MEMA does not provide reimbursement for food spoiling during a natural disaster. In certain disasters, SNAP recipients may receive replacement benefits by contacting the Mississippi Department of Human Services. My home was destroyed or damaged, where is my hotel voucher? MEMA does not provide housing vouchers. Where can I get money to fix the damage to my home? Federal financial assistance is available to homeowners ONLY if a federal disaster declaration for Individual Assistance is approved by the president. Renters are not eligible for home repair assistance but may be eligible for other federal assistance. Federal financial assistance is never a guarantee. If you need immediate help finding a tarp for your roof call your county emergency management agency office. I need a generator for my home, can MEMA provide one? MEMA cannot provide generators to individuals or reimbursement for the purchase of a generator. In order to be considered for reimbursement for a generator purchased after a federally declared disaster, there must be an existing medical condition that requires you to have medical equipment/appliance for medical purposes. FEMA will need the following documentation to consider a reimbursement: a copy of the receipt of proof of purchase or rental for the generator, a letter from a physician on letterhead that indicates the required equipment is for medical purposes and an official letter from the electric company for the power outage. I need help repairing damage to my home. What do I do? First, take pictures of the damage for documentation purposes. Second, call your insurance provider to file a claim. Depending on the repairs needed, your county emergency management agency or MEMA’s Individual Assistance Bureau could be of assistance. Contact your local EMA for more information. I need a safe room for my home, does MEMA offer any grants? The Individual Safe Room program is closed due to the lack of funding. Local governments can apply for Hazard Mitigation Grants for public community safe rooms. For more information visit MEMA’s Mitigation page. I missed the FEMA deadline to apply for Individual Assistance, can I still apply? You must call FEMA’s disaster assistance helpline to discuss assistance: 800-621-3362 FEMA is referring me to fill out an SBA Loan application why? During the FEMA Assistance process, you may be referred to the U.S. Small Business Administration for a potential loan. While your application is being processed, FEMA is evaluating your needs to see if you qualify for home repairs or other FEMA benefits. If you qualify for federal benefits FEMA will contact you. You may be eligible for additional benefits from FEMA by applying for an SBA loan. Applying for Individual Assistance FEMA denied me assistance or I don’t agree with the amount I was awarded, what can I do? Write an appeal to FEMA. The appeal must be postmarked within 60 days of the date on the award or denial letter from FEMA. See the attached sample appeal letter. How to Write an Appeal What can I purchase with my FEMA award? FEMA will inform you of the types of assistance you are eligible to receive. These may include home repairs, rental assistance for a different place to live temporarily, repair or replacement of a damaged primary vehicle, uninsured out-of-pocket medical expenses for an injury caused by the disaster. Repair or replacement of occupational specialized tools, essential educations materials and/or moving and storage expenses related to the disaster. If you do not spend the award on its intended purpose, you may be denied future assistance. In some cases FEMA will ask that the money be returned. Spend Your FEMA Award Wisely FEMA will inform you of the types of assistance you are eligible to receive. These may include: Home repairs (e.g., structure, water, septic and sewage systems). Rental assistance for a different place to live temporarily. Repair or replacement of a damaged primary vehicle. Uninsured out-of-pocket medical expenses for an injury caused by the disaster. Repair or replacement of occupational specialized tools. Essential educational materials (e.g., computers, schoolbooks, supplies). Moving and storage expenses related to the disaster. Passport Services Processing Times Currently, routine service can take 4-6 weeks from the time an application is received at the processing center to the date the passport is received by the applicant. Expedited service (for an additional $60) can take 2-3 weeks from the time an application is received at the processing center to the date the passport is received by the applicant. The DeSoto County Chancery Clerk's office is a full service Passport application office. Applications are accepted in the Chancery Court Offices on the 1st floor of the DeSoto County Courthouse, located at 2535 Highway 51 South in Hernando, Mississippi. Room 100 and Room 104 both have agents available to assist you. Applications are accepted Monday through Friday, 8:00 a.m. through 3:30 p.m. The Clerk's office accepts walk-ins, no appointment necessary. Print a Passport Application Visit the U.S. Department of State Travel website to print a passport application or answer any questions you may have about applying for or renewing a passport. CAUTION: Please only get your forms from travel.state.gov or from a passport acceptance facility. Read this information from the Department of State before using a third party company to expedite your application. Applying for the First Time Please note: The U.S. Department of State only accepts checks or money orders. Visit the travel.state.gov website for more information. You must submit your application in person. If you complete your passport application in advance, use black ink only and do not sign it. You will be required to sign it in person when you bring it to the Chancery Clerk's office. Forms Forms are available from the U.S. Department of State website. We also have forms available in our office. It is recommended that you take the application and bring it back completed. What to Bring With You to the Clerk's Office A check or money order payable to the U.S. Department of State (use the Fee Calculator). Please check the travel.state.gov website for the latest information. $35 execution fee paid by cash/check/debit/credit for each applicant. If you use our photo services, an additional $15 will be added to the execution fee (per applicant). This fee is payable to the Chancery Clerk of DeSoto County. Do not combine this fee with the fee to the U.S. Department of State. An unsigned completed application form Proof of U.S. citizenship or nationality - Bring one of these documents: An original or a certified copy of the applicant's birth certificate (must have parent's names) Previously issued U. S. Passport (valid or expired) Certificate of Naturalization (more information about the Certification of Naturalization (PDF)) Consular Report of Birth Abroad Certificate of Citizenship Proof of identity - bring one of the following: Valid driver's license Temporary driver's license with photo Government employee ID (city, county, state or federal) U.S. military or military dependent ID Valid foreign passport U.S. permanent resident card (green card) 1 passport photo (see photo requirements); Note: Photo services are available in our office for $15.00 fee. Requirements for Minors (under 16 years of age) Both parents need to be present at the appointment. The child should also be present. If both parents cannot come, then the missing parent can send the DS-3053 form (PDF). This form should be filled out, signed and notarized. The missing parent should also send in a copy of the front & back of their license. You will need separate copies for each child. If only one parent has full custody, then they must provide proof (such as a court order) and the other parent does not have to be involved. You will need a separate copy of the order for each child. If one of the parents is deceased, then you can submit a death certificate. You will need a separate certified copy for each child. If you answer no to any of the following, then you cannot use the renewal form. You will need to complete an application for a new passport. I can submit my most recent US passport book and/or U.S. passport card with this application. I was at least 16 years old when my most recent U.S. passport book and/or passport card was issued. My most recent U.S. passport book and/or passport card was issued less than 15 years ago. My most recent U.S. passport book and/or U.S. passport card has not been lost, stolen, mutilated, or damaged. My U.S. passport has not been limited from the normal ten-year validity. I use the same name as on my recent U.S. passport book and/or U.S. passport card or I have had my name changed by marriage or court order and can submit proper documents to reflect the change. If you were able to agree to all the above, go to the Department of State's website to fill out a Form DS-82 and renew your passport by mail. You can also renew online! Associated Passport Fees Please visit the U.S. Department of State website to view the latest fee information. You may also use the Fee Calculator to total all fees for each Passport you need processed. The fees to the Clerk's Office and the fees to the Department of State must be paid separately. Acceptable Forms of Payment All passport fees paid to the "U.S. Department of State" must be in one of the following forms (cash is not accepted for the U.S. Department of State): Checks (personal, certified, or cashier's) Money Orders The Passport Fees payable to the Chancery Clerk (the $35 processing fee and the $15 photo fee) can be in cash, check, money order or credit card. Chancellors & Court Administrators DeSoto County is part of the Third Chancery District, which includes six counties along the I-55 corridor from DeSoto to Montgomery County. The Chancellors, also referred to as Chancery Court judges, hear special court cases involving wills and estates, support and custody of minor children, divorces and alimony, and lunacy or commitment hearings. The duty of the Chancery Court administrator is to assist the chancellor to ensure the smooth operation of the Chancery Court. Chancery Court Calendar The Chancery Court Judges travel throughout six counties in the Third Chancery district. If a Judge is listed on the calendar as being in Hernando for the week, please note you will be able to handle ex parte matters on the appropriate day for that Judge. If you need a Hearing or a Trial date, please contact the Court Administrator for the Judge that is assigned to the case. The Chancery Clerk of DeSoto County is the Custodian of Records. The Clerk's land records office records all documents pertaining to real property (deeds, mortgages, etc.) This also includes documents not necessarily related to real property: Construction Liens Federal Tax Liens Lis Pendens Military Discharges Power of Attorney and Health Care Directives Etc. Recording Fees Recording fees are determined by statute per Mississippi Code. Please use our fee calculator to determine the correct amount to be submitted with your document. Searching Records Online The Chancery Clerk's Office has worked tirelessly to ensure that all public records are readily available to the public either on our website or on public terminals available in our office. Almost all records are available online, please contact us at 662-469-8397 if you have questions about how to use the website or find a record. E-Recording April 2020, the Clerk's office added E-Recording as an option for our customers. This greatly reduced the turnaround time for documents and improved efficiency in the Clerk's office. Tax Sale Information

The DeSoto County Tax Collector holds their Tax Sale on the last Monday in August each year. The Tax Collector uses an online bidding platform with the assistance of GovEase. An information sheet is available for those who want to learn more about the process or who want to register as a bidder for the annual sale. The GovEase website provides Help & Training for those new to the process. Once a parcel is sold at the Tax Sale, the receipt becomes payable in the Chancery Clerk's Delinquent Tax department. You can use our website to view the current amount due for delinquent parcels. Veteran Services DeSoto County Veteran Services is a public resource for Veterans, Service Members, Surviving Spouses, and Veterans' families. The primary goal of this office is to assist these residents in receiving any and all Federal and State benefits for which they are eligible. Federal benefits include, but are not limited to Compensation, Death Pension, Housebound Assistance, and Aid and Attendance. All benefits are subject to eligibility and approval through the Department of Veterans Affairs. Pact Act The PACT Act is a new law that expands VA health care and benefits for Veterans exposed to burn pits, Agent Orange, and other toxic substances. This law has helped provide generations of Veterans- and their survivors- with the care and benefits they've earned and deserve. Benefits The State of Mississippi provides multiple benefits as well. Operation Green Light for Veterans

There are more than 11,200 veterans who call DeSoto County, Mississippi home. As part of events surrounding Veterans Day, DeSoto County buildings will be illuminated green from November 4, 2025 to November 11, 2025. By shining a green light, DeSoto County will let veterans know that they are seen, appreciated, and supported. DeSoto County Supervisors invite businesses, organizations, HOAs, residents, and other governments to join them in raising awareness about the unique challenges faced by many veterans by - lighting buildings and homes green from November 4th to November 11th. HOW YOU CAN PARTICIPATE Individuals can participate by simply changing one light bulb in their house to a green bulb. This can be an exterior light that neighbors and those passing by will see, or an interior light that sparks a conversation with friends. By shining a green light, you let veterans know that they are seen, appreciated, and supported. It is something you can even do year-round. Home Owner Associations HOAs can show support for Veterans by adding a green light to HOA buildings, entryway signs, and community street lights. You can also encourage residents to participate by sending a flyer or making a social media post. Samples are posted below. Governments/Businesses Operation Green Light encourages cities, towns, private businesses, and organizations to light their buildings in green from November 4 through 11. You can also announce your participation ahead of time with a news release and through social media posts. (Examples are included below.) Be sure to share your participation on social media using the hashtag #OperationGreenlight #DeSotoCounty. ABOUT OPERATION GREEN LIGHT The Meaning of Green Green is the color of hope, renewal and well-being. Greenlight is also a term commonly used to activate forward movement. The simple action of changing one light to green is intended to spark a national conversation regarding the recognition of veterans, and "greenlight" them forward as valued members of our communities. Why Operation Green Light is Needed America's veterans are some of our nation's bravest, hardest-working men and women. However, it is hard to show them the appreciation they deserve when, back home and out of uniform; they are more camouflaged than ever. By displaying a green light for our veterans, we not only bring attention to veterans and their need, we can also reflect on how we can assist our military service personal as they transition back into civilian life upon completion of their service to our country. Joining Other Counties DeSoto County is joining the National Association of Counties (NACo) and the National Association of County Veteran Service Officers (NACVSO) in inviting the nation’s 3,069 counties, parishes, and boroughs to join Operation Green Light.
