Rural Community Assistance Program (RCAP): We provide funding solutions for small communities within a seven-state region. Preschool and Childcare: No-cost and low-cost center-based and home-based learning options through Head Start to prepare children for kindergarten by providing quality education. Financial Opportunity Center: Looking to get ahead, but don't know where to start? The Financial Opportunity Center at Great Lakes Community Action Partnership can help. Community Needs Assessment: Great Lakes Community Action Partnership would like your input for our 2026 Community Needs Assessment survey. The survey gives you the opportunity to share your thoughts on the challenges and issues facing the communities we serve. GLCAP will use survey data as part of our upcoming three-year strategic planning process to address current and future needs in our communities. If you are a participant in one of our GLCAP programs, please fill out the participant survey. If you are not a participant in any GLCAP programs, please fill out the community-at-large survey. Programs include: Home Weatherization Assistance Program, Utility Assistance Programs, Rural Community Assistance Program, Home Repair, and Migrant & Seasonal Head Start. GLCAP Summer Crisis Program: Great Lakes Community Action Partnership (GLCAP) will help eligible Ottawa, Sandusky, Seneca, and Wood County residents stay cool during the summer months through the Summer Crisis Program, taking place July 1 through Sept. 30, 2026, or until funds are exhausted. TRIPS Public Transportation: TRIPS Public Transportation will roll out the use of new ride-scheduling software on July 1.
