The South Florida Water Management District (SFWMD) is reminding West Palm Beach residents living near canals to maintain clear access to these flood control systems. The district manages approximately 2,000 miles of canals and levees across the region, many adjacent to private properties. The SFWMD's mission includes managing and protecting water resources by balancing flood control, water supply, water quality, and natural systems. Maintaining the drainage canal system's integrity and accessibility is crucial, especially in South Florida's subtropical climate prone to heavy rainfall and tropical storms. Obstructions in canals can impede water flow, leading to potential flooding that endangers residents.
District officials state that while some uses of the canal right of way are permitted with proper authorization, enhancements like trees, vegetation, or structures can become obstructions. These can interfere with routine maintenance, emergency response, and debris removal. Unimpeded access is even more critical during disaster recovery efforts for teams clearing waterways that drain areas like the Intracoastal Waterway access points.
The SFWMD's policy allows adjacent property owners to utilize rights of way, provided the use does not negatively impact the district's ability to operate and maintain the flood control system. For example, landscaping and above-ground structures typically require a setback of at least 40 feet from the top of the canal bank. Installing any facility, such as a dock, deck, shed, tree, or fence, without a permit is a violation. The district's professional staff is available to assist with the permitting process, which is designed to help homeowners protect their properties from potential flooding.
