The Mulberry City Commission approved new substitution rules for city project participants at its Sept. 15 meeting.

Under the policy, a new participant can replace an existing one if they accept the terms of the current agreement and assume all obligations. The substitution process depends on the project phase.

If substitution occurs before Phase 2 begins, the new participant must cover the previous participant's Phase 1 funding. If substitution happens after Phase 2 approval, the new participant inherits the departing participant's Water Allocation and associated Water Charge.

Upon substitution, the outgoing participant loses voting rights on the Project Board and must cooperate with the Cooperative to modify Project Permits.
