2026-27 Community and Economic Development Grants

The Lincoln County Board of Commissioners is pleased to announce the 2026-27 Community and Economic Development Grant Program. The application is available on the county’s website. Applications are accepted from local governments and organizations recognized by the IRS as nonprofit organizations. Applications are also accepted from public-private partnerships with the fiscal agent being a nonprofit or municipal organization. An example of a public-private partnership project that could qualify for this grant would be a Lincoln County business support nonprofit applying with a local painting company to provide facade improvements to local businesses’ storefronts. Previously funded projects must have final reports submitted before requesting funds for another project. Nonprofit organizations that receive direct, budgeted funding from Lincoln County are not eligible for this grant program. This year, the total available for community and economic development grants has increased from $185,000 to $250,000. The $250,000 will be appropriated for up to three $50,000 IMPACT grants awarded specifically to projects demonstrating high impact and need in the county with the remaining monies awarded to smaller community and economic development projects with a maximum of $15,000 per STANDARD grant. Economic development is a priority to the Lincoln County Board of Commissioners, and Lincoln County is determined to give the community funds for economic and community development projects, with a focus on job creation and retention. The Board of Directors of the Economic Development Alliance of Lincoln County will review and make recommendations to the Board of Commissioners regarding the grant applications. The Board of Commissioners will make the final determination on awards. The Board of Commissioners encourages applications for projects that require additional funding beyond what the county is offering, empowering organizations to leverage county grant funds while applying for other sources of financial support for their community and economic development projects. Additional consideration will be given to projects that demonstrate a measurable positive economic impact, as well as projects within unincorporated areas of Lincoln County. All projects should seek to be environmentally friendly. Lincoln County receives funds from the Oregon Lottery based on the play of video lottery in the county. The Board of Commissioners has elected to use this resource to help with local community and economic development projects through the grant program; support the Economic Development Alliance of Lincoln County and the Small Business Development Center through Oregon Coast Community College; and provide low interest loans to small businesses through the Cascades West Council of Governments. Last year’s community and economic development grants were awarded to some great local projects including: the Oregon Coast Aquarium’s Amazon exhibit, Agape Respite Center’s Workforce Project, Discover Your Northwest’s Community Partnership Accelerator, the Oregon Coast Community College Foundation’s Youth Career Program, Central Coast Chorale’s Coastal Voices Programming, City of Lincoln City’s Brownfield Program, and Lincoln City Sunday Market’s Growth Project. Two $50,000 IMPACT grants were awarded to Northwest Coastal Housing for the Olalla Meadows housing development in Toledo and Habitat for Humanity of Lincoln County for their Forest Lake Park affordable housing project. Certification Guidance and Forms

The Oregon Department of Transportation Certification Program issues policies and guidance for certified local public agencies, or LPAs. This guidance is primarily housed in the Local Agency Guidelines, or LAG, Manual. The manual provides guidance to help LPAs access Federal Highway Administration funding for local transportation-related projects through the Federal-aid Highway Program. Additionally, ODOT issues bulletins to supplement LAG Manual guidance as needed. Bulletins provide temporary guidance on certification process and policies. The General Conditions found in the section 00100 of the Oregon Standard Specifications must be modified for use by Certified LPAs and approved by ODOT. About the Program

The Oregon Department of Transportation Local Agency Certification Program is a federally-authorized program that allows the state to certify Local Public Agencies, or LPAs, in federal-aid highway project delivery processes. Purpose Streamline the delivery of local projects funded by the Federal Highway Administration, or FHWA, by certifying highly qualified LPAs to ensure FHWA delivery requirements are met. The Certification Program Office establishes policies and procedures to oversee certified LPAs and their federally funded projects through collaboration with local, state and federal partners. Why is ODOT involved? ODOT is responsible to ensure that expenditure of federal funds on LPA projects meets all federal and state requirements. FHWA, through a Stewardship and Oversight Agreement with ODOT, delegates authority to ODOT for approving project development and construction administration. ODOT has the option of delegating some or all of this authority to qualified LPAs. The Certification Program permits an LPA to obtain limited approval authority at the local level for federally funded projects. HB 2017: Local Government Reporting Instructions

HB 2017: Local Government Reporting Instructions What does HB 2017 require? HB 2017 (ORS 184.617 to 184.742) was passed by the Oregon legislature in 2017. It required the Oregon Transportation Commission to work with cities and counties to develop uniform condition standards to describe and report the condition of pavement and bridges owned by ODOT, counties and cities. Each city and county must report to ODOT on the condition of their roads and bridges by Feb. 1 of each odd-numbered year. ODOT must post these reports online. The final report to the Legislature is also posted online. The next reporting deadline for local governments is February 1, 2027. Oregon Parks and Recreation Department Overview

The Oregon Parks and Recreation Department (OPRD) manages 254 state parks and recreation areas. We also manage 13 scenic waterways, 11 historic sites, 15 lighthouses, 7 natural areas and one state forest. We have an annual budget of $150 million and more than 600 employees. We manage more than 100,000 acres of lands and waters and serve more than 55 million visitors each year. Our mission is to provide outstanding recreation, conserve natural, scenic, historic, and cultural resources, and provide opportunities for a healthy and prosperous Oregon.
