Palm Harbor Library Budgets Approved by Community Services Agency

The Palm Harbor Community Services Agency (PHCSA) Board of Directors met May 20, 2026, approving financial reports and director updates for the East Lake Community Library and the Palm Harbor Library. The board reviewed the agency's budget versus spending, noting no anomalies.

John Holbach, board chair, called the meeting to order at 6 p.m. All eight board members attended: John Holbach, Jared Long, Erika Picard, Ron Schultz, Bill Mazurek, Phil Phillips, Dan Wendol and Bill Westwood. Directors Matthew David, Erica Lynford, Anne Marie Nurnberger and Mark Sanders also attended, along with B.J. Gavin, assistant to the County Administrator, representing Pinellas County.

Board members Phil Phillips and Bill Westwood moved to approve the previous meeting's minutes, which passed unanimously. Treasurer Jared Long presented a summary of the budget versus spending across all entities. He noted the ongoing transition of banking services from Cadence Bank to Fifth Third Bank.

The board unanimously approved monthly financial reviews for both libraries. Anne Marie Nurnberger, representing the East Lake Community Library, shared details on completed activities, including a summer reading program summary, and previewed upcoming events. Matthew David provided commentary on completed and upcoming activities for the Palm Harbor Library.

Board members are appointed by various local bodies. Pinellas County Commissioners appointed John Holbach, Jared Long, Erika Picard and Ron Schultz. Bill Mazurek represents the Palm Harbor Library Advisory Board, Phil Phillips the CSA Palm Harbor Advisory Board, Dan Wendol the East Lake Community Library Advisory Board, and Bill Westwood the ELYSA Advisory Board.
