Turbitt as the City of Framingham’s new Chief Financial Officer (CFO). Turbitt officially began his role today, April 23, 2026.Turbitt succeeds Jennifer Pratt, who departed the role on December 31, 2025. Since that time, Chief Operating Officer Michael Tusino has served as Acting CFO.The Chief Financial Officer serves as the City’s top financial executive, leading the Administration & Finance Division, which oversees all city-wide fiscal and administrative functions. This division includes the City Accountant, Treasurer-Collector, Chief Procurement Officer, and Assessor’s office, ensuring coordinated financial management, accountability, and strategic oversight across municipal operations.Under the City Charter and ordinances, the CFO provides comprehensive financial leadership, directing and managing all financial and administrative operations while supervising the Administration & Finance Division. The CFO works closely with the Mayor to coordinate the City’s annual operating and capital budget process, including compiling departmental budgets and preparing key financial documents such as the proposed operating budget, capital plan, and five-year capital improvement program.In addition, the CFO plays a central role in guiding citywide financial strategy and long-term fiscal planning through forecasting and capital planning efforts. The position also includes reviewing financial matters and making recommendations to the City Council on budget transfers, including reserve fund requests, and other fiscal decisions impacting the City.Turbitt brings nearly two decades of municipal finance experience to Framingham. Most recently, he served as Director of Municipal Finance and Chief Procurement Officer for the Town of Nantucket, where he oversaw a complex financial operation with an annual budget of up to $190 million. He led teams across accounting, treasury, procurement, assessing, and collections, and is widely recognized for transforming finance departments into strategic partners for municipal leadership while strengthening financial systems, policies, and long-term planning.“Brian Turbitt has a proven track record of strengthening municipal finance operations and building high-performing teams,” said Mayor Sisitsky. “His experience in financial forecasting, capital planning, and insuring public trust will be a tremendous asset as we continue to ensure Framingham’s long-term financial stability.”“I am honored to join the City of Framingham as Chief Financial Officer,” said Turbitt. “I look forward to working collaboratively with the Mayor, City Council, and staff to strengthen financial operations, support strategic priorities, and serve the residents of Framingham.”Turbitt’s starting salary is $249,900.The CFO serves coterminous with the Mayor, who was re-elected to a 4-year term in November 2025.“I was drawn to the City of Framingham for both personal and professional reasons. While the City has many strengths, I look forward to providing consistent financial leadership and long-term planning to further strengthen its fiscal foundation,” said Turbitt.In his first 90 days, Turbitt will focus on development and submission of the Fiscal Year 2027 budget, which is due to the City Council on May 1, 2026.“Also, in my first 90 days, I plan to meet with departments across the financial division as well as other City departments to build strong working relationships,” said the new CFO.“Over my first year, my focus will be on establishing clear financial policies and procedures, strengthening procurement and capital planning processes, and improving long-term financial forecasting for the City,” said Turbitt.During his tenure in Nantucket, Turbitt implemented financial infrastructure and forecasting tools that supported strategic decision-making and long-term planning. His leadership contributed to the Town achieving a Aaa bond rating from Moody’s, one of the highest possible ratings and a distinction held by only a small number of municipalities in Massachusetts. He also developed innovative capital planning tools and maintained a 99.6% property tax collection rate.Prior to his work in Nantucket, Turbitt served as Finance Director for the Town of Millbury, where he rebuilt financial operations, corrected audit deficiencies, and improved transparency and trust between government officials and the public."I believe my accounting operations and infrastructure expertise, combined with my experience building strong working relationships with internal teams, town leaders, and the public, will make me an asset to Framingham's finance team. Throughout my career, I have earned the trust of finance teams as well as municipal leaders and the public by improving financial processes and procedures and developing teams of finance professionals in a culture of collaboration across departments,” said CFO Turbitt.Turbitt holds a Bachelor of Science in Accounting and Business Management from Norwich University.
