San Antonio Commission Approves Zoning Changes & City Projects

The San Antonio City Commission approved three land-use measures at its Aug. 25, 2025, meeting. The decisions affect zoning and future development in several parts of the city.

Commissioners approved Ordinance 06-2025, which changes the zoning classification for a 10.10-acre parcel on the west side of Antonio Way, approximately 1,000 feet north of Pasco Road. The ordinance rezones the property from Pasco County agricultural/residential to planned unit development.

During the public hearing, Erika Fritz of Rinaldi Road expressed concerns about stormwater runoff on her adjacent property and traffic safety on Antonio Way. Applicant Ben Turner stated, “I will comply with all state laws.” Anthony Cicanese raised water-pressure concerns and asked about tree preservation on the property.

Commissioner Sasha Madden abstained from voting because she owns adjacent property. Commissioners Randy Huckabee, Caitlin Bolender, Blaze Drinkwine and Mayor John Vogel II voted in favor of the ordinance.

The commission also advanced Ordinance 08-2025 on first reading. This measure rezones about 0.75 acres at the southwest corner of Florida Avenue and Curly Street from city unassigned to office/professional zoning. All five commissioners and the mayor voted in favor.

Commissioners approved Ordinance 09-2025 on second reading after a public hearing. The ordinance changes the future land-use designation for approximately 3.30 acres at the southeast corner of Florida Avenue and Oak Street from city unassigned to low-density residential. The vote passed unanimously.

In other business, building permit activity for July totaled $89,599.20, according to Commissioner Bolender’s report. Public commenters also inquired about a noticed millage rate increase and a dock replacement project. Mayor Vogel indicated his hope to lower the millage rate, while staff pursues grants for the dock project.

The city held its budget workshop Sept. 4 and its first budget hearing Sept. 11. The final budget hearing is scheduled for Sept. 23 at 6 p.m.
