Flagler Center District Advances Toward Construction in Sweetwater

The Sweetwater City Commission took a pivotal step forward in February by approving amendments to the city's Comprehensive Plan, Future Land Use Map, Zoning Code and Official Zoning Map, creating the new Flagler Center District category for roughly 105 acres near Flagler Street and Northwest 112th Avenue. This site, previously home to the defunct Li’l Abner Mobile Home Park that housed about 900 families for decades, will host a transformative redevelopment by CREI Holdings. According to a December letter from developer attorney Alejandro Arias to the city's building department, the project is projected to generate over $25 million in annual tax revenue—62 times current collections—plus 29,000 construction jobs and 5,000 permanent positions. Early plans, greenlit by the commission on Feb. 9, outline more than 6,000 residential units including at least 1,000 affordable, workforce and senior housing options, alongside retail spaces, offices, a new school, a 250-room hotel, self-storage and a comprehensive medical campus. The healthcare hub features a hospital with over 400 beds, outpatient facilities and assisted living on a 12.6-acre parcel now for sale in the site's northeast corner. Positioned at the Dolphin Expressway (SR-836) and Florida Turnpike junction, it's near FIU's engineering campus, Modesto Maidique Campus Center, Miami International Airport, Dolphin Mall and a planned transit stop at NW 107th Avenue in Miami-Dade's East-West SMART Corridor studies. Development will proceed as a Community Development District under Florida Statutes 190.005 and 190.046, fully within Sweetwater limits, with the city overseeing establishment. While no groundbreaking has occurred—the first phase awaits further commission approvals—the momentum aligns with Florida's robust economy, where April unemployment hit a decade-low 2.8% and major infrastructure like Brightline's Miami-Tampa rail expansion boosts connectivity. This comes as the state legislature passed a $120 billion budget with $2 billion in property tax relief, directly benefiting Sweetwater homeowners amid rising development. A city notice on its website details a Sunshine Meeting discussing the Flagler Center in the new district, bounded north by NW 7th Street. Amid statewide trends in job growth and transit upgrades, the project positions Sweetwater as a healthcare and residential hub.
