VAB Petitions VAB petitions must be received in the Clerk’s Office no later than 5:00 p.m. on the 25th day following the mailing of the notice of proposed property taxes per Chapter 194.011(3)(d), Florida Statutes. For 2026, the deadline for filing VAB Petitions is September 14, 2026. After this deadline, online filing is no longer available. See the instructions below for alternative submission methods. If filing after the deadline, the petition must be reviewed for Good Cause determination and petitioners must also submit written reasons for submitting petitions after the filing deadline. All debit and credit transactions will incur a 3.5% non-refundable transaction fee. A filing fee is not required if: You are filing a petition for denial of a timely filed application for a homestead exemption, deployed military exemption, or denial of property tax deferral. You can demonstrate, by an appropriate certificate issued by the Department of Children and Family Services and submitted with the petition, that you are an eligible recipient of temporary assistance under Chapter 414, Florida Statutes Completed petitions should be submitted by the deadline date and accompanied by the appropriate filing fee and any other required documentation. Petitions can be submitted to our mailing address but please note that post-marked petitions are considered untimely. VAB Organizational Meeting The purpose of the VAB Organizational Meeting is for the VAB to select special magistrates and to approve VAB forms. To access the Agenda and Agenda Packet, please click the following link: May 14, 2026 VAB Final Meeting Agenda and Agenda Packet Member Election The Value Adjustment Board (VAB) is an independent entity consisting of two elected members of the Pasco Board of County Commissioners, one elected member of the Pasco County School Board, and two Pasco County citizens. Board Records Division The Board Records Division’s function to this board is to accept and verify petitions received, schedule hearings, and notify petitioners by certified mail of their scheduled hearing. It is also this division’s responsibility to attend the proceedings and make audio recordings. Special Magistrate Recommendations & Processes Once recommendations are submitted by the special magistrates, the recommendations are mailed to each petitioner, who may file a written exception to the VAB before the final hearing. A complete list of recommendations is distributed to board members for review prior to the board’s final hearing. According to Chapter 193.122, Florida Statutes, the division prepares the Certificate of the Value Adjustment Board, which is signed by board members following the final VAB hearing. A Notification of the Decision form is prepared and sent to petitioners advising them of the disposition of their petition. The division also prepares the Tax Impact Notice and submits it to the newspaper to be advertised as listed in the Florida Statutes. Pursuant to Chapter 194.015, Florida Statutes, the Pasco County School Board is billed two-fifths of the expense of the hearings. Appealing Decisions Persons choosing to appeal decisions made by the Value Adjustment Board with respect to matters considered at the forthcoming meeting are advised (s)he must have a record of the proceedings. For such purpose, (s)he may need to ensure a verbatim record of the proceedings is made that will include the testimony and evidence upon which such appeal is based. Pursuant to 12D-9.007(12)(b), the board clerk is the official record keeper for the board and shall maintain a record of the proceedings, which shall consist of a verbatim record of any hearing. Contractor Complaints and Unlicensed Activities The Florida Department of Business and Professional Regulation (DBPR) regulates licensing for various professions including contractors. Before hiring a contractor for any project, making sure that your contractor is licensed can protect you and your property. The State of Florida requires that the following construction trades be licensed through DBPR: Air-Conditioning, Building Contractor, Electrician, General Contractor, Home Inspection, Mold-Related Services, Plumbing, Pool/Spa, Residential Contractor, Roofing, Sheet Metal, Solar Verify licenses, file a Complaint or report unlicensed activity at MyFloridaLicense.com – License efficiently. Report unlicensed activities to 866-532-1440 More Information from DBPR To become a licensed contractor through DBPR, you must complete the Florida contractor examination, meet financial stability and responsibility requirements, and provide proof of experience for the category in which you wish to become licensed. By hiring a licensed contractor, you will have peace of mind knowing that the project will be done by someone who has taken the time to acquire the appropriate education and the proper workers’ compensation and/or liability insurance and who possesses the necessary experience. Don’t be a Victim of Unlicensed Activity The dangers of hiring an unlicensed contractor may include: Financial loss – Taking your deposit and not performing the work or performing substandard work. Safety issues – Noncompliance with building codes could lead to home defects or not withstanding a storm. Difficulty Selling – A lack of proper permitting or proof of work performed may result in difficulty or inability to sell your home. Lack of Qualifications – A lack of education and/or qualifications can endanger the safety of you, your loved ones and your property. You could be responsible – If they lack the necessary insurance, you may be responsible for injuries on your property or for shoddy work performed. Criminal background – A possible criminal background could mean allowing potentially dangerous people in your home and near loved ones. Warning Signs a Contractor May Not Be Licensed: Unlicensed contractors often target the uninformed and inexperienced, as well as the elderly. No license number in advertisement or posting. By law, contractors licensed by DBPR must include their license number in all advertising. They want all or most of the money up front and will only accept cash. They may also want you to write the check to them individually or to “cash”. They give a post office box address instead of a street address. They show up in unmarked vehicles offering to do work and often have out-of-state tags. They try to convince you that a permit is not necessary or that it’s cheaper if you obtain it yourself.

U.S. Coast Guard Legal Aid - American Maritime Officers Skip to content U.S. Coast Guard Legal Aid Forms for U.S. Mariners Sailing in Canadian Waters The American Maritime Officers Coast Guard Legal Aid Program covers all AMO members who are participants in the AMO Safety and Education Plan at no cost to the individual member. If you are eligible to attend classes at STAR Center as a participant working under covered employment with a company contracted with AMO, this means your employer contributes to the AMO Safety and Education Plan and you are a participant in the AMO Coast Guard Legal Aid Program. The AMO Coast Guard Legal Aid Program provides individual members with legal counsel, legal representation and wage protection. Legal counsel can be obtained by any AMO member who is a participant in the program and who is involved in any maritime incident reportable to the U.S. Coast Guard, has a licensing issue or may have an issue that needs to be reported to the U.S. Coast Guard when applying for a Merchant Mariner Credential. AMO members need to call AMO Coast Guard Legal Aid Attorney Mike Reny before filling out paperwork regarding an incident and prior to speaking with U.S. Coast Guard investigators. He is available on his cell phone 24/7. Again, this program is provided cost-free to AMO members who are participants in the AMO Safety and Education Plan. The AMO Coast Guard Legal Aid Program provides assistance to AMO members involved in situations that could jeopardize their licenses (Merchant Mariner Credentials). The program provides free legal representation to any eligible AMO member who is required to appear before a court, board of inquiry or other authority in connection with a matter arising out of the member’s employment. Wage protection is provided for a period of up to 12 months in the event an eligible member’s license is suspended or revoked (unless the suspension or revocation is a result of fraud, lack of sobriety or criminal conduct – see below for specifics). The program also provides for reimbursement of up to $1,000 for a member who is personally assessed a fine for violating any navigation or pollution control laws. A license represents security for a mariner and his or her family. The U.S. Coast Guard issues licenses in accordance with strict guidelines set out in the federal laws and regulations. The Coast Guard is equally rigid when it comes to enforcing those laws and regulations, which govern the conduct of licensed officers. A violation of laws or regulations can lead to the suspension or revocation of an officer’s license. The program requires all eligible members to immediately notify the Safety and Education Plan administrator or the program’s legal counsel (Mike Reny) if at any time he or she is involved in any marine casualty or incident that will be reported to the U.S. Coast Guard. For new AMO Plans participants, the minimum requirement is 90 days of covered employment within the six-month period. Wage protection will not be available if an officer’s license is revoked or reduced as a consequence of fraud, intentional misstatements, concealment of material facts or presentation of a fraudulent claim; physical or mental unfitness or disability arising out of any cause; willful misconduct, lack of sobriety, all drug offenses or being found guilty of the violation of a criminal statute. The Legal Aid Program or wage protection is not available if an eligible officer files a fraudulent claim; does not immediately notify the Board of Trustees, in writing, an event has taken place that could result in the filing of a claim; or has in effect a insurance policy covering any of the circumstances covered by this Plan. There are several documents that govern and guide decision making in Safety Harbor. Below you will find a list of these documents with brief descriptions of what each document does. These documents guide the decisions of the City Commission and the recommendations of City Staff. Municipal Code - The Municipal Code is the governing document of Safety Harbor. It includes the City's Charter which explains how the City is governed, how and when elections are to be held, the duties of some City Officers, and many other administrative rules. The Code also includes rules governing taxation, utilities, and many other areas regulated by the City. Comprehensive Zoning and Land Development Code (LDC) - The LDC establishes permitted and conditional uses (i.e., what activities can take place) by zoning district and sets forth regulations and standards relating to how those uses may physically develop on a specific piece of property. Comprehensive Plan - The Comprehensive Plan is the City's official long range policy document that provides a systematic framework for making land use decisions based on data and analysis. Downtown Master Plan (PDF) - the Downtown Master Plan is a special area plan for the City's Community Redevelopment Area (CRA). It provides more detail and focus than the Comprehensive Plan on future land uses, design character, and capital improvements intended to promote growth and revitalization. Future Land Use Map and Zoning Atlas - The Future Land Use Map is a graphic representation of the desired land use pattern. It projects an idealized snapshot of where types of development should be concentrated within certain ranges of density and intensity limits. Library Master Plan (PDF) - Safety Harbor Public Library's current LRP is the result of planning group meetings with 20 community participants and the direction of a planning facilitator. Property Records Lien Search Request
Property Records Lien Search Request All property search requests must be faxed or mailed to the City Clerk’s Office. Requirements The City of Oviedo charges a flat fee of $75 per property search. Search includes utility balances, code violations, municipal and lot mow liens, and open and expired permits. Payment must be received before the search will commence. Request must be made using the City Property Records Search form. Call 407-971-5500 to request a copy of the form. Timeframe for Requests Requests are handled as expeditiously as possible - results are normally provided within 5 to 7 business days. Results are valid for a period of two (2) weeks. After two weeks, if an update is requested, it is considered a new request and an additional payment of $75 will be required. Note: If you are unsure as to whether the property is located within the City limits of Oviedo, check the Taxing District on the Seminole County Property Appraiser’s website. Under Florida law, e-mail addresses are public records. If you do not want your e-mail address released in response to a public records request, do not send electronic mail to the City of Oviedo. Instead contact the City of Oviedo by phone or in writing.

Probate Court Services
The Probate Court can assist with small estates petitions, Wills on Deposit and Caveats. Certified Copies for Probate Cases Request certified copies for probate cases online, by mail or in person. REQUEST CERTIFIED COPIES Small Estates A Small Estates Petition is also known as Disposition of Personal Property without Administration. These cases are filed when a formal administration is not necessary and no real property is involved. The deceased must have been a resident of Miami-Dade County at the time of death. Assets of the deceased must be $6,000 or less and cannot exceed the funeral bill. Other restrictions may apply depending on the circumstances. If the assets are over $6,000, you cannot proceed with a small estates action and it is suggested that you consult with an attorney. Filing a Small Estates Petition A Small Estates Petition can be filed in person at the Probate Court Office or by mail. If filing by mail, please provide a self-addressed, stamped envelope. A deputy clerk will mail the necessary forms and instructions. You must submit: A certified copy of the death certificate A copy of the itemized funeral contract The receipt paid in full A copy of any documentation of the decedent's assets Applicable filing fees Assets are only released to the party who paid the funeral bill. If there is more than one bank account, there is an additional $3 fee per account. Caveats A caveat is a legal notice to a court or public officer to suspend a certain proceeding until the notifier is given a hearing. A caveat filed by an heir, interested party or creditor will be accepted before a case is filed. Once an estate is opened, we will notify the person who submitted the caveat in writing of the case number, the date the letters were issued, the name of the personal representative and the attorney on the case. We do not supply caveat forms, yet we will supply the claim form once a case is opened. There is no filing fee for any of these forms. Wills and Probate Once your loved one has passed, the custodian of the will must deposit the will with the Clerk of the Court in the county and state where the deceased lived. This must be done within 10 days after being informed that the person has died. A small estates claim can be filed in person or by mail for assets less than $6,000. Spouses of the deceased person who want to release money from a bank account can file a small estates petition. For more information, see filing a small estates petition section. Avoiding Probate In order to preserve your assets and have them distributed as you want, you must see your attorney and advise him or her of your financial situation. The probate of all wills and granting of letters must be in the state and county where the deceased lived. Escheat When a person leaving an estate dies without being survived by any person entitled to it, the possessions shall become the property of the state. If you believe you are entitled to a decedent's estate, you can file a claim form with the Clerk's Office. The claim form is available at the Clerk's Office. It must be filed in duplicate within three months from the date of the first publication of the notice of administration. There is no fee for filing a claim.
