Website Sign In Search Home Government City Clerk City Clerk Responsibilities The City Clerk's Department is responsible for keeping all city records organized, accurate, and secure. This includes archiving official documents, publishing notices for public meetings and hearings, and preparing meeting minutes for the City Commission and other appointed boards and committees. Appointment The City Clerk is one of three positions appointed by the City Commission. The other two are the City Manager and the City Attorney. Darlene Galambos serves as the City Clerk and the city's Official Public Records Custodian. The department also works with the St. Johns County Supervisor of Elections to coordinate City Commission elections. Location The City Clerk's Office is on the second floor of City Hall, also known as the Lightner Museum building. When visiting the office, use Elevator B, located in the southeast corner of the City Hall courtyard. Anti-Discrimination Policy

Anti-Discrimination Policy – Federal and State Laws. The School Board of Miami-Dade County, Florida adheres to a policy of nondiscrimination in employment and educational programs/activities and strives affirmatively to provide equal opportunity for all as required by: Title VI of the Civil Rights Act of 1964- prohibits discrimination on the basis of race, color, religion, or national origin. Title VII of the Civil Rights Act of 1964 as amended-prohibits discrimination in employment on the basis of race, color, religion, gender, or national origin. Title IX of the Education Amendments of 1972- prohibits discrimination on the basis of gender. Age Discrimination in Employment Act of 1967 (ADEA) as amended- prohibits discrimination on the basis of age with respect to individuals who are at least 40. The Equal Pay Act of 1963 as amended- prohibits gender discrimination in payment of wages to women and men performing substantially equal work in the same establishment. Section 504 of the Rehabilitation Act of 1973- prohibits discrimination against the disabled. Americans with Disabilities Act of 1990 (ADA)- prohibits discrimination against individuals with disabilities in employment, public service, public accommodations and telecommunications. The Family and Medical Leave Act of 1993 (FMLA)- requires covered employers to provide up to 12 weeks of unpaid, job-protected leave to “eligible” employees for certain family and medical reasons. The Pregnancy Discrimination Act of 1978- prohibits discrimination in employment on the basis of pregnancy, childbirth, or related medical conditions. Florida Educational Equity Act (FEEA)- prohibits discrimination on the basis of race, gender, national origin, marital status, or handicap against a student or employee. Florida Civil Rights Act of 1992- secures for all individuals within the state freedom from discrimination because of race, color, religion, sex, national origin, age, handicap, or marital status. Title II of the Genetic Information Nondiscrimination Act of 2008 (GINA)- prohibits discrimination against employees or applicants because of genetic information. Boy Scouts of America Equal Access Act of 2002– no public school shall deny equal access to, or a fair opportunity for groups to meet on school premises or in school facilities before or after school hours, or discriminate against any group officially affiliated with Boy Scouts of America or any other youth or community group listed in Title 36 (as a patriotic society). Veterans are provided re-employment rights in accordance with P.L. 93-508 (Federal Law) and Section 295.07 (Florida Statutes), which stipulate categorical preferences for employment.In Addition: School Board Policies 1362, 3362, 4362, and 5517- Prohibit harassment and/or discrimination against students, employees, or applicants on the basis of sex, race, color, ethnic or national origin, religion, marital status, disability, genetic information, age, political beliefs, sexual orientation, gender, gender identification, social and family background, linguistic preference, pregnancy, citizenship status, and any other legally prohibited basis. Retaliation for engaging in a protected activity is also prohibited. The intent of this ordinance is to protect the health, safety, and welfare of the citizens of and visitors to the City of St. Augustine, while also recognizing, but not limiting, the constitutional right of a person to solicit, panhandle or beg in a peaceful and non-threatening manner. Ordinance 2018-06 prohibits aggressive panhandling practices and enforces distance based regulations in order to designate restricted areas in which panhandling and begging are not permitted. Protection of Minor Injunction Database An amendment to F.S. 28.2221- Electronic access to official records, effective July 1, 2024, requires each county recorder or clerk of the court to make publicly available on their official website the identity as well as the fact that a final judgment for an injunction for the protection of a minor under F.S. 741.30, F.S. 784.046, or F.S. 784.0485 has been entered against that respondent, unless the respondent is a minor. Any information not made available by the county recorder or clerk of the court before July 1, 2024, must be made publicly available on the official website if the affected party identifies the information and requests that such information be added for general public display. STEP-BY-STEP INSTRUCTIONS TO SEARCH THE DATABASE: 1. Select 'Click Here to Search' above to open a separate page to search. 2. To conduct the search, input the individual's last name followed by their first name. You can also search by a partial name or keep the field empty to retrieve all entries. 3. The results will populate under the search bar with the Name, Instrument, Date, Book/Page, Case Number, and Document. Unincorporated Amelia Island Tree Ordinance

On August 9, 2021, the Nassau County Board of County Commissioners adopted Ordinance No. 2021-012, referred to as the "Unincorporated Amelia Island Tree Protection and Replacement Ordinance". The purpose of this ordinance is to provide standards and regulations to ensure a minimum number of trees on any lot or parcel, protect and preserve native tree species, protect and preserve the natural landscape, foster and encourage maintenance of natural vegetation, and minimize loss of trees to development within the unincorporated areas of Amelia Island. Regulations

The following regulations apply to all persons appointed to City boards, commissions, and committees (in the text below, the term "boards" applies to "boards, commissions and committees"): Members must be legally registered to vote. No one may serve more than 3 consecutive terms on a single board except when: appointed to a partial term that is less than 0.5 of the normal term for that board the city manager waives the requirement for members of regulatory boards where special circumstances warrant extending the appointment when serving on a pension board No 1 may serve on more than 2 boards at the same time, except that: no 1 may serve on more than 1 pension board no 1 serving on a regulatory board may serve on any other board No member of the immediate family of a city commissioner may serve on a city board. No member of the immediate family of a municipal officer (City Manager, City Clerk, or department head) may serve on a board which relates to the area of responsibility of that municipal officer. A member who is absent from 3 consecutive meetings will automatically be dismissed from the board unless the other board members have excused the absence by a motion duly passed and recorded in the official minutes. No board member who is present at a meeting may abstain from voting in regard to any official decision, ruling or other act taken by the membership unless that member is prohibited from voting on a measure which will financially benefit him or his employer. In such cases of voting conflict, the member must file a Memorandum of Voting Conflict (Form 8b) and publicly state the nature of his interest prior to the vote. A board member must file a Statement of Financial Interests for every year in which he serves on a board unless the Florida Commission on Ethics has determined that the board is solely advisory in nature. A member retiring from a board must provide written notice to the City Clerk. A member retiring from a board must return copies of city codes and other official materials to the City Clerk.

Police Statutes / Codes Move Over for Police - It's the Law Florida law requires motorists, whenever they observe an authorized emergency vehicle or a wrecker parked roadside with flashing emergency lights, to vacate the lane closest to the emergency vehicle or wrecker when driving on a highway with two or more lanes traveling in the direction of the emergency vehicle. (Summary) (1) (a) Upon the immediate approach of an authorized emergency vehicle, while en route to meet an existing emergency, the driver of every other vehicle shall, when such emergency vehicle is giving audible signals by siren, exhaust whistle, or other adequate device, or visible signals by the use of displayed blue or red lights, yield the right-of-way to the emergency vehicle and shall immediately proceed to a position parallel to, and as close as reasonable to the closest edge of the curb of the roadway, clear of any intersection and shall stop and remain in position until the authorized emergency vehicle has passed, unless otherwise directed by any law enforcement officer. (b) When an authorized emergency vehicle making use of any visual signals is parked or a wrecker displaying amber rotating or flashing lights is performing a recovery or loading on the roadside, the driver of every other vehicle, as soon as it is safe: 1. Shall vacate the lane closest to the emergency vehicle or wrecker when driving on an interstate highway or other highway with two or more lanes traveling in the direction of the emergency vehicle or wrecker, except when otherwise directed by a law enforcement officer. If such movement cannot be safely accomplished, the driver shall reduce speed as provided in subparagraph 2. 2. Shall slow to a speed that is 20 miles per hour less than the posted speed limit when the posted speed limit is 25 miles per hour or greater; or travel at 5 miles per hour when the posted speed limit is 20 miles per hour or less, when driving on a two-lane road, except when otherwise directed by a law enforcement officer. (2) Every pedestrian using the road right-of-way shall yield the right-of-way until the authorized emergency vehicle has passed, unless otherwise directed by any police officer.
