CFCC and Cape Fear Public Utility Authority Launch Competency-Based Apprenticeship Program

CFCC Launches Innovative Apprenticeship Program with Cape Fear Public Utility Authority

In the historic Port City of Wilmington, NC – Cape Fear Community College (CFCC), in partnership with the Cape Fear Public Utility Authority (CFPUA), announced the launch of a new apprenticeship program on May 4, 2026. This program aims to prepare individuals for the workforce through a competency-based model.

The new program differs from traditional apprenticeships by allowing participants to advance based on their mastery of specific skills, rather than a set number of hours. Experienced mentors supervise apprentices as they demonstrate proficiency, potentially enabling them to complete the program more quickly.

Erin Easton, CFCC Vice President of Economic and Workforce Development and Career and Technical Education, stated, “This program represents a significant step forward in how we prepare students for high-demand careers. By focusing on skill mastery rather than time spent, we’re creating a more flexible, efficient pathway that meets both student and industry demands.”

The program includes an 11-week classroom training component at CFCC's riverside campus in Wilmington. Following this, apprentices apply their skills in real-world settings with CFPUA. The full apprenticeship can be completed in up to one year, or less, depending on individual progress in achieving required competencies. Participants will also receive progressive wage increases as they advance through the program, recognizing skill development and performance.

Kenneth Waldroup, CFPUA Executive Director, noted this apprenticeship is the first of its kind for CFPUA, made possible by the partnership with CFCC. Waldroup highlighted the technical complexity of the work performed by CFPUA’s Pump Stations crews, which manage 170 sewer pump stations. This work requires mechanical, electrical, and information technology expertise. Through the program, CFPUA staff mentors will train future Pump Station experts, supported by the structure and resources of a CFCC academic program.
