Books-By-Mail

Books-By-Mail is a convenient service that supplies books, audiobooks, and videos to people who cannot travel to the library. Who can get Books-By-Mail? Children and adults in the county who cannot visit a library due to temporary or long-term physical or medical disabilities may qualify for Books-By-Mail. A current library card from one of the member libraries is needed. If you don’t have a card, please call your local library for assistance. How does it work? Materials are sent through the mail in a zippered nylon bag. When the materials are due for return, the patron attaches postage and mails the bag back. The bag may be dropped off at any OCPLC member library to save on return postage. Certain disabilities qualify for federal postage-free return service. Contact your local post office for more information. Which titles will I receive? Visit our online catalog to browse our materials. Email your requests to us or call the telephone number below. If you’d like to establish a "standing order" style request list, or would like suggestions of titles you may enjoy, we are happy to provide that service. MCRA Property Improvement Program Grant

MCRA Property Improvement Program Grant | Margate, FL APPLY HERE The Margate Community Redevelopment Agency (“MCRA”) Board has approved funding for the MCRA’s Property Improvement Program (“PIP”) Grant. Commercial properties as well as individually owned single-family, condominium, and multi-family properties within the MCRA boundaries are eligible to apply. Funding is limited and on a first-come, first-served basis. The reimbursement grant is for comprehensive fixed capital and other improvements to the property. The intent of the program is to meet the MCRA’s statutory purposes, including but not limited to the rehabilitation of buildings or other improvements in accordance with the MCRA Community Redevelopment Plan. Further, the MCRA PIP is offered in order to encourage property and business owners to restore, renovate and improve their property, thereby improving the area's visual quality and attractiveness and increasing property values. Eligible Properties - Click here to see if your property is eligible. Commercial properties located within the boundaries of the MCRA with frontage on major roadways such as Atlantic Blvd, State Road 7, Banks Road, Copans Road/Royal Palm Blvd, etc., are eligible for a 50% reimbursement grant up to $750,000. The maximum eligible amount of the grant is calculated based on $1,500 per linear foot for the first 100 linear feet and $1,000 per linear foot thereafter of the longest side of the parcel that faces the eligible arterial road. Commercial properties (applicant may be the building owner or a tenant with owner's approval). Individually owned single-family homes, condos, and multi-family homesteaded properties located within the MCRA boundaries are eligible for a grant of up to $10,000. Eligible residential properties need not be located on arterial roadways. Veteran non-profit-owned commercial buildings* - health, safety, sanitary, and ADA improvements only. Veteran non-profit tenants of commercial buildings* - health, safety, sanitary, and ADA improvements only. *Not required to be on a frontage road. Eligible amount based upon 50% of estimate(s) submitted, not linear footage. Eligible Improvements The PIP grant includes any fixed improvements to the exterior of the property. Minor interior work may be included as part of a comprehensive exterior renovation. The following list contains items that may be considered within the scope of work: Façade renovations that comply with MCRA Design Guidelines Exterior painting Exterior lighting Signage Landscaping Driveway improvements/replacement (addition, widening, circular, pavers, concrete, etc.); asphalt driveways not eligible Paving of parking areas, walkways, or patios Impact-resistant windows and doors (residential only unless part of an overall Façade improvement) Air-conditioning (residential only)Central air only - if converting from window units currently visible from public right-of-way Roof repair or replacement (if visible from public right-of-way) (residential only unless part of an overall Façade improvement) Structural repair (residential only unless part of an overall Façade improvement) Concrete restoration (residential only unless part of an overall Façade improvement) Electrical work (residential only unless part of an overall Façade improvement) Plumbing work, including cast iron pipe replacement (residential only unless part of an overall Façade improvement) Fencing (Designer fence, i.e. PVC, iron); chain link and wood fence not eligible (residential only) Veteran non-profit commercial property owner/tenant - health, safety, sanitary, and ADA improvements only, including air-conditioning improvements. Ineligible Properties Properties not located within the MCRA boundary. Individually owned residential properties that are not homesteaded. Properties listed for sale. Properties in foreclosure, bankruptcy proceedings, or any other active litigation regarding the property. Properties with City or County liens – Other liens are to be considered on a case-by-case basis. Properties with active Florida Building Code or City violation(s) – To be considered on a case-by-case basis as to whether the proposed improvements will resolve the violation(s) or if the violations must be corrected prior to the approval of grant funding. Properties that have received other Margate grant funds (i.e. SHIP, HOME, CDBG, PIP) or Margate CRA grant funds within the last five (5) years. Ineligible for funding Duplication of funding – Funding for improvements already funded by other federal, state, municipal, or private sources, grants, or as part of an insurance claim, settlement, or similar is not eligible. Funding for work that has already commenced at the time of application submittal, review, or approval. Funding for work that already has submitted or approved permits at the time of application will be considered on a case-by-case basis. Terms and Conditions Grants are limited to properties located within the boundaries of the Margate CRA. Program funding is contingent upon an annual appropriation by the Board of the Margate CRA. The Margate CRA reserves the right to cancel this program at any time, prior to grant approval, without notice if sufficient funds are determined unavailable. The Margate CRA retains the right to display and advertise properties that receive PIP funding. The Margate CRA reserves and delegates to the MCRA Executive Director the right to determine that a project does not meet the MCRA statutory purposes or the intent of the PIP Program, which is intended to improve the area's visual quality and attractiveness and increase property values. Initial Applications will be accepted on a first-come, first-served basis. Incomplete initial applications will move down the application list until considered complete by MCRA staff. The order of grant-funded project approval will vary based upon the date all plans and permits are received and approved. Grant funding will be provided on a reimbursement basis contingent upon final, approved inspections from all applicable governmental entities and submittal and staff verification of receipts and other documents related to any authorized expenditures. PIP Application Checklist The following checklist may not include all items specific to the Program or your project. What documentation do I need to apply for the Property Improvement Program Grant? Driver’s License or other government-issued ID with a photo Proof of commercial property ownership or commercial tenant lease Proof of residential homesteaded property ownership (i.e. recent BCPA printout) Proof of veteran non-profit status (if applicable) Before image(s) of the area of your property that you plan to improve Architectural plans (if applicable) Landscape plans (if applicable) Material samples (pavers, awnings, light fixtures, etc. – if applicable) Contractor Name and License Number (when applicable) Minimum of one (1) bid/estimate from licensed contractors for EACH ITEM in scope of work. Approval of plans:Approval of plans by property owner for commercial tenant applicants Approval of plans by Association for improvements to individually owned homes, condos, or other multi-family property that is governed by an Association or CDD Letter of Consent to submit an application - from property owner (for commercial tenants). Note: RESIDENTIAL ONLY - ONE PROJECT PER PROPERTY. Example: Impact-resistant items, such as doors and windows, may be considered as one project. Roof replacement and windows are considered two projects. What documentation do I need to provide for reimbursement by the CRA for the Property Improvement Program Grant? Invoices Proof of partial and final payments to contractor (cash payments or cash transfers not accepted) Permit closeout documents – final inspection, certificate of occupancy, etc. NOTE: Work that has already commenced at the time of application submission, review, or approval, is not eligible for funding. Impact Fees New Impact Fees implementation effective date April 14th, 2025. The Mayor and Council of the City of North Miami on November 26, 2024, at its regularly scheduled meeting adopted Ordinance No. 1531, an Ordinance amending and restating the City of North Miami Development Impact Fee Act established under Ordinance No. 1302, for purposes of, among other items, adopting an updated Impact Fee Study, and imposing revised rates for new development within the incorporated area of the City of North Miami that results in increased demand for system improvements for Parks and Recreation (including Library) facilities, General Government (including Police) facilities, Stormwater facilities, and new development within its water and sewer service areas that generates an increased demand for Water and Sewer facilities. The fees shall be collected by the City contemporaneously with the issuance of a building permit. The resulting Impact Fee Study Report, including the proposed new fee schedule, is linked below. Understanding Impact Fees in Our City What Are Impact Fees? Impact fees are charges imposed on new developments to cover a fair share of the costs associated with expanding infrastructure to accommodate growth. Unlike traditional negotiated developer contributions, impact fees are calculated using a standardized formula based on objective factors like the number and type of new housing units. These fees are paid once, up-front, at the time of building permit issuance, ensuring that each new project contributes its fair share to the community’s infrastructure needs. Background on Our Impact Fees The City introduced impact fees in 2010 to support infrastructure in several key areas: transportation, parks and recreation, library services, general government, police, water, and sewer facilities. Initially, these fees were set at 50% of the maximum amount calculated in a 2007 study for most categories, and at 100% of the amount calculated in a 2010 study for water and sewer facilities. Since then, these fees have not been updated. What’s Changing? We’re currently updating our impact fees to better reflect current needs and costs. This update will be effective April 14, 2025, and includes: New Stormwater Impact Fee: To address the growing need for improved stormwater management. Replacement of the Transportation Fee: Introducing a new mobility fee to better support our evolving transportation infrastructure. To assist in this process, we've engaged two consulting firms: Duncan and Associates for impact fees and NUE Urban Concepts for the mobility fee. What did the changes Involve? Comprehensive Study: A revision of our impact fees for various services and a new fee structure for stormwater facilities. Ordinance Amendments: Updated the legal framework to implement the revised fees. Extraordinary Needs: Identified and documented cases where exceptional circumstances justify exceeding usual limits on fee increases. Ensuring Legal Compliance Our revised fees will adhere to the Florida Impact Fee Act and relevant case law. This ensures that: Fees are proportional to the impact of the development. Service levels for new developments do not exceed those provided to existing developments. New developments do not end up paying more than necessary for the same level of service. These regulations ensure that fee increases are gradual and equitable across different land uses. Simplified and Consolidated Fee Structures Our update will also aim to simplify fee schedules by: Reducing the number of land use categories for easier administration. Combining related fee types, such as merging police facilities with general government fees and combining parks with library services. This consolidation will provide greater flexibility in allocating funds to address the most pressing needs across different service areas. Restrictions on Fee Increases Recent changes to Florida law impose restrictions on increasing impact fees: Increases of up to 25% must be phased in over two years. Increases between 25% and 50% must be phased in over four years. Fees can only be adjusted once every four years. Stay Informed We’re committed to keeping you informed throughout this process. "Plan Ahead Not everyone likes to plan ahead, but preplanning your funeral arrangements not only gives you peace of mind about your final wishes being honored, but alleviates some of the stress and burden your loved ones are going through as they experience the grief associated with loss.‍The staff of Hodges Family Funeral Home is happy to assist with your funeral preneeds by helping you make decisions about your funeral service in advance and guiding you in helping eliminate some of the unnecessary stress brought on by a loved one’s death. Benefits of Preplanning Planning Ahead Lets Your Wishes Be Known The death of a loved one often brings about unwarranted stress and turmoil among families. One family member wants one thing, while another family member wants something different. By planning ahead, you help prevent those disagreements by letting your family know what your wishes are and how you want your funeral service to be carried out and your business handled. Planning Ahead Offers Peace of Mind Our staff will carry out the arrangements you want, just as you directed. Once the plans have been arranged, you and your family can rest easy knowing at the time of death, those uncomfortable decisions have been made. In a time when a family should be able to grieve, preplanning allows for that to happen. Planning Ahead Offers Flexible Funding Options When you preplan your funeral arrangements, there are more options when it comes to funding the funeral. A preneed insurance policy, life insurance policy or another payment option can all be arranged before the time of death. At the time of death, services must be paid in full, so having options ahead of time can also reduce financial stress related to losing someone. Planning Ahead Relieves The Burden From Family There are more than 150 decisions that have to be made within the first day or two following the death of a loved one. Those stressful decisions can be eliminated by arranging your final wishes ahead of time. If those decisions are made, your loved ones aren’t left wondering what you would have wanted and how they should proceed with funeral plans. With those decisions out of the way, your loved one can begin the healing process sooner. Common Questions about Preplanning What steps are involved in prearranging a funeral? The first step would be to write down your wishes. Indicate if you would prefer burial or cremation. Write down your ideas for the service you would like, cemetery choice, etc. If you've made those choices, or even if you're unsure, schedule a time to meet with one of our funeral directors who can explain the different service options, merchandise choices, as well as the different ways to pay for the funeral. What information do I need to prearrange a funeral? You'll need basic information about yourself or the person you are planning for, such as date of birth, marital status, parent's full names, etc. Besides the biological information, you'll need to choose burial or cremation, what type of service you'd like, what cemetery to use, etc. Our caring staff will help you with this process. Do I have to pay in advance? Preplanning is merely making your wishes known; however, most families who do this also choose to pre-fund their funeral. Doing so will relieve the financial burden on your family and offer peace of mind to you."

Equip – Class The Apostle Paul in 2 Timothy 4:7-8 states “I have fought a good fight, I have finished my course, I have kept the faith:  Henceforth there is laid up for me a crown of righteousness, which the Lord, the righteous judge, shall give me at that day: and not to me only, but unto all them also that love his appearing.”  While God has not placed the same calling on all of our lives, we all have things in common that God has called us to.  It is our desire that we can utilize the different gifts and experiences that God has given us to help EQUIP our fellow believers in their walk with the Lord.  This class is designed for the believer that wants to grow, learn, practice, and utilize the equipment that God has given us in His word.  This class is attended by those of all ages and is open to all those that would seek after what God has for them.  Our hope is that one day we too can say just like the Apostle Paul “I have finished my course, I have kept the faith.” Join us Sunday Mornings at 9 AM in room 208 for refreshments and coffee as we seek what the Lord has for us in his Word.
