Jon C. Williams leads Winter Garden as city manager, a role he has held since 2021. He joined the city in early 2018 as assistant city manager of public services. Williams oversaw municipal functions and infrastructure projects during his tenure.
As head of the Public Services Department, Williams managed garbage and recycling, utilities, engineering, street maintenance, stormwater, water conservation, and capital improvements. He also managed the city’s historic Oakland Cemetery.
Under Williams, Winter Garden completed a new water storage and pumping facility, expanded a wastewater reclamation facility, and improved city roads. He also contributed to planning the Dillard Street reconstruction, a key route to the historic downtown area that connects to neighborhoods like Winter Garden Heights.
Williams brought prior city manager experience to Winter Garden. He served as Longwood's city manager from 2011 to 2018 and Edgewater's from 2006 to 2007. He also worked as a code compliance officer, wastewater plant operator, and utility service worker. Williams holds a Bachelor of Science in Business Administration from the University of Central Florida.
