Special Needs Assistance Registration

Residents of Pinellas County of all ages with special needs are eligible for the Special Needs Evacuation Program. This includes individuals who require oxygen, mobility support, routine care or medication assistance, transportation help, or electricity-dependent equipment. Registration is required in advance and can be completed online, by mail, fax, or through a healthcare provider. Forms are available in English, Spanish, and Vietnamese. Registration ensures that participants may receive transportation and shelter support during mandatory evacuations, but transportation is not automatic. Eligibility is confirmed at the time of evacuation, and registrants must keep their contact information updated with Emergency Management to avoid delays. When activated, the program provides access to designated special needs shelters staffed by nurses and medical personnel from the Florida Department of Health in Pinellas County and Pinellas County Schools. These shelters provide oxygen and emergency power, though air conditioning may not be available during outages. Three meals per day are provided, but dietary restrictions are not accommodated, so residents with special needs should bring their own food items along with bedding or comfort items. Caregivers and immediate family are encouraged to accompany participants. Service animals are permitted in all shelters, though pets are not allowed in special needs shelters; arrangements for pets can be made through Animal Services. For those requiring a higher level of medical care, hospitals and nursing homes coordinate with the County to provide shelter and transportation if registered in advance. Storm Shelters

In the event of a storm or hurricane, local storm shelters provide temporary, safe housing for residents who need to evacuate their homes. These facilities are designed to offer protection from severe weather conditions and are equipped with basic necessities to support individuals and families during an emergency. Residents are reminded to plan ahead and take into consideration the needs of their pets, as not all shelters may accommodate animals. However, designated pet-friendly shelters are available, and those planning to use them should bring essential items such as pet food, water, carriers, and vaccination records to ensure a smooth and safe sheltering experience for both people and their pets. To ensure your safety as well as your pet's, please do not forget to look for pet friendly shelters.

Evacuation Orders and Reentry Passes

In Pinellas County, mandatory evacuation orders are issued by Pinellas County Emergency Management under the authority of the Board of County Commissioners (BOCC). Decisions are made in consultation with the Pinellas County Sheriff, municipal governments, and the Florida Division of Emergency Management, and apply to designated evacuation zones when public safety is at risk. Reentry is managed by the Pinellas County Sheriff’s Office in coordination with Emergency Management. Law enforcement controls bridges, roadblocks, and access points, allowing residents and businesses to return only after officials deem conditions safe following infrastructure inspections. Indian Shores residents, property, and business owners are required to show their reentry passes to be allowed back onto the island. Reentry passes can be picked up at the Indian Shores Municipal Center, 19305 Gulf Blvd., 2nd Floor, Indian Shores, FL, Monday-Friday, 8:00a.m. - 4:00p.m. (holiday schedule varies). Proof of ownership and/or residency is required to obtain a pass. Two passes maximum per household.

Public Input Submitted Before June 13 Charter Review Committee Input from Public Submitted by Richard Reiss, May 26, 2008 My name is Richard Riess and I am present board member of the NMB Civic Association and the founder and past president of the once highly attended Uleta Neighborhood Association that has since been disbanded due to politics of power that be. I have lived in Uleta for 40 years at the same address and know the city History well. With that background to dispel misinformation and rumors I pass this highly overdue issue for you consideration. The subject issue reported below is quoted directly from the Miami Herald on Monday May 26.2008 by BREANNE GILPATRICK I am submitting this direct quote as a suggestion for our NMB Charter Review Board for a ballot issue they may see as a need to be addressed asap and might even consider in combination with other issues such as term limits. This should be readily embraced by city leaders and administration since our city manager lives in Hollywood has hired staff from there and has sighted Hollywood frequently along with the NMB mayor over the years as a city we should copy from issues on economic development to CRA's etc. If the committee examines NMB Election campaign records for just the past two elections they will see the concern Hollywood is referring to on the distortions from outside the city and even State of Florida with influence in campaign contributions and the maxed contributions expose. I understand the city attorney has started to draft some ethics reform for councilman Julian but I feel they should come from a base of best of practice verbiage with maximum concern to limit outside and special interest that seem to have descended on our city including our own lobbyist in double roles with conflicts of interest concerns etc.Regards, Richard Riess "Residents selected for advisory board Hollywood commissioners have picked a slate of residents to examine the city's ethics, campaign finance and election rules, jump starting long-awaited reforms. Commissioners created a charter review committee late last year, and the committee has become a priority for Mayor Peter Bober. Earlier this month, commissioners picked nine residents to serve on the advisory board and will discuss whether to add two more spots Wednesday to make room for more of the 47 applicants. On the committee so far: Sara Case, Miya Burt-Stewart, Charles Howell, Gary M. Bagliebter, Kevin Biederman, Andy Rogow, Gregory Greene, Gerard J. Gunzburger and Lawrence Legg. Issues the committee may explore include eliminating the city's single member districts, creating term limits, implementing staggered commission terms, creating a strong-mayor city government and tightening conflict-of-interest and campaign finance rules. 'We have just had an amazing number of people who actually applied,' Bober said."

Monitor weather updates from the National Hurricane Center (NHC) and local authorities. Download FEMA and local emergency management apps for notifications. 2. Know Your Flood Risk Click Know Your Zone to determine if your home is in a flood zone (e.g., Flood Zone A). Use Pinellas County’s interactive flood zone map to check your evacuation level. Review your flood insurance coverage—standard homeowner’s insurance does not cover flooding. 3. Create an Emergency Plan Identify your evacuation route and nearest shelter. Plan for transportation and lodging if evacuation becomes necessary. Assign roles for each family member (e.g., pet care, emergency bag preparation). Choose an out-of-town contact for check-ins if communication lines go down. 4. The Mayor and Commission each selected one responsible and independent member, the independent member had to be a U.S. citizen and resident of the City, qualified to function as a member of the Charter Review Committee, and must have been willing to perform as a public servant. All Charter Review Committee meetings are open to the public and will be advertised. Please refer to the Calendar of Events for the next scheduled meeting.

Public Input

Public Input Community Voice The City Manager’s Office and City Clerk’s Office accepted written input on behalf of the Committee. Input was accepted via hand delivery, mail, fax, or email. The deadline for receipt of written information to be distributed to the Charter Review Committee in advance of their initial public hearing was Noon on Friday, June 13. Thereafter, additional input was accepted until Noon on Friday, June 27 and distributed to the Charter Review Committee prior to the July 2 meeting. All input received was provided to the Charter Review Committee and posted. The manner and frequency of doing so was determined based upon the volume and format of input received. Every effort was made to post any input received to the website as soon as it was received. At a minimum, the posting and distribution of input received took place prior to or during the June 4 CRC meeting, prior to or during the June 18 CRC meeting, and again subsequent to the deadline of June 27.

Governing Board of the Authority

Governing Board of the Authority Overview The SWA Governing Board serves as the decision-making body for the Solid Waste Authority of Palm Beach County. While its membership consists of the same individuals who serve on the Palm Beach County Commission, the Governing Board acts in a separate and distinct capacity, focused solely on the Authority’s mission and operations. Classified since 1991 as a dependent special district, the SWA Governing Board establishes policy, approves the annual budget and provides oversight for all Authority functions. Its responsibilities include guiding long-term strategic planning, adopting regulations and ensuring that the SWA delivers its integrated solid waste management services efficiently and responsibly. Governing Board meetings are open to the public, and all board members are subject to the same ethics and transparency requirements that apply to their county roles. Members of the Governing Board are elected for terms as determined in the Palm Beach County Solid Waste Act, Chapter 2001-331 Laws of Florida, as amended. Meetings Meetings of the Governing Board are usually held on a Wednesday at 9:30 a.m. every other month beginning in February (subject to change). The public is welcome to attend. Charter Review Committee

A Charter Review Committee is established on a periodic basis to review and study the existing City Charter for possible amendments or revisions. The Committee functions as a recommending body to the City Commission.

Public Art Committee

Public Art Committee Duties/Responsibilities The Committee shall review proposed artwork to be acquired under the City’s Public Art Program. The Committee shall screen submissions and make recommendations to the City Manager and City Commission, subject to the City Commission’s final approval, for each acquisition not more than three possible selections, which can be existing works of art or new commissions. The Committee shall issue a recommendation to the City Commission for all artwork acquisitions in accordance with this article. Community Redevelopment Agency (CRA)

The North Miami Beach Community Redevelopment Agency's (CRA) public purpose is to eliminate and prevent the development or spread of blighted areas, improve property values, improve the public infrastructure, and prevent or reduce incidents of crime. The agency is a successful partnership between the City of North Miami Beach and Miami-Dade County. The CRA operates within the Redevelopment Area. The CRA will sunset on October 11, 2028.
