About the Bi-State Dev./St. Clair Transit District Project BSD and SCCTD Project The Bi-State Development (BSD)/St. Clair County, IL Transit District (SCCTD) project is an innovative initiative that aims to improve safety on the Metro Transit System and to connect riders to community resources. The project began in Spring 2021 when SCCTD partnered with Chestnut Health Systems to place Chestnut behavioral health providers on MetroLink vehicles and at transfer stations deemed to have the highest level of need. In October 2021, BSD joined the project. Five two-person teams from Chestnut work 40 hours per week in each district to address transit-related issues involving riders who live with substance use disorder and/or mental health concerns. Metro Transit security personnel work alongside the Chestnut teams and have received mental health awareness and de-escalation training. The project aims to: Reduce loitering on the system by “all-day” riders and those using Metro Transit Centers for non-transportation related needs; Address alcohol and drug use on the transit system; Reduce panhandling, argumentativeness, sleeping, and other behaviors that can impact operations; Provide early detection and intervention for riders who need services; Improve visibility of Metro Transit system safety, security, and rider satisfaction initiatives; Improve communication between riders and security staff; and Improve the overall rider experience. The innovative project recognizes that public safety does not depend solely on law enforcement. Underlying health determinants must be recognized and addressed. Often, the answer lies in connecting people to community resources including housing, food, primary health care, medication, transportation to service providers, substance use treatment, mental health counseling, employment opportunities, and more. The behavioral health teams deliver early intervention and treatment services. Riders/visitors in need receive in-the-moment crisis intervention and behavioral health support. Those willing to engage are connected to services provided by Chestnut or by another provider. When the behavioral health teams are not available, Metro Transit security personnel have access to behavioral health consultation and help by phone or video link. Additional funding is sought to sustain and potentially expand the program. Metro Transit operates the St. Louis region’s public transportation system that includes 400 clean-burning diesel buses and 18 battery electric buses that serve 65 MetroBus routes in eastern Missouri and southwestern Illinois. Metro also operates MetroLink light rail vehicles on 46 miles of track serving 38 stations in the two-state area, and operates Metro Call-A-Ride, a paratransit fleet of 125 vans. Metro Transit is a Bi-State Development enterprise. The St. Clair County Transit District (SCCTD) was created in 1981 under the Illinois Mass Transit District Act. SCCTD is a special purpose unit of local government empowered to collect a .75 percent sales tax for the purpose of providing public transportation. St. Clair County’s local investment of $339 million delivers access to a $1 billion transit system that includes MetroLink, MetroBus, Paratransit Alternative Transportation Service, and MetroBike Link. SCCTD provides and manages transportation services for fifteen Illinois townships. Bi-State Development (BSD) is a dynamic and multi-faceted resource for economic development in the St. Louis region. BSD has partnered since 1950 with private and public organizations to create thousands of jobs on both sides of the Mississippi River. BSD’s focus is to make a positive impact on the region and the nation. Chestnut Health Systems is a not-for-profit organization that has cared since 1973 for persons needing behavioral health services. Chestnut provides substance use disorder treatment, mental health counseling, primary health care, and housing and supportive services in Missouri and Illinois. Off-Duty Deputies

Off-Duty Deputies Off-Duty Deputy Employment Per Florida Statute 30.2905, the Hillsborough County Sheriff’s Office (HCSO) administers a program for the employment of sheriff’s deputies during off-duty hours for public and private services. Off-duty deputies are generally hired to maintain order, facilitate traffic flow, provide security, and escort funeral processions, heavy equipment or wide load transports. In order to hire a deputy for an off-duty job, an Off-Duty Deputy Request Form must be submitted to the Off-Duty Management five (5) working days prior to your event. Requests received after the five (5) day advance notice, are made with the understanding that there may not be sufficient time for approval by the Off-Duty Management, subsequent posting to the Off-Duty Job Application, and acceptance by the off-duty deputy. Off-Duty Employers are defined as private businesses and governmental entities other than HCSO. Compensation and/or benefits of any kind from off-duty employers shall not constitute compensation and/or benefits from HCSO. The Off-Duty Management is responsible for the overall management of off-duty services to include billing and collection of all applicable administrative, mileage, and engine hour fees. Disclaimer Your ability to hire an off-duty deputy is at the sole discretion of HCSO. We reserve the right to decline job requests that may be deemed inappropriate for deputies. The off-duty program is completely voluntary. There is no guarantee that your job request will be filled. HCSO reserves the right to cancel off-duty related employment details without notice and to recall agency personnel for official duty at any time. Information submitted to procure the services of an off-duty deputy will become a public document pursuant to § 119.07, Fla. Stat. (2015). Off-Duty Services Security ​Provide security and maintain order at various events and businesses. Traffic Control Direct and facilitate traffic flow at various events and construction sites. Escorts Escort the transportation of heavy equipment or wide load transports where a County or State permit is required. Heavy equipment and wide load transports require a minimum of two (2) marked cars. Funeral Escorts Funeral escorts require two (2) marked cars for the first ten (10) vehicles in the procession, and one (1) additional marked car for every additional ten (10) vehicles. Funeral escorts are conducted in accordance with Florida Statute 316.1974. Prohibited Off-Duty Services We reserve the right to decline job requests that may be deemed inappropriate for deputies, violates Florida State Law or HCSO policy, or creates any conflict of interest with HCSO. Areas of Off-Duty job employment that are specifically prohibited by law or official directives of HCSO include, but are not limited to: Employment at establishments where the primary business is the sale or consumption of alcoholic beverages. Employment involving bail bond agencies. Investigative and/or security related work for attorneys, insurance companies, collection agencies, security firms, or any non-law enforcement entity. Employment as private watchman, private guards, or private store detectives. Employment where performance implies participation in partisan politics. Jobs involving civil matters (domestic situations, labor disputes, union gatherings, landlord/tenant disputes, etc.) Permits Off-Duty Employers are responsible for obtaining applicable permits or other forms of approval required by law. Thomas St. John, Undersheriff Office of the Undersheriff In a pivotal advancement for the Hillsborough County Sheriff’s Office (HCSO), Thomas St. John has been appointed as Undersheriff, taking on the vital role of second-in-command. In this capacity, he will lead departmental operations, strengthen law enforcement strategies, and ensure the efficient management of resources to enhance public safety and service. Undersheriff St. John embarked on his distinguished law enforcement career in 1993 with the Pasco County Sheriff’s Office before joining HCSO in 1994. Over the years, he has demonstrated exceptional skill in covert investigations and leadership, with specialized experience in street crimes, economic crimes, and special investigations. His expertise is further reflected in his tenure as a Field Training Supervisor, Intelligence Unit Detective and Supervisor, Narcotics Section Detective and Supervisor, and Commander of both the Professional Standards Section and the Community Outreach Division. As Commander of the Community Outreach Division, Undersheriff St. John played a pivotal role as Co-Director of the Public Relations Committee for Super Bowl 55. He remains actively engaged in community service, serving on the executive board for HCSO Charities Inc. and as a board member for More Health Inc. A strong advocate for professional development, Undersheriff St. John is a graduate of Saint Leo University, the Florida Department of Law Enforcement’s 10th Executive Leadership Course, and the Florida Criminal Justice Executive Institute. With a clear vision, proven leadership, and a deep commitment to public service, Undersheriff St. John is dedicated to advancing HCSO’s mission of excellence. "Gated Community Ordinance | HCSO, Tampa FL Gated Community Ordinance County Ordinance #08-24 Hillsborough County Emergency Access to Gated Developments Ordinance Recently the Board of County Commissioners passed an ordinance to mandate that gated communities provide updated security gate access information to law enforcement and other emergency services personnel in order to gain access in a sufficient and timely manner in the event of an emergency. Although the thirty day period has expired, the Hillsborough County Sheriff's Office is reaching out to all gated and non-gated communities to assist them in complying with the ordinance. The Sheriff's Office is requesting that all communities send the pertinent information to the email address given below. The email should include the current name of the community, phone number and address for the main office, and if gated, must include the gate code information. Any changes to security gate access information shall be provided to the authority having jurisdiction over the gated development within twenty four (24) hours of the change in information. This ordinance allows for misdemeanor prosecution of the violator/gated development in county criminal court for non-compliance (pursuant to Florida Statute 125.69). HCSO joining 31st Annual MLK Parade in Tampa

"HCSO joining 31st Annual MLK Parade in Tampa Sheriff Chad Chronister and members of the Hillsborough County Sheriff's Office will join in the celebration of the life and legacy of Dr. Martin Luther King Jr at the 31st annual MLK Parade in East Tampa today. Sheriff Chronister and deputies will toss beads and walk the 2-mile-long parade route filled with floats, marching bands and local organizations that display the diversity of Tampa Bay. The parade runs from noon to 4 p.m. today. The staging area is located at Cuscaden Park, 2900 N 15th Street. The parade will march down 15th Street and end at Middleton High School, 4801 N 22nd Street. Ahead of the parade, Sheriff Chad Chronister released an MLK Day message to honor Dr. King across all HCSO social media platforms.
