Definition and Permit Requirements
A special event is defined as any planned activity that could affect county operations, including but not limited to parades, races, festivals, and concerts. Organizers of such events must obtain a permit from the Wasco County Public Works Department at least 60 days in advance. The application requires comprehensive details such as the organizer's contact information, a full description of the event (date, time, location), a route map if county roads are involved, estimated attendance, a traffic control plan, an emergency medical plan, and proof of insurance.
Traffic Control and Safety
Event organizers are responsible for ensuring adequate traffic control, with plans needing approval from the Public Works Department. This includes providing trained flaggers and appropriate signage that meets Manual on Uniform Traffic Control Devices (MUTCD) standards. Safety is also a key organizer responsibility, encompassing security, medical support, fire protection, and ensuring the event site is free of hazards.
Environmental and Legal Considerations
Minimizing environmental impact is another requirement for event organizers, who must provide sufficient trash and recycling receptacles and ensure the site is left clean.
