Website Sign In Search Home Departments Redevelopment and Neighborhood Services Redevelopment Division Responsibilities The Redevelopment Division is primarily responsible for the creation, implementation and management of projects and programs in accordance with the policies and recommendations set forth in four community redevelopment plans that comprise five redevelopment districts. The five districts are: Ballough Road Downtown Main Street Midtown South Atlantic The Redevelopment and Neighborhood Services Department works closely with the Community Development Department. Support The division provides staff support to the Community Redevelopment Agency (CRA), which sets policy and approves the budget and expenditures for each redevelopment trust fund. Division staff also support three Redevelopment Area Boards (RAB) that serve in an advisory role to the CRA, and the Downtown Development Authority (DDA), a special district established for the primary purpose to promote and improve the downtown area. Use of Funds The city has dedicated funds for public infrastructure, residential and commercial grants and neighborhood enhancements within each of the districts. The staff works with neighborhood groups, businesses and the development community to improve the quality of life and create a positive environment for continued investment. Riverfront Master Plan Waterfront Improvements The purpose of the Riverfront Master Plan is to develop a guiding document for improvements to the waterfront by designing promenades and park features that will complement existing cultural facilities and downtown commercial and residential uses. The Riverfront Master Plan will be consistent with the goals of the adopted Redevelopment Plan for Downtown Redevelopment Area. Commercial Property Improvement & Professional Design Assistance Purpose The appearances of the City’s Redevelopment Area Commercial Districts play an important role in creating a positive image of the business districts to attract new businesses and encourage business expansion. This program will provide incentives for businesses located in the Redevelopment areas. This program will provide assistance for improving the interior and exterior of all commercial buildings to meet building codes, increase occupancy and improve the business climate in the form of a 0% interest rate loan, forgivable after 2 years with a maximum amount of $50,000. In addition to commercial property improvements, projects may be eligible for professional design assistance in the form of a 0% interest rate loan, forgivable after 2 years with a maximum amount of $20,000. Eligibility Commercial properties located in any one of the five CRAs are eligible to apply for grants, provided the business is a conforming use and has a Business Tax Receipt (BTR). Project funding Existing or New businesses may receive awards up to 80% of the total project cost with no single grant exceeding $50,000 for Interior and Exterior Improvement. For projects seeking design and improvement funding, the design grant will be a 50% match, up to $20,000 from the applicable Redevelopment Trust Fund. Midtown Master Plan

Midtown Master Plan Background April 13, 2010 Andrew Chin, Assistant Dean, Director of Architecture Programs, at Florida A&M University School of Architecture and his colleague, Professor Craig Huffman, were invited to the Midtown Redevelopment Area Board meeting to discuss their community outreach services and the possibility of creating a master plan for the Midtown area. The board endorsed the idea and on July 7, 2010 the City of Daytona Beach Community Redevelopment Agency approved a contract with Florida A&M University to create the Midtown Master Plan. Process Over a dozen graduate architecture students joined Professor Huffman to survey the entire redevelopment area and interview residents and businesses. Several community workshops were held along with monthly updates at the Midtown Redevelopment Board meetings. Over 18 months later the public's vision of Midtown has crystallized into the final Master Plan. On December 13, 2011 the Midtown Redevelopment Area Board voted unanimously to forward the plan to the Community Redevelopment Agency for approval. View the Plan View the Midtown Master Plan (PDF). Grants

Grants Redevelopment Grants Each year the city allocates funding for several different grants, which are available for residential and small business property owners. While each grant has its own criteria, they are all available yearround and once a completed application is submitted, take about 10 business days to process. These grants are intended to help residential and small business owners make investments to their property. The grants are available in the Ballough Road, Downtown, Main Street, Midtown and South Atlantic areas, which are designated Community Redevelopment Areas. Grant Application Process Step One Applicant completes the application with a detailed outline of the proposed project, including: Photos, showing existing conditions. Detailed drawing showing proposed improvements. Scope of work. Sample colors for facade and signs. Project budget Please bring the completed application with the above mentioned items to: 301 S. Ridgewood AvenueRoom 240Daytona Beach, FL 32115-2451 Any questions call (386) 671-8180 Step Two Redevelopment staff reviews the project to ensure compliance with program guidelines. Step Three Applicant presents plans to the Permits and Licensing Division for compliance with applicable building and design codes. Step Four Applicant commences work within 30 days of obtaining a building permit. Step Five Upon completion, redevelopment staff approves work and issues a Certificate of Completion. Applicant provides staff with documentation of project, permits, Certificate of Completion, canceled checks or paid receipts. Important Notes Projects must meet all city code requirements. Applicants are responsible for acquiring necessary city permits. All improvements must meet redevelopment design guidelines. Projects must receive written approval from the redevelopment office before any work begins. Projects may require Historic Preservation Board or Community Redevelopment Agency approvals. All improvements must complement the size and shape of the building's architectural style and the colors chosen shall be harmonious with the neighboring structures. The applicant cannot owe the city any money.

Eligibility Any existing multi-story commercial building in the RDD-1 and RDD-2 zoning districts in the Downtown Redevelopment Area is eligible to apply for assistance. In general, the intent of the grant is to assist with the conversion of existing commercial buildings to multiple residential units. Residential Facade Grant

Purpose The purpose of the façade grant program is to provide assistance for improving building appearance and encouraging investment in single-family homes in zoned single-family redevelopment areas. Eligibility Homesteaded single-family homeowners in the Downtown, Main Street and Midtown Redevelopment Areas are eligible, providing the following is met: Applicant must be the owner of a single-family residential property with a homestead exemption or proposing to convert a residential property to qualify for a homestead exemption, subject to the criteria in Section IV A. Permitted use in the zoning district Chain link fence cannot be in the front yard of the home (read yard is acceptable). Grant funds can be used to remove or replace the chain link fences with picket fences. Eligible Exterior Improvements The intent of the grant is for visible improvements to the exterior façade for residential buildings. Removal of false façade (front) Restoration to the building's original constructed materials Stucco or clapboard restoration Painting (colors must be approved) Windows or door repair or replacement Porch replacement and carpentry Picket fences in front of buildings Removal or replacement of front yard chain link fences Awnings (including the removal of old awnings and canopies and installation of new canvas awnings) Installation of front lawn landscaping and irrigation Installation of brick or textured pavement Replace historic, barrel tile roofs Roof repair (Midtown Redevelopment Area only) Installation of air conditioning units (Midtown Redevelopment Area only) Project Funding Existing owner-occupied homes will be eligible for up to 50% of the total project cost with no single grant exceeding $5,000. Two estimates from a licensed contractor are required. Historic Preservation Grant

Historic Preservation Grants Purpose The purpose of the Historic Building Preservation Grant Program is to provide incentives in the form of matching grants to encourage the renovation and rehabilitation of historic buildings based on the Secretary of the Interior's Standards in redevelopment areas. Eligibility Any buildings (residential or commercial) individually listed on the City of Daytona Beach Local Historic Register or a contributing structure to a designated local historic district within any of the redevelopment areas are eligible to apply for assistance. Eligible Projects In general, the intent of the grant is for visible improvements to the exterior façade of the historic structure or to assist with improvements to the building to ensure its economic viability by meeting applicable building codes. This includes: Improvements to the exterior of the building façade, including, but not limited to: Repair of wood siding or brickwork Installation of replacement windows or doors Repainting that is consistent with approved historic color scheme Removal of nonhistorical facades and signs Improvements to meet the requirements for the American Disabilities Act Improvements to meet the requirements for the National Fire Prevention Act (commercial buildings only) Improvements to meet the requirements for the National Electrical Code Project Funding Historic Commercial Facade Grants Eligible projects may receive awards of up to 25% of the total project cost with no single grant exceeding $75,000. Grants for commercial project may be applied for one time. Historic Residential Façade Grants Eligible projects may receive awards of up to 50% of the total project cost with no single grant exceeding $15,000. Purpose The intent of the program is to improve the landscaping in the front and on scenic setbacks on major thoroughfares within the redevelopment areas. Improvements made using 100% Florida friendly plants from Floridayards.org plant list may receive awards up to 75% of the total project cost with no single grant exceeding $15,000. Grant reimbursements are made over three years and are subject to maintenance of landscape improvements. Limitations Properties are eligible for a Landscape Improvement Grant one time. Lease Subsidy Grant

Lease Subsidy Grant Purpose The purpose of the Lease Subsidy Grant Program is to provide incentives in the form of matching grants to encourage the relocation of businesses to the City of Daytona Beach Community Redevelopment Areas and to support existing business. The intent of the program is to increase and maintain the occupancy rates of commercial buildings with the redevelopment areas. The program assists retail merchants, restaurants, and professional offices with costs related to leasing buildings within the redevelopment areas. Eligibility Commercial properties located in any one of the five CRAs are eligible to apply for grants, provided the business is a conforming use and has a Business Tax Receipt (BTR). Any existing or new business locating within the City of Daytona Beach Redevelopment area. Project funding Eligible businesses may receive awards of up to 3 months’ rent for a minimum of one year lease with no single grant exceeding $1,500 per month. Grant will be funded with available funds from the applicable Redevelopment trust fund. Limitations Applicant must be part of the City’s Business Development Program Rental subsidies may be approved for a maximum amount of $1,500 per month. Subsidy payments will be paid in monthly installments for a maximum of 90 days. An individual business may receive funds one time. The business must have business hours that conform to the general business hours of the area. Business must have and provide an executed year lease agreement. Properties with multiple tenant spaces may apply for funding based on individual tenant’s spaces. In order to qualify for funding, applicant must be one of the following: New business venture (being in operation for less than 6 months at the time of application) Existing business relocating to a redevelopment area Existing business opening an additional location *Existing businesses are defined as being in operation for more than six months at the time of application.
