During his career with the Ramsey Police Department, he has served in several roles, including patrol officer, field training officer, investigator, sergeant, and captain. These experiences have given him a broad understanding of police operations, community needs, and the importance of building strong relationships between the department and the people it serves.Chief Bluml is a graduate of Metropolitan State University and the Federal Bureau of Investigation National Academy, where he completed advanced executive leadership training.As Chief, he is committed to strengthening community partnerships, supporting the professional development and wellness of department members, and promoting transparent, accountable, and service-oriented policing in Ramsey.
