Members are required to file financial disclosures. Overview The Board of Adjustments and Appeals (BOAA) conducts hearings on determinations of the planning division manager, where an individual may allege there has been an error. This board also hears appeals and requests for variances to any of the City's adopted standard codes relative to building and construction. The board is governed by Chapter 1, Article II, Section 1-16 of the Land Development Code. Casements Closed - No Tours

The Casements will be CLOSED in preparation for the Ormond Beach Songwriter Festival Unplugged. Join us on Saturday from 10 AM to 10 PM for live music, food trucks, a kids' zone, and more! The home will be open for viewing. We will reopen for normal hours and tours on Monday, September 28th.

Annexation

Annexation Overview Annexation is the process of making a property part of a municipality. Properties that are contiguous to the city's municipal boundaries and seek a connection to city utilities must annex the property prior to or concurrent with connection to the city's utilities, except for in the North Peninsula Water District. The North Peninsula Water District (Ormond-by-the-Sea) was established in 1979 by Ordinance No. 79-45 (Article I, Division 3, Chapter 22, Code of Ordinances) and does not require annexation nor an annexation agreement for connection to Ormond Beach utilities. Properties outside the North Peninsula Water District and not contiguous to the city's municipal boundaries are required to enter into an annexation agreement at the time the property becomes contiguous in order to receive Ormond Beach utilities. Utility Connection Policy for the North Peninsula Water District (Ormond-by-the-Sea) On October 1, 2019, the City Commission adopted Resolution No. 2019-184 reaffirming the long-established historical policy regarding the provision of potable water service to properties in the North Peninsula Water District, and stated that neither annexation nor the execution of an annexation agreement shall be required as conditions to connect to the city's potable water system. The Resolution states that in the event that the City Commission determines to provide centralized wastewater (sewer) services to properties in the North Peninsula Water District, the City Commission expressed their intention to not require property owners in that service area to annex their property or to sign an annexation agreement as a condition to receiving centralized wastewater (sewer) services. Amendments to the city's Comprehensive Plan, Land Development Code, and Code of Ordinances to clarify the city utility connection policies are in process. Reel in the Fun Fishing Tournament

Ormond Beach Parks and Recreation Department is hosting the Reel in the Fun kids fishing tournament! On Saturday, October 3, 2026 at Bailey Riverbridge Gardens, 1 North Beach Street, come out to compete in a FREE catch & release fishing tournament. Road Closure - South Halifax Drive

On Monday, September 21st, 2026 to Friday September 25th, 2026, South Halifax Drive will have nighttime lane closures between Ormond Parkway and Valencia Dr from 7PM to 6AM. This is for storm sewer repair work. During the lane closure traffic flaggers will be directing traffic, please expect some delays. Please use extra caution due to the narrow lanes. Once the work is complete the road will be reopened and traffic will be permitted to resume. If you have any questions regarding this closure, please contact Ormond Beach Engineering at 386-610-0550.

Annual Budgets

The City of Callaway fiscal year begins on October 1st and ends on September 30th. Budget adoption follows a thorough review of the preliminary budget. After review by staff, the City Manager and the City's Finance Director, the City's Commission reviews the proposed budget during one or more workshop meetings. Façade Improvement Program

The Callaway Community Redevelopment Agency (CRA) developed the Façade Improvement Program to provide funding for qualified commercial and residential property owners within the CRA area towards exterior improvements to building facades. These are matching grants, which means the City will reimburse an applicant for half of what was spent, up to the maximum; Residential Façade Improvement Grants are up to $2,500 and Commercial Façade Improvement Grants are up to $5,000.
