ELOΥ CITY COUNCIL ADOPTS NEW BUILDING CODES AND PERMIT FEES On June 27, 2024, the Eloy City Council adopted new Building Permit and Plan Review Fees. The new Building Permit and Plan Review Fee Schedule is available at the following links: Building Valuation Table ICC February 2025 Building Permit and Plan Review Fee Schedule, effective August 1, 2024 The Eloy City Council has adopted the 2018 International Building Codes and the 2017 National Electric Code with local amendments for all construction activity in the City of Eloy. The City of Eloy General Plan provides a long-term aspirational vision for Eloy’s development, guiding the city’s citizens, businesses, and officials. The General Plan was developed considering the City’s unique history and geography, its vision for the future, and in conformance with State Law. The General Plan will guide Eloy as it grows and changes, fostering a well-planned City. This state statute now identifies that once an amendment proposal is made (application and support materials are complete and fee paid (as confirmed by City staff)), the request must be heard at a public hearing within twelve (12) months. All future major general plan proposals will be accepted by the City at any time in the future with the intent that its City Council will provide a duly noticed hearing for public review and comment on or before the end of the twelve (12) month time period. Please note that the City’s standard amendment process still applies. City staff will prepare a specific schedule for each major general plan amendment submitted to allow for ease of tracking by City Staff and the Applicant. The Eloy General Plan is the community’s long-term vision and plan for guiding decisions on growth, development, infrastructure, public services, and quality of life. Website Sign In Search Home Local Government Departments Community Development Divisions Planning & Zoning Amendments to the City of Eloy City Code and Zoning Ordinance Amendments to the City of Eloy City Code and Zoning Ordinance City Code and Zoning Ordinance Updates The City of Eloy's City Code and Zoning Ordinance is periodically updated to respond to new and changing land uses and conditions within Eloy and the city's planning, development, and business environment. Amendment's Zoning Ordinance is intended to promote the health, safety, and welfare of Eloy's residents, property owners, and businesses. Furthermore, the amendments are intended to promote Eloy's lifestyle and culture and to serve as a catalyst for Eloy's future. Case Number: CCTA2024-001: Modifications to the Boards and Commission Provisions (link) Purpose: A text amendment to the City of Eloy’s Eloy Code pertaining to the construct, powers, and responsibilities of the Planning and Zoning Commission to consolidate the roles of the Airport Advisory Board, Board of Adjustment, and Revitalization Commission under the jurisdiction of the Planning and Zoning Commission; and to remove conflicts pertain to these provisions. Case Number: ZTA2024-002: Planning and Zoning Commission and Board of Adjustment Responsibilities and Reasonable Accommodations (link) Purpose: A text amendment to the City of Eloy’s Zoning Ordinance to update the provisions and to remove conflicts between the sections and with Chapter 2 Article IV. Commissions, Boards and Bureaus Administration, and other applicable Articles, Divisions, and sections pertaining to the construct, powers, and responsibilities of the Planning and Zoning Commission and Board of Adjustment; and, to enable the Board of Adjustment to review applications and grant modifications to the property development standards of the Zoning Ordinance to provide for reasonable accommodation for individuals with a disability protected under federal and Arizona fair housing laws (42 U.S.C. § 3600 et seq. and A.R.S. § 41-1491 et seq.). Case Number: ZTA2024-003: Historic Preservation Overlay and Miscellaneous Modifications (link) Purpose: A text amendment to the City of Eloy’s Zoning Ordinance to incorporate the Historic Preservation Overlay zone and incorporate the related processes, requirements, criteria, standards, and guidelines. Also, to amend the title of the Planned Area Development (PAD) include “Overlay” in the title. Case Number: ZTA2024-004: Development Standards and Building Heights Exceptions (link) Purpose: A text amendment to the City of Eloy’s Zoning Ordinance to restate the property development standards of each zone provide clarity, remove conflicts, and add square footage allowance for the residential component of a mixed-use development. Also, the amendment includes the incorporation of provisions and regulations pertaining to allowing building height appurtenances, projections, and structures above the building height of a properties zone, which includes: chimneys, mechanical penthouses, and bulkheads for stairwells, elevator shafts, skylights, conveyor systems, cooling towers, gas and chemical holders, sports light poles and fixtures, grain elevators, fire towers, silos, water tanks, smokestacks transmission towers, windmills, unoccupiable belfries, building towers, cupolas, domes, spires or other similar structures."

Operation Eloy Clean Up

"**Operation Eloy Clean Up** - On Saturday, April 26, 2025, Code Compliance conducted the Spring 2025 Operation Eloy Clean Up. Community Development Director Dan Symer, Hank from Hank’s Landscaping, representatives from the National Honor Society at Santa Cruz High School (organized by Ms. Donna Dawson), Chief K. Weddle, and many staff members from the Eloy Fire District came together, totaling 32 volunteers, to clean up three properties in the city. The cleanup included a vacant lot at 324 W. Alsdorf Road, a residential alley at 107 W. 7th Street, and another vacant lot at 604 W. Phoenix Avenue. In total, the volunteers collected 3.81 tons of trash from these locations. The City greatly appreciates the efforts of our community members to keep our community clean. On November 16, 2024, twenty-five volunteers participated with Code Compliance and City Staff in cleaning areas of Eloy (Locations: N. Lincoln Street, W. 6th Street, and N. Toltec Road/W. Aztec Road). A total of 4.53 tons of trash were picked up during this Clean-up event. A special Thank You to the Daley Family, Hank’s Landscaping, Damian and his crew of Eloy Landscaping, Eloy Executive Staff, City Council Members, Public Works, and the Santa Cruz Valley Union High School National Honor Society (NHS); your help was greatly appreciated. 1. What does volunteer group do?The group will clean yards surrounding vacant properties and debris filled empty lots that are an eye sore in the City of Eloy. 2. What will we be cleaning up?We will be cleaning yards with grass/weeds higher than 12”. We will be removing any trash or debris that is on the property. 3. Why are we doing Operation Eloy clean-up?Operation Eloy cleanup has been created for homes and lots that have been neglected for some time. We as a group are getting rid of the eye sores and creating a more beautiful Eloy. 4. What resources are being used?Community Development will be using a code compliance vehicle for tools as well as other vehicles for group transportation from site to site. We will have access to tools through Eloy’s Public Works Department. City Sanitation will pick up our accumulated waste from the properties the following week. 5. What should the volunteers wear and bring with them the day of cleanup?You should wear yard work attire (a face mask, work gloves, long pants, long shirt and a sun cap/hat). You should bring lots of water and sunscreen. 6. How many volunteers?Eloy operation clean-up will take anyone who wants to volunteer. 7. How often will we do operation cleanup?As needed. 8.
