A boater discovered a dog submerged and secured to cinder blocks in Coconut Grove on Wednesday, prompting a police investigation into the animal's death.
Ryan Young was returning to the marina when he spotted the dog in the water. Upon closer inspection, Young saw ropes and zip ties binding the animal to the blocks.
"It was the worst thing I had seen in my life because they tied the dog with its own leash and zip-tied it to the block," Young said. "It was a very purposeful thing."
Marina staff retrieved the dog within 20 minutes. Young identified it as a golden retriever. A microchip scan found no owner information.
Miami Police are investigating. Miami Mayor Eileen Higgins condemned the incident as "cruel, disturbing and completely unacceptable."
