Westlake City Council Eyes Stricter RV, Trailer Parking Rules

Westlake City Council is reviewing proposed amendments to city parking regulations, targeting recreational vehicles, trailers and watercraft. The ordinance, if approved, would introduce new definitions and restrictions for these vehicles within city limits.

City officials proposed the changes to ensure adequate parking and address potential impacts on residential areas and public rights-of-way. The ordinance aims to clarify existing rules and establish clearer guidelines for property owners.

Key provisions include a definition for trailers as "any vehicle with or without motive power, designed for carrying persons or property and for being drawn by a motor vehicle." The amendment would also prohibit parking RVs, watercraft, buses and certain trucks on rights-of-way. Recreational vehicles and watercraft would need to be stored in fully-enclosed garages, with a limited 24-hour exception for front-yard loading or unloading, extendable by the Planning and Zoning Director.

Under the proposed rules, RVs or watercraft could not be used for temporary or permanent residential purposes. A watercraft on a trailer would be regulated as a single unit. The ordinance also restricts trucks with a gross vehicle weight rating exceeding 10,000 pounds or a height over 7 feet.

The City Council held a public hearing on Oct. 1, 2024, to consider recommendations from the Local Planning Agency, which met Sept. 3, 2024. Council members reviewed staff comments and public input before determining the ordinance serves public safety and welfare.
