Code Enforcement Special Magistrate Addressed Parking, Speeding, and Property Violations

The St. Cloud Code Enforcement Special Magistrate met on September 16, 2026, addressing parking, school zone speeding, and significant property maintenance violations.

The City of St. Cloud Code Enforcement Special Magistrate convened on Wednesday, September 16, 2026, at City Hall, addressing a range of local issues from parking citations to significant property maintenance violations. Residents appeared before the magistrate to contest various notices, highlighting ongoing community concerns regarding traffic safety and property standards.

During the public hearings, Priscilla Rachel Olafsen contested a parking citation, Citation No: PA2014. The details of her appeal were heard as part of the agenda. The meeting also focused heavily on the School Zone Speed Program, with several petitioners challenging speeding violations recorded near local schools.

Stephen Christopher Evans, for instance, petitioned against Notice #5822500067899 for a violation on southbound Budinger Avenue at St. Cloud Elementary, where his vehicle was recorded at 44 mph in a 30 mph zone. Chad Adrian Light challenged Notice #5822500068368, cited for driving 30 mph in a 15 mph zone on northbound 2588 Michigan Avenue near St Cloud HS/MS/Michigan Elementary. Elizabeth Lorraine Gilberti (Notice #5822500081114) and Stacey Marie Palmer (Notice #5822500084100) also faced violations on southbound Budinger Avenue at St. Cloud Elementary, with recorded speeds of 31 mph and 42 mph respectively, both exceeding the 15 mph and 30 mph posted limits. Monica Gail Stahl appeared for two separate violations (Notices #5822500083284 and #5822500084654) on northbound 2588 Michigan Avenue, both for driving 36 mph in a 25 mph zone. Denise E. Elbert contested Notice #5822500090339 for a 27 mph speed in a 15 mph zone on northbound 2588 Michigan Avenue, and Patricia Ann Golden challenged Notice #5822500091881 for driving 39 mph in a 25 mph zone at the same Michigan Avenue location.

The magistrate also reviewed new cases concerning property violations. Robert Goddu, owner of 810 W New Nolte Road, faced extensive charges under Case #2026-436. These included violations of Sections 111.1.2 (Unsafe Equipment), 111.1.3 (Structure Unfit for Human Occupancy), 111.1.5 (Dangerous Structure), 302.7 (Accessory Structures), 302.8 (Motor Vehicles), 304.2 (Protective Treatment), 304.3 (Premises Identification), 304.6 (Exterior Walls), 304.7 (Roofs and Drainage), 304.13 (Window; Skylight and Door Frames), 304.13.1 (Glazing), 304.15 (Doors), 304.19 (Gates), 305.3 (Interior Surfaces), 605.1 (Installation), and 605.4 (Wiring) of the 2021 International Property Maintenance Code (IPMC). The description of violations included unsafe conditions, dangerous structures, and issues with exterior and interior maintenance.

An emergency case, #2026-1033, also involved Robert Goddu and the property at 810 W New Nolte Road. This case cited violations of Sections 111.1 (Unsafe Conditions), 111.1.1 (Unsafe Structures), 111.1.2 (Unsafe Equipment), 111.1.3 (Structure Unfit for Human Occupancy), 111.1.5(3) (Dangerous Structure or Premises), and 111.1.5(7) (Dangerous Structure or Premises) of the 2021 IPMC. These emergency violations underscored the severity of the property's condition.

The next scheduled meeting for the Code Enforcement Special Magistrate will take place on October 21, 2026.
