Sweetwater Commission OKs High-Rise Variances
The Sweetwater City Commission approved a special exception and several variances for a new development during a public hearing Tuesday.
The commission granted a reduction in ground-level open space to 3.8%, allowed a building height of 344 feet and permitted a maximum of six housing beds per unit. Approvals are contingent on a site plan submission that meets the Planning and Zoning Official's approval, detailing structures, exits, entrances, drainage, walls, fences, and landscaping.
The commission based its decision on written and oral recommendations from the Planning and Zoning Official. The official found competent substantial evidence that the request complies with the City's Comprehensive Master Plan and Land Development regulations. The commission concluded the development would be compatible with the neighborhood and align with city plans.
The development's site plan must substantially match documents submitted for the hearing, titled the "Variance Package for Capstone Communities." Traffic studies, including a methodology dated Dec. 8, 2025, and a traffic impact analysis dated Feb. 26, 2026, both prepared by Kimley Horn, were reviewed.
The City Commission's actions align with Article VII, Sections 7.01.00 (Non-Use Variances) and 7.05.00 (Special Exceptions and Unusual Uses) of the Land Development Code.
