Tips for Filing for Unemployment Benefits

When you’re filing for unemployment benefits, it’s important to read all the information you receive from the Division of Employment Security, know your responsibilities and provide accurate information. If you don’t, you may have to pay back benefits you were not eligible to receive, or you may be committing fraud. Follow these five tips to avoid errors and help ensure you receive proper benefit payments. Accurately report the reason you are unemployed. When you apply for benefits, provide accurate information about the reason you separated from your job. File your weekly certification every week. In order to be paid benefits, you must submit a weekly certification after each week you are unemployed. The weekly certification asks questions that help verify that you were able, available, and looking for work that week. You should file weekly certifications even while you are waiting to learn if you are eligible for benefits. Weekly certifications can be filed online at des.nc.gov or with the NCDES mobile app. Report any money you earn. If you work while receiving unemployment benefits, you must report the money you earn when filing your weekly certifications. Always report your income for the week that you worked. Do not wait until you are paid to report your earnings. You must report all forms of income, including weekly earnings, income from odd jobs, retirement, severance, separation pay, wages in lieu of notice and workers' compensation. Failure to do so may result in you having to repay an overpayment of benefits. Search and register for work. To receive unemployment benefits, you are required by state law to make contact with at least three different employers each week and keep a record of your work search. You are also required to register with a job seeker account on NCWorks.gov, North Carolina’s online portal for employment and training services. When you start working again, stop filing weekly certifications for benefits. To avoid overpayments, stop filing as soon as you return to work; do not wait until you receive your first paycheck. NCSUITS Account Help for Employers

Your NCSUITS account gives employers and agents the ability to file wage reports, make payments, manage your UI tax information, access the claims system, manage SIDES information, and respond to unemployment claims. Use this page to: Learn about creating and signing into your NCSUITS account. Manage your unemployment tax information. Respond to unemployment claims. What You Need to Create Your NCSUITS Account Employer or Agent ID Number: This is the same number employers and agents used in the previous system, but now there are three-to-four zeros in front of that original ID number. You can get an ID Number when you create your NCSUITS account (see below). NOTE: If you’re an agent, you only need to apply for an Agent Account Number if you report tax and wage data or file claims data for employers. Steps to Create Your NCSUITS Account if You Have an ID Number 1. Click on Create an Online Account. 2. Choose I am a Business/Agent/Third-Party user, requiring DES claim/tax services for businesses. 3. Click I’m not a robot and then click Next. 4. Enter your Employer or Agent ID Number (ID Number) two times. 5. Enter the six-digit PIN for your Employer/Agent ID Number. 6. If you do not have a PIN, call 866-278-3822 for assistance. 7. Create your sign-in username and password. 8. Add your valid email address. 9. Check your email for instructions on how to activate your NCSUITS account. In the email, click on the link and use the username and password you created in Step 7 to sign in to your NCSUITS account. Steps to Create Your NCSUITS Account Without an ID Number 1. Click on Create an Online Account. 2. Choose I am a Business/Agent/Third-Party user, requiring DES claim/tax services for businesses. 3. Click I’m not a robot. Then, click Next. 4. Check either I am an Agent/Third-Party Administrator working on behalf of an employer and do not have an ID Number OR I am an Employer that does not have an Employer ID Number. 5. Fill in all required fields on the next screen. 6. Check your email for instructions on how to activate your NCSUITS account. 7. Follow the steps to get your ID number. What if I have an Employer ID, but I don’t have the six-digit PIN? Contact the UI Employer Support Center at 866-278-3822 for PIN assistance. What happens if I enter the wrong password when I sign in? You will see a message that says your login information is incorrect. Click on Forgot Password. You can then reset your password. How do I change my Account Settings? Sign in to your NCSUITS account, select Account Settings in the top left. How will I activate my account? After you create your NCSUITS account, you will get an email with a link to activate your account. NOTE: The email link is valid for only one hour. What if I wait longer than one hour to activate the account? You will first see an error message. You will then get an email with a new link to activate your account. Who do I contact if I need help setting up my account, or if I've locked myself out? Please contact the UI Employer Support Center at 866-278-3822. Can my account become locked after too many tries to sign in with the wrong password? Yes. You get five tries to sign in with the right password. How do I close or inactivate my account? 1. Sign in to your NCSUITS account. 2. Select Account Maintenance under the Your Options menu. 3. Under Employer Account, click on Inactivate Account. 4. Choose the primary contact. 5. Provide a Reason for Inactivation. 6. Follow the prompts. Who will be assigned as the administrator for the account when I change my sign in information? The first user who creates a new sign in will be the account administrator. If I am the administrator, can I select additional administrators for the account? Yes. The business administrator can select additional people to be administrators by going to the Business Approval screen and filling in the information under User Details. Can an agent create a new user account? Yes. You will need to select the service type that applies to you. You can submit information for either tax or claims purposes: not both. The account administrator edits or deletes users (including agents). How does an agent apply for an Agent Account Number? An agent must create an online account to get an agent account number. This is only needed for agents who have a Power of Attorney on file with DES. You also only need to apply for this number if you report tax and wage data or file claims data for employers. 1. Click on Create an Online Account. 2. Choose I am a Business/Agent/Third-Party user, requiring DES claim/tax services for businesses. 3. Click I’m not a robot. Then, click Next. 4. Check I am an Agent/Third-Party Administrator working on behalf of an employer and do not have an ID Number. 5. Fill in all required fields on the next screen. 6. Check your email for instructions on how to activate your NCSUITS account. 7. Follow the steps to get your ID number. NOTE: If you’re an agent, only apply for an Agent Account Number if you report tax and wage data or file claims data for employers. How do I respond to a claim or Request for Separation Information? 1. Sign in to your NCSUITS account. 2. Locate Claim Services. select Click Here. 3. Click on Respond to Request for Separation Information. 4. Click on Social Security number. 5. Enter the claimant’s original start date, end date, and separation pay (if any was paid). 6. Click Save at the bottom. 7. Go back to the claim and click on Additional Information. 8. On the left side of the page, click on the circle and click Continue. 9. Read the page, scroll down and click on the box saying you have read and understand. 10. Click Next. 11. If your company is not a Temporary Agency, click No, then click Next. 12. Read the page. Then click on the box saying you have read and understand. Then click Next. 13. Answer the separation question. 14. Click Next to go to the next page, then click Next. 15. If you need to make a change to an answer, click on the question. If there are no changes, click Submit. What happens if I do not respond to the Request for Separation Information within 10 days? An employer has 10 days to respond to the Request for Separation Information notice. If you do not respond within 10 days explaining why the employee does not meet the qualifications for unemployment benefits, the person’s unemployment application may be approved. DES mails a determination to employers about DES’s decision, and the employer can appeal if they believe it is incorrect. I’m having trouble and used the Inquiry feature in NCSUITS. Are there other ways to get help? Questions are answered in the order in which they are received. Many questions can be answered by checking DES’s NCSUITS FAQs or the instruction videos webpage.

File Your Weekly Certification | DES Search File Your Weekly Certification Important Notice: Work Search Update Filed your claim on/after March 23? You may need to enter work searches before your weekly certification. See when this change affects your county. You must file a weekly certification for each week that you want to get unemployment benefits. You will answer questions about: Work search activities Any wages you earn Being able and available to work Do Not Wait! Be sure to start filing your weekly certifications the week that you file your claim. You MUST file a weekly certification within 14 days after each week (Sunday-Saturday), or you won’t get paid for that week. File your certifications every week. You should file even if you are still waiting to see if you will get benefits. This will allow you to get payments for weeks that you were eligible. How to File Your Weekly Certification File your weekly certifications (or weekly claim for benefits) online through MyNCUIBenefits. To file online: Sign in to your MyNCUIBenefits account. Go to the Action Required box and click on File Weekly Certification. If you don’t have access to a computer, you can contact our UI Support Center at 888-737-0259. Please allow up to 48 hours for payments to fully process. Waiting Period Week North Carolina law requires you to serve an unpaid waiting week before you can be paid unemployment benefits. The first week you may be eligible for unemployment is your unpaid waiting week. Even though you are not paid for this week, you must still file your weekly certification. If you don't complete a weekly certification on time, you: Will NOT get payment for the week. May have to reopen your claim. May have to serve an additional non-payable waiting week. File Your Weekly Certification in MyNCUIBenefits. Other Weekly Requirements Actively look for a job each week. To get unemployment benefits, you must actively look for a job each week. Your weekly certification will ask questions about your work search. Work Search Requirements Report any wages you earn. If you work while filing for getting unemployment benefits, you must report the money you make in your weekly certification., even if you are not paid that week. Check your claim status. What You Need to Create an Account A personal email address. Your Social Security number. If you are not a U.S. citizen, you will need your Alien Number and expiration date. Steps to Create Your MyNCUIBenefits Account Click on the Create an Online Account link. Select I am an Individual/Claimant, requiring DES unemployment insurance claim services. Click I’m not a robot and then click Next. Enter your Social Security number and click Next. On the ‘User Account Creation’ page: Create a Username (Remember: you will need this to sign in. Click on the ? for username requirements). Enter a valid email address twice. Enter your contact phone number. Create a Password (Must be at least 8 characters and include an uppercase letter, lowercase letter, number 1-9 and special character). Select Create Account. Check your email. To finish setting up your account we will send you a confirmation email with a link. You must click the link to finish creating your account. DES has security measures in place to help prevent fraud and protect your information. Identity verification and Multi-Factor Authentication, or MFA, are two ways that DES asks you to verify your identity. Can my account become locked after I try to login several times with an incorrect password? Yes. You can try three times to log in to your online account. After three failed attempts to log in, your account will be locked for 30 minutes. Please sign in again after 30 minutes to access your account. Will I be automatically signed out if I am not actively on the website? Yes. The system will sign you out if you do not show any activity on your account for 60 minutes (1 hour). Report Work and Earnings | DES Search Report Work and Earnings While you look for a job, you may have the opportunity to do freelance work, odd jobs, or other self-employment work on the side. If you work while getting unemployment benefits, you must report the money you make when filing your weekly certification. Here’s what you will need to know: 1. Report Your Income Weekly Always report your income for the week that you worked. Don’t wait until you’re paid to report that income. 2. What to Report You must report your gross earnings (this is the total amount you are paid before taxes and other deductions are taken out). Unemployment Insurance Fraud Important: Scam Alerts For accurate information about your unemployment benefits, use only official DES websites, messages, and other communication channels. Remember: DES will never charge you a fee to release, process, or access your unemployment benefits. DES will never contact you about unclaimed benefits or ask for your password or user ID. If you get a message asking for money or your password, do not respond. It is a scam. Report Fraud to DES Report suspected unemployment fraud using our online Fraud Report Form. You may also call the DES Fraud Hotline at 919-701-3543. Fraud and ID Verification Do not complete ID verification if you believe you are a victim of fraud. Fraud from Misuse of Personal Information Either you or your employer should report suspected unemployment fraud if you think someone used your personal information to apply for unemployment benefits. This allows DES to look into it and stop benefit payments if needed. You may get a bill for overpayment of benefits, but you are not responsible for the payment and billing will stop when the claim is verified fraudulent. You can ask for information about a fraudulent claim by using our Request for Release of Information Form. • Learn how to Protect Your Unemployment Insurance Account Report Unemployment Fraud Report suspected unemployment fraud using our Fraud Reporting Form or call the DES Fraud Hotline at 919-701-3543. Our benefits system may automatically send you a bill for overpayment of benefits. If you have been a victim of fraud, don’t worry! You are not liable for the payment. Requests for information about a fraudulent claim may be submitted to DES using the Request for Release of Information Form. Protect Your Business and Employees from Unemployment Insurance Fraud Employers should review all notices from DES about unemployment benefit charges and employee separations, and wage audits. Examples of Unemployment Benefits Fraud Tips for Victims of Identity Theft Examples of Unemployment Benefits Fraud Identity Theft/Imposter Fraud Fraudsters use personal identifying information (PII), without you knowing, to apply for and get unemployment benefits. PII can be stolen through data breaches, email phishing, impersonation scams, and other methods. Fraud Overpayments Fraud overpayments occur when a claimant gives false information or withholds information so they can receive unemployment benefits (ex., a claimant continues to get benefits after returning to work and does not report their wages for purpose of getting unemployment benefits they are not entitled to get). The FBI says to look out for the following activities: Being contacted about unemployment forms when you have not applied for benefits. Transactions you did not approve on your bank or credit card statements about unemployment benefits. Fees in filing or qualifying for unemployment insurance. Unasked questions about unemployment benefits. Fake websites and social media pages that look like those of government agencies. Tips for Victims of Identity Theft Take the following steps if you believe you have been a victim of identity theft: File a police report. Include only wages you got when you file your income taxes. Do not wait to get a corrected 1099-G to file your taxes. DES reports your unemployment benefits to the government using IRS Form 1099-G.The processing of your tax return should not be delayed while your report of identity theft is under investigation. Check your credit report for activity you do not recognize. You can request a free credit report from Equifax, Experian, Transunion through AnnualCreditReport.com or call 1-877-322-8228. Report unemployment COVID-19 pandemic identity theft to the U.S. Department of Justice’s National Center for Disaster Fraud. Weekly Requirements

After you apply for unemployment benefits, DES will let you know how much money you may be able to get. In North Carolina, the most you can currently be paid in state unemployment benefits is $350 a week for up to 12 weeks. To get your money each week you must: Search for Work Register as a jobseeker with NCWorks and start looking for a job. Starting the week you file for unemployment, you must reach out to at least three job contacts each week. You must record your work search activities in your MyNCUIBenefits account before you can file your weekly certification. It is recommended that you save a copy of your work searches for your records for two years. Report Work Earnings If you work while getting unemployment benefits, you must report the money you make each week, even if you have not gotten paid. You can work and make 20% of your weekly unemployment benefit amount without any deductions. File Weekly Certifications File your weekly certification every week to get your payment – even if you are waiting for a decision to be made on your unemployment claim. Governor’s Volunteer Service Awards Governor’s Volunteer Service Award The Governor’s Volunteer Service Award honors the true spirit of volunteerism by recognizing individuals and groups that make a significant contribution to their community through volunteer service. An individual or group from the public, nonprofit, and private sectors may be nominated for this recognition award by a community member to their county-designated coordinator. There are categories for the type of nominee (individual, group, national service, and director of volunteers). Additional categories are based on the area of service (veteran, youth, seniors, education, animals, etc.). The Commission will review county nominations, and awards are given out locally by the designated county award coordinator. Meet Our 2026 Recipients Governor's Medallion Award for Volunteer Service The Governor's Medallion Award for Volunteer Service was implemented in 2006 to recognize the top 20-25 volunteers in the state. Medallion recipients are nominated at the county level by the county award coordinator. Only one Medallion nomination is permitted per county. A statewide panel reviews and evaluates all these nominations to determine the award recipients. Medallion Award recipients are honored at an annual recognition ceremony. The medallion is placed around the neck to signify the volunteer's great service to the community. Governor’s Page Program

Founded in 1973, the Governor’s Page Program gives North Carolina high school students the opportunity for hands-on participation in state government. Hosted by VolunteerNC in Raleigh, pages will grow in four areas: history, civics, service, and professional development. Criteria Eligible participants are high school students or recent high school graduates in good academic standing. (Seniors may apply to participate the summer before attending college). College students are not eligible for the program.  How to apply Deadline: Applications are accepted on a rolling basis until all spots are filled. Students are encouraged to apply as soon as possible. Complete the online application. Send the online recommendation form to two individuals.A non-relative school staff or faculty member (unless homeschooled) A non-relative adult who can speak to your suitability for the program *Applications are considered incomplete and will not be processed without the two recommendations. Activities During the page week activities may include the following: Develop a policy proposal with policy officials from various state government departments Learn from government officials about state government Plan their service project Complete tasks for State Government Departments Tour government buildings and historic sites Service Project Governor's pages must complete a service project and will spend part of their page week planning a service project that reflects the goals and values of VolunteerNC. The purpose of the project is to engage youth in service and demonstrate the direct effects it can have on North Carolina communities. Schedule A page week is four days. Typically, a page week runs Monday (1-4 pm) and Tuesday to Thursday (9 am-4 pm). The work location is the Albemarle building at 325 N Salisbury St Raleigh, NC. Dress Code Pages are expected to dress in business attire. Pages should wear comfortable shoes as the program requires walking. Stipend Pages will receive a stipend of $200.00 per week to offset the costs of expenses incurred due to travel and/or lodging. Accommodations Once accepted to the program, it is the responsibility of the page and their guardians to make arrangements for accommodations, including meals, prior to coming to Raleigh. Host Families A limited number of Host families are available for pages. These families, vetted by our office, have agreed to provide pages with daily meals and transportation to and from the office. All pages and their families are responsible for making and canceling arrangements with Host families. Pages are responsible for paying the $100 fee to the Host family prior to their stay.
