Mail Addressed to the Deceased: How to Stop or Forward Mail
After loved ones pass, you can stop mail from being sent to their addresses. Learn how to file a proper request at the Post Office™ to redirect their mail or remove them from advertising lists. Advertising – Do Not Contact List The Data & Marketing Association maintains a Deceased Do Not Contact List (DDNC). Within 3 months of registering the deceased's name with DDNC, advertising mail should decrease. Register on DMAchoice.org If You Shared an Address If you shared a mailing address with someone who has died and continue to receive that mail, you have several options: You may open and manage the deceased's mail as needed. You may forward all of the deceased's mail to a different address. See If You Have a Different Address. You may forward a single piece of mail, for example, to an appointed executor, without going to a Post Office™ location. To forward the single mailpiece: Neatly cross out your address. Print Forward to and the new address on the front of the envelope. Leave the envelope in your mailbox for carrier pickup, drop it off in a blue collection box, or take it to a Post Office lobby drop. If You Have a Different Address To forward the deceased's mail to yourself or to a different address, you must go to a Post Office location to submit a change of address request. You will need to: Provide documented proof that you are the appointed executor or administrator authorized to manage the deceased's mail. (Simply having their death certificate is not enough.) Tax-Neutral Referendum - Washington County School District Washington County School District Quality Education Today for a Better Tomorrow Announcement! Attention all Full Time Benefit Eligible Employees Tax-Neutral Referendum Home Departments Finance Tax-Neutral Referendum The Facts NO EXTRA TAX. MORE FLEXIBILITY. This referendum does not raise your property tax. It does not add a new millage. It does not create a new statewide property-tax law. It asks voters to let Washington County School District use money the district already collects in a different way: move up to 0.75 mills out of the capital bucket and into the operating bucket so it can be used for people and school operations. Capital down up to 0.75 mills. Operating up up to 0.75 mills. Same tax. Different use. On this year’s taxable value, that shift is about $1.35 million before retirement and benefits (estimate). That figure is based on up to 0.75 mills. The district may use less. WHAT IS THE TAX-NEUTRAL REFERENDUM? Washington County voters will decide on November 3, 2026 whether the school district may reduce up to 0.75 mills in capital taxes and increase up to 0.75 mills in operating taxes. If approved: The shift may begin July 2027 It lasts up to four years It must go back to voters every four years It must appear on a general-election ballot Instead of sitting in the capital bucket, those operating dollars can be used for: Teachers Paraprofessionals Office staff Maintenance teams Bus drivers Other district employees The district intends this as salary on the supplement schedule, not a bonus. Salary can count toward retirement. Pay does not start on election night. The board still adopts the schedule after the vote. WHY DOES THE SCHOOL DISTRICT NEED A VOTE? Florida law splits school money into two buckets. Capital funds pay for facilities, maintenance, equipment, certain technology, furniture, and similar project needs. Operating funds pay for staff, utilities, instruction, programs, and day-to-day school operations. One bucket cannot pay the other bucket’s bills. Capital money cannot be used for salaries unless voters approve a referendum. This is the reason this question is on the ballot. WILL PROJECTS STILL GET FUNDED? Yes. This vote does not erase capital work. Remaining capital sources can still fund projects, including the half-cent sales tax while it is in effect. That sales tax is a separate source and would be a separate voter question later. Recent example: the district added 6 buses to the fleet. WHAT WILL APPEAR ON THE BALLOT? Title: The School Board of Washington County, Florida Ad Valorem Millage Election Question: Beginning July 2027, for up to four years, the Washington County School Board shall be provided with tax-neutral flexible funding to reduce ad valorem taxes up to .75 mills for capital funding; and add up to .75 mills of ad valorem taxes for operating funding. This referendum will support high-quality staff and academic outcomes; all without increasing taxes. YES FOR APPROVAL · NO FOR REJECTION WHEN DO I VOTE? Election Day is November 3, 2026. Check registration, early voting, vote-by-mail, and your polling place with the Washington County Supervisor of Elections. Frequently Asked Questions Myth vs. Truth Myth: This referendum raises property taxes. Truth: It does not add a tax. It lets the district move up to 0.75 mills from the capital bucket to the operating bucket. Capital down. Operating up. Same tax. Different use. Myth: The district is asking for a new millage. Truth: This is a local millage shift, not a new statewide property-tax law. Myth: Staff would get a one-time bonus. How much money would increase in operating and decrease in capital? Voters would authorize a tax-neutral shift of up to 0.75 mills. Capital millage may decrease by up to 0.75 mills. Operating millage may increase by up to 0.75 mills. Up to means a ceiling, not a requirement to use the full 0.75 every year. On this year’s taxable value, up to 0.75 mills is about $1.35 million before retirement and benefits. That is an estimate. The dollar amount can change as property values change, and the district may use less than the full 0.75 mills. Those operating dollars are intended for teachers, paraprofessionals, office staff, maintenance teams, bus drivers, and other district employees. Does this impact the tax rate the School Board votes on? The School Board still sets the district budget and votes on millage each year, within state law. This referendum does not add a new tax rate. If voters approve it, the Board may reduce capital millage by up to 0.75 mills and increase operating millage by up to 0.75 mills. Any operating increase from this question is offset by an equal capital decrease. That is why it is tax-neutral. The Board would still hold its regular millage and budget hearings. This vote only gives permission to make that equal shift. Federal Programs - Washington County School District Quality Education Today for a Better Tomorrow Announcement! Attention all Full Time Benefit Eligible Employees Federal Programs Home Departments Federal Programs Title I, Part A, provides local educational agencies (LEA) resources that help children gain a high-quality education and the skills to master the Florida Standards. Title I provides additional resources to schools with economically disadvantaged students. These resources provide additional teachers, professional development, extra time for teaching, parent involvement activities, and other activities designed to raise student achievement. Two models are used in Title I schools to provide these services. Schoolwide reform models provide all students with access to services. Targeted assistance models provide services to select students in Title I schools. Washington County School District uses the schoolwide model for Title I, Part A. The funds received from the Florida Department of Education for the 2020-21 school year were $1,163,542.00. The purpose of Title II-A is to provide the district the assistance for perparing instructional staff to Developing and implementing mechanisms to assist schools in effectively recruiting and retaining highly qualified teachers, including specialists in core academic subjects, principals, and pupil services personnel Developing and implementing initiatives to assist in recruiting highly qualified teachers (particularly initiatives that have proven effective in retaining highly qualified teachers), and hiring highly qualified teachers, who will be assigned teaching positions within their fields (including recruiting and hiring highly qualified teachers to reduce class size, particularly in the early grades) Providing professional development activities Developing and implementing initiatives to promote retention of highly qualified teachers and principals, particularly within elementary schools and secondary schools with a high percentage of low-achieving students Carrying out programs and activities that are designed to improve the quality of the teacher force Carrying out professional development activities designed to improve the quality of principals and superintendents, including the development and support of academies to help talented aspiring or current principals and superintendents become outstanding managers and educational leaders. Hiring highly qualified teachers, including teachers who become highly qualified through State and local alternative routes to certification, and special education teachers, in order to reduce class size, particularly in the early grades. Carrying out teacher advancement initiatives that promote professional growth and emphasize multiple career paths (such as paths to becoming a career teacher, mentor teacher, or exemplary teacher) and pay differentiation. Carrying out programs and activities related to exemplary teachers. Washington County School District received $130,005.00 for the 2020-2021 school year. Title IV Part A Student Support and Academic Enrichment The purpose of Student Support and Academic Enrichment is to improve student academic achievement by increasing the capacity of state and local educational agencies in the following areas by: providing all students with access to a well-rounded education, improving school conditions for student learning, to support safe and healthy students, and improving the use of technology in order to advance digital literacy of all students. Washington County School District received $91,199.00 Title V-Rural & Low Income Schools Program The Rural Education Achievement Program (REAP) is designed to assist rural school districts in using Federal resources more effectively to improve the quality of instruction and student academic achievement. It consists of two separate programs – the Small, Rural School Achievement (SRSA) program and the Rural and Low-Income Schools (RLIS) program. Washington County School District received $76,192.00. Homeless Education Program Every Child Has a Right to an Education The Federal McKinney-Vento Homeless Assistance Act states that children and youth who lack a fixed, regular, and adequate nighttime residence are considered homeless. If, due to a loss of housing, a child must live in a shelter, motel, vehicle, or campground, on the street, in abandoned buildings, or doubled-up with relatives or friends, then he/she is eligible to receive services provided under the McKinney-Vento Act. The McKinney-Vento Education for Homeless Children and Youth Program is designed to address the problems that homeless children and youth have faced in enrolling, attending, and succeeding in school. Under this program, state educational agencies must ensure that each homeless child and youth has equal access to the same free, appropriate public education, including a public preschool education, as other children and youth. Homeless children and youth must have access to the educational and other services that they need to enable them to meet the same challenging State student academic achievement standards to which all students are held. In addition, homeless students may not be separated from the mainstream school environment. Carl D. Perkins Career and Technical Education The purpose is to develop more fully the academic and career and technical skills of secondary education students who elect to enroll in career and technical education programs. Washington County School District received $55,226.00 for the 2020-2021 school year. Individuals with Disabilities Education Act IDEA The purpose of IDEA is to provide a free and appropriate public education by allocating funds to meet the unique needs of students with disabilities. Washington County School District received $911,432.00. 21st Century Community Learning Centers Program Washington County School District has been awarded the 21st Century Rural Expansion Grant in the amount of $500,000 annually for four years. This funding supports high-quality after-school and summer academic and enrichment programs for students in grades 3rd through 8th during the 2026-2027 school year. Attention all Full Time Benefit Eligible Employees Food Service Home Departments Food Service The Washington County School District was approved to implement the Community Eligibility Provision (CEP) on January 7, 2019. The CEP is a non-pricing meal service option for schools and school districts in low-income areas. CEP allows the nation’s highest poverty schools and districts to serve breakfast and lunch at no cost to all enrolled students without collecting household applications. Instead, schools that adopt CEP are reimbursed using a formula based on the percentage of students categorically eligible for free meals based on their participation in other specific means-tested programs, such as the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). The following Washington County Schools are participating: Chipley High School, Roulhac Middle School, Kate M. Smith Elementary School, Vernon High School, Vernon Middle School, Vernon Elementary School, and WAVE. Ethics Training and Reporting DCF Report Abuse Hotline phone number, 1-800-962-2873 All Washington County Christian school instructional personnel and administrators are required as a condition of employment to complete ethics training on an annual basis. Duty to Report All employees and administrators are required by law to report Ethical Misconduct, and it is our duty as professionals entrusted with the safety and welfare of our students every day. Washington County Christian School requires that every employee report any issue that could currently or potentially impact the health, safety, or welfare of its students and WCCS employees. Procedure to Report Any incident that an employee believes is potentially harmful to a student or another employee should be immediately reported to their immediate supervisor. Any employee who knowingly fails to report misconduct or abuse will be subject to discipline, up to and including termination. In cases of suspected Physical Abuse, Sexual Abuse or Neglect, the employee should report those issues immediately to the 1-800-96Abuse hotline. Liability Florida Statute section 39.203 and section 768.095 protects the person reporting ethical misconduct from reprisal by the individual reported or the employer if the report was made in good faith without malicious intent. WCCS performs criminal background checks on its employees and volunteers with unsupervised access to children, but cannot attest to the background of the various parents with whom their child may associate away from school. Parents, students, and employees should regularly visit the Florida Department of Law Enforcement Sexual Offenders database at http://www.fdle.state.fl.us to review the public registry for individuals who may have prior criminal records and sex offenses. Information may also be obtained by contacting the FDLE's toll free telephone number: 1-888-FL-PREDATOR (1-888-357-7332).
