North Miami Beach Development Proposal Fees 2024

North Miami Beach officials established the process for submitting unsolicited proposals to the city, requiring applicants to pay non-refundable fees based on project value.

Applicants must submit a completed Unsolicited Proposal Application Form detailing the project overview, public benefits, developer information, funding sources and estimated value. The city requires these fees at submission:

• Projects up to $5 million: $10,000
• Projects $5 million to $10 million: $15,000
• Projects $10 million to $20 million: $20,000
• Projects over $20 million: $25,000

The city will not review proposals without payment and formal acknowledgment of receipt. Fees cover independent evaluation and staff review. The city may request additional fees as the process continues.

During preliminary review, the city determines whether the proposal serves a public purpose and meets state law requirements. Florida Statute §255.065 prohibits applicants from contacting city officials or staff about their proposal before the city officially accepts it. Violations can result in disqualification.
