Multi-County Omnibus Agreement
Multi-County Omnibus Mutual Aid Agreement Purpose This OMNIBUS AGREEMENT is made and entered into by the undersigned counties to enable them to provide Emergency Assistance to each other during an Emergency; including agreement of the financial terms. The creation of the multi-county omnibus agreement began prior to 2004 when a local emergency manager came across the skeleton of an agreement. By working with county legal counsel, the agreement soon became a living document. The document was then shared with the Oregon Region 1 Emergency Managers; Region 1 is comprised of Benton, Lincoln, Linn, Marion, Polk, and Yamhill counties. After multiple meetings and discussions between the six counties, the agreement began to collect signatures. Since then, six more counties have signed on. This agreement is offered to all Oregon Counties to participate. The details of the agreement state that the participating counties agree to support each other in times of emergency response to an incident. The benefit of this agreement is that time will be saved by having processes and procedures in place before the incident occurs, ensuring agencies can respond in a more effective and efficient way. Marion County Road Closures WATCH FOR FALLING TREES & LIMBS Road: North Fork Rd Location: Approximately between House Mountain Rd and Multiclum Rd (MP 4.9 to MP 5.2). Closure Date: May 4, 2026 at 7:00 am Opening Date: October 20, 2026 at 5:00 pm. Description: K&E Excavating, on behalf of Marion County Capital Projects, will be closing the portion of North Fork Rd that lies approximately between House Mountain Rd and Multiclum Rd (MP 4.9 to MP 5.2). House Mountain Rd and Multiclum Rd will remain open through the closure. The closure will begin Monday, May 4th, 2026 at 7:00 am and end on Tuesday, October 20th, 2026 at 5:00 pm. Emergency services will be allowed through the closure until the road is excavated and rendered unsafe or impassible. ****UPDATE: K&E have repaired the slope failure and the lane for emergency vehicle traffic has been reopened.**** Road: French Prairie Rd NE. Location: 1000 ft. South of Mahony Rd NE/ HWY 219 NE Intersection Closure Date: August 18th, 2026 at 7:00 am. Opening Date: November 30th, 2026. at 5:00 pm. Description: Bridge Replacement, on behalf of Marion County Captial Projects. Will be closing the portion of French Prairie Rd NE located South approx. 1,000 ft. of the Mahony Rd NE/ HWY 219 NE Intersection. The closure is scheduled to begin on Tuesday, August 18th, 2026 as early as 7:00 am and will end on Monday, November 30th, 2026 at 5:00 pm. Local and Emergency vehicles will be required to used approved detour. Road: Buena Vista Rd S. Location: Work Zone will span between Buena Vista Rd S, Talbot Rd S and the Willamette River. Closure Date: August 9th, 2026 @ 8:00 am Opening Date: TBD Description: Marion County Bridge Crew will be dry docking the Buena Vista Ferry, the closure is scheduled to begin Wednesday, September 9th, 2026 at 8:00 and the re-opening date is to be determined. Service Districts
Marion County currently has five service (or special) districts that provide sewer, water, stormwater, law enforcement, and/or lighting services. They are the Brooks Community Service District, East Salem Service District, Fargo Interchange Service District, Illahe Hills Street Lighting District, and Labish Village Sewage and Drainage District. The Marion County Board of Commissioners is the governing body of each district. Brooks Community Service District The Brooks Community Sewer District was formed in 1989 to provide sewer and water service in the Brooks community northeast of Salem. East Salem Service District The East Salem Sewage and Drainage District was formed in 1965 to provide sewer service to residents east of Salem. Lighting districts were added in 1971 to provide neighborhood street lights installed and maintained by PGE. Fargo Interchange Service District The Fargo Interchange Service District was formed in 1992 to correct system problems and provide sewer service to the surrounding area of Ehlen Road and I-5. Labish Village Sewage & Drainage District The Labish Village Sewage and Drainage District was formed in 1975 and provides sewer service to the Labish area north of Salem. Illahe Hills Street Lighting District The Illahe Hills Street Lighting District was formed in 1962 and the Marion County Board of Commissioners began acting as the district board in 2011. It provides street lighting service to the residents of the district.

Required Vaccine Provider Training
Trainings are hosted in the OIP Training Portal. Users will need to create an account to access the trainings.
