ID#26-0400, involves a Flexible Development approval for the conversion of a property at 375 Turner Street into a medical clinic. This project, located in the Institutional (I) District in the heart of Clearwater's downtown area, is proposed as a Comprehensive Infill Redevelopment. The plans include a building not exceeding 35 feet in height and a modified parking lot with 57 off-street spaces. The developer is requesting flexibility for reduced off-street parking based on a parking demand study, as well as reduced interior landscaping and landscape buffers through a Comprehensive Landscape Program. This development could bring new healthcare services to the area, impacting residents in the surrounding neighborhoods.

Another notable development, ID#26-0401, seeks Flexible Development approval for an existing 1,838 square foot commercial dock, including a new boat lift, accessory to 27-unit attached dwellings at 125 Island Way. This property is situated within the High Density Residential Island Estates Neighborhood Conservation Overlay (HDR/IENCOD) and Preservation (P) Districts in the picturesque Island Estates enclave. The request for flexibility for a commercial dock will be of particular interest to residents of Island Estates and those who utilize the city's waterways.

The Council will also address two land use amendments concerning the property at 1399 Pineapple Lane. ID#26-0402 proposes an amendment to the city’s Future Land Use Map, changing it from the Residential Low (RL) category (Pinellas County) to the Recreation/Open Space category (City of Clearwater). Concurrently, ID#26-0403 seeks an amendment to the city’s Zoning Atlas, shifting the property from the Residential Agriculture (R-A) district (Pinellas County) to the Open Space/ Recreation (OS/R) district (City of Clearwater). These changes could pave the way for new recreational opportunities for Clearwater families.

In addition to development matters, the City Council will be making crucial decisions regarding city employee pensions. Items ID#26-0396, ID#26-0397, and ID#26-0398 are slated for review and action, covering the approval of new hires as Plan Members, employees' requests for vested pensions, and employees' requests for regular pensions, respectively. These actions are vital for the financial well-being of city employees and the long-term stability of the city's pension system, overseen in part by the Pension Trustees, chaired by Mayor Bruce Rector, and the Pension Advisory Committee, chaired by Nathan Hightower.

The meeting will also feature a Medal of Courage Award Presentation (ID#26-0395) to Fire Fighter Charles Stokes and an award to the Pinellas County Deputy who assisted, recognizing their bravery and service to the community. Furthermore, the Council is set to issue a National Safe Boating Week Proclamation (ID#26-0407), promoting water safety as the warmer months approach.

Clearwater City Council meetings typically occur approximately every 18 days at 6:00 PM. Residents interested in these matters are encouraged to review the full agenda and supporting documents once they become publicly available. For specific meeting dates and times, residents can check the official city calendar.
