Washington County Water Complaints: Sunny Hills Guide

Washington County commissioners are directing Sunny Hills residents served by North Florida Community Water Systems, Inc. to lodge complaints with the Florida Public Service Commission over water quality concerns.
The board released guidance May 13 on how residents can file complaints and request expanded testing.
"We encourage Sunny Hills residents who experience quality, service, or billing issues to contact the Florida Public Service Commission and use the established complaint process so concerns can be documented and addressed," Washington County Administrator Andrew S. Fleener said.
Residents can file complaints with the FPSC online at floridapsc.com, by email at [email protected], or by calling 800-342-3552. They should specify "North Florida Community Water Systems, Inc." and company code WS966.
If the commission receives enough complaints, it may open a "show cause" proceeding requiring the utility to explain its service performance and justify why it should not face additional requirements or penalties.
Residents can also request water quality testing at multiple points in the distribution system through the Florida Department of Environmental Protection, not just at the treatment facility. Testing can support requests for rate increases tied to specific improvements, such as infrastructure replacement or system adjustments.
