Water charges within city limits include a 10% utility tax. The city bases these charges on metered water usage, measured in 1,000-gallon increments or any fraction thereof. Wastewater charges do not apply to irrigation meters. Single-family residences without city potable water receive a flat wastewater rate.
The city categorizes water and irrigation consumption into two tiers: non-discretionary and discretionary. Non-discretionary water and irrigation covers consumption up to 8,000 gallons per 1,000-gallon increment. Discretionary rates apply to consumption exceeding 8,000 gallons per 1,000-gallon increment. For residential customers, non-discretionary water costs $2.60 per thousand gallons, while discretionary water costs $4.34 per thousand gallons. Non-discretionary irrigation is $2.62 per thousand gallons, and discretionary irrigation is $4.38 per thousand gallons. Wastewater is charged at $12.59 per thousand gallons with no cap.
Monthly base charges also apply. Residential water base charge is $3.85, irrigation base charge is $1.91, and wastewater base charge is $4.61. A per water meter charge is $4.61, while a standard 5/8 x 3/4 irrigation meter charge is $0 for residential properties. A 10% water utility tax also applies.
Several service fees may appear on utility bills. These include an initial turn-on fee of $25, a meter check fee of $25, a $25 fee for service restored due to delinquency, a $25 per trip charge, and a $25 returned payment fee. A late penalty of 1.5% of the past-due balance or $10, whichever is greater, also applies. City Code Section 22.28 outlines additional fees or charges.
For sanitation services, the city offers a senior discount on residential solid waste services. To qualify, the account holder must be 65 years of age or older, the account must be in the senior’s name, and it must be for a single-family residential property. Residents can apply for this discount through the city's solid waste disposal senior citizen application process.
