Homeless Assistance Program
Homeless Assistance Program About Contact the Berks County Coalition to End Homelessness at 610-372-7222. Funding for the Homeless Assistance Program (HAP) is provided to Counties by the State Department of Human Services. It makes available a continuum of services to homeless and near homeless individuals and families. HAP funds help to assure 1) homelessness can be avoided through a variety of prevention services assisting clients to maintain affordable housing; 2) people who are homeless can find refuge and care; and 3) homeless and near homeless clients are assisted in moving toward self-sufficiency. Program Goals HAP funds are made available to Counties to mitigate the effects of homelessness on families and individuals through the provision of housing, prevention activities, and case management services. The primary goal is to assist homeless families and individuals in becoming self-sufficient, which includes permanent living arrangements as the final goal. Equally important are the funds provided for prevention activities. Prevention remains one of the most effective and cost-efficient ways to resolve homelessness. Client Eligibility To be eligible for services in any one of the HAP components, clients must be low-income, homeless or near homeless as defined below and meet the eligibility requirements for the specific service component from which they are seeking services. Low income is defined as those who are at or below 200% of the Federal Income Poverty Guidelines. This does not apply to those who need HAP services due to a disaster or domestic violence or persons seeking Emergency Shelter services, in these cases, eligibility is based solely on need. People 17 years of age and younger not living as part of a family unit or not emancipated are not eligible for HAP services. However, a person 17 years of age and younger who is married, separated from a spouse or has children may be considered an emancipated minor. Individuals or families are homeless if they: are residing in a group shelter; domestic violence shelter; hotel or motel paid for with public or charitable funds; a mental health, drug, or alcohol facility; jail; or hospital with no place to reside; or living in a home, but due to domestic violence, needs a safe place to reside have received verification that they are facing foster care placement of their children solely because of lack of adequate housing, or need housing to allow reunification with children who are in foster care placement are living in a "double-up" arrangement for six months or less on a temporary basis are living in a condemned building are living in housing in which the physical plant presents life and/or health threatening conditions are living on the streets, in cars, doorways, etc. Individuals and families are near homeless if they: are facing eviction (having received either written or verbal notification from the landlord that they will lose their housing unless some type of payment is received. Verbal notification must be followed up with written documentation)

Berks County - Protective Services ALERT! Berks County South Campus Closed Monday, October 5: The Berks County South Campus will be closed to staff and the public on Monday, October 5, to complete a scheduled electrical utility project. The South Campus Building will be without power from 8 am to 5 pm while Met-Ed conducts this work. For safety reasons, no one will be permitted to enter or access the South Campus building for any reason between 8 am to 5 pm on October 5. The County appreciates the public’s understanding and apologizes for any inconvenience this temporary closure may cause. × Protective Services Protective Services Elder abuse and crimes targeting older people are a real issue that comes in many forms including: Neglect Physical abuse Financial abuse Sexual abuse. Learn how to stay safe and report suspected abusers. Signs of elder abuse Although these signs do not always mean elder abuse, it is important to be aware that elder abuse can occur at anytime to anyone: Bruises or broken bones Weight loss Dementia may be blamed on “old age” when the real cause is malnutrition or drug interactions or side effects. The older person never goes outside or never sees visitors Withdrawing large sums of money from a savings account without apparent reason Signing over his or her home to a relative Any person who believes that an older adult is being abused, neglected, exploited or abandoned may call the elder abuse hotline. The hotline is open 24 hours a day. If you have concerns about the quality of care an older person is receiving from a facility or a caregiver, please call your local Area Agency on Aging for guidance. Human Services Development Fund
Human Services Development Fund About Funding for the Human Services Development Fund (HSDF) is provided to Counties by the State Department of Human Services. It was created "for the purpose of encouraging county governments to provide locally identified services that will meet the human services needs of citizens in their counties." Application must be made by an organization that is based in the County of Berks. The HSDF provides for the provision of services through the Adult Services, Aging, Children and Youth, Drug and Alcohol, Homeless Assistance and the Community Mental Health/Developmental Disabilities Program in order to promote, improve and sustain the quality of family life in Pennsylvania. The County appreciates the public’s understanding and apologizes for any inconvenience this temporary closure may cause. × Over-the-Counter Voting News Date: Monday, October 5, 2026 Ballots for the 2026 General Election are available for over-the-counter voting at the Berks County Services Center. The Berks County Office of Election Services is happy to announce that ballots are available for over-the-counter voting for the 2026 General Election at the main office in the Berks County Services Center. The Election Services main office is located at 633 Court Street, 1st Floor in Reading. Voters interested in this service must come to the office to apply for a mail-in or absentee ballot in-person. (This service is not for voters who have already applied for a ballot.) The election staff will then process the application while the voter waits. The voter will then receive their paper ballot and may choose to complete the ballot while in the office and turn it back in, or may take it home to complete at a later time. Over-the-counter voting is offered during regular office hours, Monday-Friday from 8 a.m. to 5 p.m. The deadline to apply for a mail-in or absentee ballot for the upcoming November 3 election is 5 p.m. on Tuesday, October 27.

Managing for Results Managing for Results is an ongoing performance management system connecting the processes of planning, budgeting, managing, and evaluating. Plan – Set priorities and goals establishing agreement around intended outcomes. Budget – Use Priority Based Budgeting (PBB) to develop a strategic budget that both reflects our community values and ensures that residents will continue to receive a high level of County services. Manage – Administer county business processes and service delivery to create the highest level of efficiency possible. Measure and Report – Identify, collect, analyze, and report on indicators that show how well the County performs, both internally and in the delivery of services to the public, and how that performance compares with established targets. Evaluate and Improve – Assess and adjust County government's direction in response to a changing environment Measurement and reporting are an integral part of each process. Timely performance and management data are available to be used as tools with each process. Performance outcomes are reviewed and discussed as part of regular department head meetings with leadership. Result outcomes are published in the County's annual Approved Budget. Quality of Life Survey A Countywide Citizen Survey was conducted in 2023 as part of the review process for the 2024-2028 Strategic Plan.

Agriculture
The Department of Parks and Preservation administers the Agricultural Land Preservation Program for Chester County established in 1989 when the Chester County Commissioners authorized the Agricultural Land Preservation Board (ALPB) to implement the Commonwealth of Pennsylvania Agricultural Conservation Easement Purchase Program and the Chester County Challenge Grant Program. These programs were developed to strengthen the agricultural economy, protect prime farmland, and enable the County to purchase conservation easements from farmers. Chester County proactively seeks to preserve the agricultural base of Chester County’s leading industry. The program guarantees a future food supply, contributes to a healthier economy, and protects the heritage of the rich agricultural history in Chester County. Through these programs, the County seeks to permanently preserve agricultural land by purchasing farmland preservation easements and supporting the owners of preserved farmland to be ideal land managers and stewards. These programs are structured to work with conservation partners from the Commonwealth and municipalities, as well as with landowners and other private funding sources to protect the investment of taxpayers through agricultural conservation easements.

Chester County Commissioners Invest More Than $1.7 Million in Parks and Open Space
West Chester, PA – The Chester County Board of Commissioners today announced the allocation of more than $1.7 million in grant funding to support 16 park and open space projects across the county. These grants, awarded through the County’s Parks and Preservation Program, will assist municipalities and non-profit organizations in acquiring land, developing new recreational facilities, and preserving existing natural areas. Projects receiving funding include: * **Borough of Downingtown:** $250,000 for the acquisition of a 10-acre parcel adjacent to Marsh Creek State Park to expand public access and recreational amenities. * **East Brandywine Township:** $150,000 for the development of a new community park, including walking trails, a playground, and picnic areas. * **Tredyffrin Township:** $200,000 to support the preservation of a 50-acre woodland area, ensuring its protection from future development and maintaining its ecological value. * **Valley Forge Audubon Society:** $75,000 to assist in the restoration and enhancement of bird habitats within the Valley Creek watershed. * **Chester County Parks and Recreation Department:** $300,000 for the rehabilitation of aging infrastructure at Hibernia County Park, including trail improvements and restroom facilities. The full list of awarded projects and their respective funding amounts can be found on the Chester County website. "Investing in our parks and open spaces is an investment in the health and well-being of our community," said Chairwoman Marian Moskowitz. "These projects will not only provide much-needed recreational opportunities but also protect our natural heritage for generations to come." Commissioner Josh Maxwell added, "We are thrilled to support these vital initiatives that enhance the quality of life in Chester County. From expanding trail networks to preserving critical habitats, this funding will have a tangible impact on our residents and our environment." The Chester County Parks and Preservation Program is funded through a combination of county appropriations and state grants. Applications for the next round of funding will open in Spring 2027.
