Framingham Agricultural Advisory Committee Supports Local Farming

The City of Framingham's policy is to conserve, protect, and encourage the maintenance and improvement of agricultural land for the production of food and other agricultural products and also for its natural and ecological value.To support that policy, the Agricultural Advisory Committee was established as Framingham's primary advocate for farming and agriculture. The committee is charged with administering the City’s Right-to-Farm Ordinance (Section 25) but does not have any regulatory / enforcement powers.Article 97 of the Massachusetts Constitution ensures “the protection of the people in their right to the conservation, development, and utilization of the agricultural…and other natural resources.” By stating that no local Zoning By-Law may prohibit, unreasonably regulate, or require a special permit for land use for agriculture's primary purpose, Massachusetts General Laws Chapter 40A, Section 3, Paragraph 1 furthers this goal. Framingham Conservation Commission Manages 400+ Acres

Our RoleThe Conservation Commission is responsible for implementing local, state, and federal wetland laws, managing conservation land, and engaging the public in conservation efforts.The Conservation Commission, in conjunction with the Conservation Office, is responsible for reviewing all proposed and ongoing municipal, private, commercial, and industrial projects to determine if they comply with local, state, and federal wetland laws. Over 50% of land in Framingham is located within the Conservation Commission’s jurisdiction under the Massachusetts Wetlands Protection Act (CMR 10) and/or the Framingham Wetlands Protection Bylaw (Section 18) and its implementing Regulations. The Conservation Commission conducts site inspections and attends pertinent meetings. The Commission assumes responsibility for the management of over 400 acres of Conservation land owned by the town, including Macomber, Arthur‑Morency Woods, Carol Getchell Trail, Wittenborg Woods, and Cochituate Brook Reservation, as well as numerous other properties, and oversees a seasonal staff often. Seasonal staff completes invasive species management, trail maintenance, and clearing, and restoration projects.

Most recently, he served as Director of Municipal Finance and Chief Procurement Officer for the Town of Nantucket, where he oversaw a complex financial operation with an annual budget of up to $190 million. While the City has many strengths, I look forward to providing consistent financial leadership and long-term planning to further strengthen its fiscal foundation,” said Turbitt.In his first 90 days, Turbitt will focus on development and submission of the Fiscal Year 2027 budget, which is due to the City Council on May 1, 2026.“Also, in my first 90 days, I plan to meet with departments across the financial division as well as other City departments to build strong working relationships,” said the new CFO.“Over my first year, my focus will be on establishing clear financial policies and procedures, strengthening procurement and capital planning processes, and improving long-term financial forecasting for the City,” said Turbitt.During his tenure in Nantucket, Turbitt implemented financial infrastructure and forecasting tools that supported strategic decision-making and long-term planning. His leadership contributed to the Town achieving a Aaa bond rating from Moody’s, one of the highest possible ratings and a distinction held by only a small number of municipalities in Massachusetts. He also developed innovative capital planning tools and maintained a 99.6% property tax collection rate.Prior to his work in Nantucket, Turbitt served as Finance Director for the Town of Millbury, where he rebuilt financial operations, corrected audit deficiencies, and improved transparency and trust between government officials and the public."I believe my accounting operations and infrastructure expertise, combined with my experience building strong working relationships with internal teams, town leaders, and the public, will make me an asset to Framingham's finance team. FOR IMMEDIATE RELEASE: May 31, 2026For further information, contact:Susan Scully PetroniCity of Framingham Public Information [email protected]  Framingham Community Preservation Committee Awards $3.53 Million for Fiscal Year 2026 ProjectsFRAMINGHAM - Following funding approval by the Framingham City Council on April 21, 2026, the Framingham Community Preservation Committee (CPC) is pleased to announce the Fiscal Year 2026 projects that will receive funding through the Community Preservation Act (CPA).The City Council approved approximately $3.53 million in CPA funding for 13 projects that support affordable housing, open space preservation, historic resources, and community recreation throughout Framingham.Fiscal Year 2026 funding includes:A rental subsidy program administered by Jewish Family Service (JFS) of Metrowest.Construction of four accessible affordable housing units at Carlson Crossing East.Preservation of open space at Eastleigh Farm and 43-45 Nixon Road.Design of public access improvements at Simpson Park.Design of improvements to the Walsh-Dunning Softball Field Complex.Construction of the middle section of the Carol Getchell Nature Trail.Purchase and installation of an ADA-accessible water fountain and bottle filler at Anna Murphy Park.Engineering and design work for improvements at Waushakum Beach.Historic preservation of the First Parish in Framingham Meetinghouse.Design of ADA-accessible entrances at Cushing Memorial Chapel.Historic preservation work at the Edgell Grove Cemetery Tomb House.Purchase of fire-resistant storage cabinets for the Old Academy Building.Since Framingham voters adopted the Community Preservation Act in 2020, CPA funding has supported 43 projects totaling more than $9.9 million in local investments.
