Park County Planning Department Offers Key Land Use Services

The Park County Planning Department provides a variety of services to residents, developers, and other departments. The Department is responsible for administering the Park County Land Use Regulations, Planning, Zoning, and Subdivision Administration. The Department coordinates with other State, Federal and local agencies during the review of planning applications and provides support to other County Departments by advising on land use related matters.

Park County Capital Improvement Plan The Park County Capital Improvement Plan (CIP) is a financial management tool for local government. The CIP translates comprehensive plan goals and policies into public improvements and capital expenditures. This plan helps to identify, prioritize, and fund infrastructure projects that balance the public needs of citizens and businesses with available resources. A well-executed CIP maintains the quality of life within Park County and supports economic development. The current CIP is for the years 2023-2027.

It is the framework for all decisions regarding growth, development, and conservation. Its purpose is to guide the County’s physical, economic, and social development.

New Land Use Regulations Now in Effect for Park County

WYDOT warns of cloned vehicle purchasing websites

STATEWIDE – The Wyoming Department of Transportation wants to warn the public about potential scams related to buying vehicles, trailers or equipment online. WYDOT’s investigators with the Motor Vehicle Services Compliance and Investigation division have seen increases in fraudulent websites posing as legitimate Wyoming dealers, auctioneers and businesses. It is a common scammer tactic to clone legitimate websites to trick unsuspecting buyers into purchasing items that may not exist or to steal personal and payment information. These websites match the real ones in design and graphics but not in URL or other key details. Scammers will post deals on these websites that prove too good to be true. But once the auction closes and the money is wired, it is often too late to get justice for victims. “Buying online is convenient, but carries risks for fraud and scams,” said Shannon Ferree, Investigation Supervisor with WYDOT Compliance and Investigation. “The auction closes, you think you just got a great deal on a car, and then the money is gone, and the car doesn’t even exist.” Buying online? Shop smart with these tips: · Don’t assume the top result on your search engine is the most legitimate option. Check URLs carefully to find official business websites. You can also verify registered dealers on WYDOT’s website: http://dot.state.wy.us/home/vehicle_bus_regulation/new-business.html. · Once money is wired, it’s almost impossible to get back. Opt for other payment methods whenever feasible. · If possible, have someone you trust view the item in person if you are unable to do so, especially before money changes hands. WYDOT works closely with law enforcement and website hosts to take down the fraudulent webpages, but they are often hosted outside of the United States, which can make the process more challenging. New Teton Pass safe driving program launches Oct. 1; WYDOT encourages early certification

JACKSON, Wyo. – The Wyoming Department of Transportation’s WY22 SAFE PASS program, a self-certification program to improve driver awareness of the challenges of mountain pass driving, will officially launch Oct. 1, 2026. The initiative introduces a mandatory self-certification process aimed at educating motorists on the critical safety challenges associated with the steep mountain terrain of Wyoming State Highway 22. WYO 22, Teton Pass, is a highly commuted connection between Wyoming and Idaho, with 10 percent grades that are twice as steep as average mountain passes. The program will require drivers who operate recreational vehicles, towing trailers and vehicles who have a gross vehicle weight combination or gross vehicle weight rating of more than 10,000 pounds to complete the program and self-certify their ability to navigate mountain driving. WYDOT is opening the self-certification process early, beginning Sept. 21, to allow drivers to self-certify in advance of the implementation date of Oct. 1. “We encourage all drivers who plan to travel Teton Pass to get certified early online, in order to avoid queuing at available pullouts or any delays on their day of travel,” District 3 Engineer Peter Stinchcomb said. Applicants will be able to self-certify online at safepass.wyoroad.info, in which they will enter some basic information and review required safety materials. Once the applicant has completed the process, they will be sent a self-certification letter that will be active for one year. After one year, drivers can reapply for the program. Once the program is launched, Teton Pass will be restricted to drivers of RVs, drivers towing trailers and drivers who are above the legal weight unless they have completed the program. All other current legal restrictions will still apply, such as the 60,000 pounds weight restriction and any other seasonal closures or restrictions. If you cannot complete the self-certification and are driving a vehicle that falls into the categories listed above, you are not permitted to drive the pass and must take an alternative route. Applicants will be required to review educational materials, including documents, maps and videos related to safe driving practices on mountain passes. The materials will include information about navigating steep grades, current legal restrictions, braking protocols, weight and load limitations and vehicle operation. “Although the pre-certification is mandatory for certain users, we recommend all drivers complete the self-certification process. It’s a great opportunity to learn more about safe mountain pass driving and the inherent dangers on Teton Pass,” Stinchcomb said. Drivers who do not comply with the program could be cited for willfully ignoring an official sign, marker, warning, or direction closing or restriction under W.S. 24-1-109. Drivers who are over the 10,000-pound weight limit and aren’t self-certified or are in violation of the 60,000 permanent weight restriction, could be cited for willfully violating weight-based road closure under W.S. 24-1-109. Beyond the potential citations and fines, drivers who do not take the educational materials seriously could be putting themselves and others at risk through brake failure or other serious hazards. All other drivers can continue to do their part in making Teton Pass safer by wearing a seat belt, slowing down and obeying posted speeds, using a lower gear when descending steep grades, and putting down their phone and paying attention to their surroundings. UPDATED - WYDOT closing eastbound I-80 on and off ramps in Wamsutter for paving on Monday

9/14/2026 UPDATE: Due to delays in receiving materials, the closure of the eastbound Interstate 80 Exit 173 on and off ramps will be extended through tomorrow. Crews will continue to work throughout today, but the on and off ramps will be opened this evening at dusk and remain open overnight. Crews will close the on and off ramps tomorrow morning for work and reopen by the end of tomorrow. See original release below: ORIGINAL RELEASE (9/10/2026): WAMSUTTER, Wyo. The Wyoming Department of Transportation (WYDOT) and contract crews from Lewis & Lewis will be closing the eastbound Interstate 80 on and off ramps at Exit 173 in Wamsutter on Monday, Sept. 14, for milling and paving operations. The work and closure are scheduled to begin at approximately 7 a.m. Monday morning and is estimated to be completed that same day. Eastbound drivers heading to Wamsutter during the closure should detour onto Exit 184, and loop back onto westbound I-80, exiting at Wamsutter via Exit 173. The schedule is weather dependent and subject to change. WYDOT is committed to providing the public with update information as work progresses. Overnight Interstate closure will allow for sewer installation and road repair

CASPER – The Wyoming Department of Transportation will close a section of Interstate 25 within the current Casper construction area from 7 p.m., Saturday, Sept. 19 through 2 p.m., Sunday, Sept. 20. All interstate traffic will be detoured. The closure is necessary for the installation of new sewer lines across the interstate and the repair of potholes along the live traffic lanes within the construction zone. Northbound traffic will detour from the Curtis Street/Wyoming Boulevard exit to Yellowstone Highway, and reenter the interstate from the Bryan Stock Trail on-ramp via the F Street connector. Southbound traffic will exit I-25 at the Beverly Street/Bryan Stock Trail off-ramp, detour to Yellowstone Highway, and reenter the interstate at the Curtis Street/Wyoming Boulevard on-ramp. Flaggers will be stationed on Bryan Stock Trail at the ramps to direct traffic. The traffic signal at E Street and Bryan Stock Trail will be turned off during this closure. Please follow traffic control and obey the flaggers directing traffic. Expect congestion along Yellowstone Highway and Bryan Stock Trail within the detour zone. Follow the detour signs, speed limits and traffic control. Consider alternate routes if possible.

Wyoming Department of Transportation District 4 Awards Scholarships

Sheridan, Wyo. – The Wyoming Transportation Department Employees' Association (WTDEA) in northeast Wyoming recently awarded two $500 scholarships to college-bound dependents of WTDEA members. This year's recipients were Aidan Priest and Tristin Kehrer of Sheridan. Aidan is a 2026 graduate of Sheridan High School. She is enrolled at the University of Wyoming and is majoring in business with a focus on supply chain management and health leadership. Her goal is to learn how to design smarter, more efficient logistical networks that can keep businesses running smoothly even during tough times and apply those principles to the healthcare field, as she is eager to explore how data-driven supply chain strategies can eliminate waste in medical distribution, directly translating operational savings into better resources for frontline healthcare workers. Aidan is the daughter of Genevieve and Jim Priest. Gen is the district clerk for WYDOT District 4 in Sheridan. Tristin is a 2026 graduate of Sheridan High School and is enrolled at Sheridan College as a business major. Tristan’s ultimate career goal is to become a stockbroker. Fascinated by the mechanics of the market and the way strategic financial planning can change the trajectory of an individual's life or a company's future has captured his interest in this career field. Tristan is the son of Jeremy and Sage Kehrer. Jeremy is one of three members of WYDOT District 4’s sign crew. WTDEA is a WYDOT internal association whose mission is to "provide direct communication for all WYDOT employees, promote safe, efficient working environments, with positive changes for the future." Membership is open to all employees, and proceeds from memberships help support the scholarship program.

Guardrail work begins Monday on US 189/191 near Bondurant

BONDURANT, Wyo. The Wyoming Department of Transportation (WYDOT) and contract crews from S & L Industrial, LLC will begin work on guardrail repairs on US 189/191 near Bondurant on Monday, Sept. 21. Crews will be doing slope and roadwork and installing guardrail from mile marker 131 to 153. While operations are underway, traffic will be carried through all the work areas at reduced speeds using flaggers and pilot cars. Drivers are advised to obey all traffic control signs and plan accordingly for delays that will occur in the work zones. Delays could last 10 to 20 minutes at a time. Drivers who are approaching the work zone from an adjacent connecting road are advised to stop and wait for the pilot car. Once the queue of cars following the pilot car has passed in the direction the driver wishes to travel, the driver is then able to turn out and follow the queue through the work zone. At night, traffic control will be removed, and the highway will return to two full lanes of travel without a pilot car. However, a 24/7 portable traffic signal will remain active at one bridge location within the project limits. During construction, width restrictions will be in place, with specific time periods where oversized loads may come through on Mondays, Wednesdays, and Fridays, but all oversized loads must contact their local port of entry for approval in advance. WYDOT encourages drivers to slow down, increase their following distance and be aware of roadside workers. The project completion date is set for Oct. 31, 2026.
