Broward Transit Clarifies Paratransit Eligibility Criteria

Broward County Transit (BCT) is reminding residents of the eligibility criteria and application process for its ADA Paratransit Service. This shared-ride, door-to-door transportation program serves individuals whose disabilities prevent them from using the fixed-route bus system.

The service operates under the Americans with Disabilities Act of 1990. BCT determines eligibility based on an applicant's functional ability to use fixed-route buses, not solely on the presence of a disability. BCT emphasizes that its fixed-route system is fully accessible, and factors like route unavailability, long travel times, or inconvenience do not qualify individuals for paratransit.

To apply, individuals must complete an ADA application. This includes a medical section for a Florida-licensed healthcare provider and a Florida-licensed physician to sign. Applicants also need to provide a copy of a current, valid Florida Driver’s License or State of Florida Identification Card. The application must be complete, legible, and include all required identification and supporting documents.

The application process includes an eligibility determination. This may involve medical verification, a review of the applicant's self-assessment of their ability to use fixed-route buses, and a functional assessment. This assessment simulates bus travel, evaluating physical skills like balance, strength, and coordination, as well as cognitive skills such as memory and attention span. Functional vision and respiratory considerations are also reviewed.

Eligibility categories include 'Unconditional,' for individuals unable to use accessible fixed-route transit under any circumstances, and 'Conditional,' for those who can use fixed-route transit under specific conditions. Age, lack of service within a certain distance of a fixed-route bus, inconvenience, inability to drive, or financial status do not qualify an applicant.

Passenger fares are due upon boarding, and exact change is required as drivers do not carry cash. Failure to pay the fare may result in the loss of transportation privileges.
