Food Truck Owner Details Suspect's Alleged Schemes

Luis Rodriguez, owner of the food truck where the incidents allegedly occurred, stated Reyes first approached his business several months ago. Reyes portrayed himself as a high-ranking ICE agent, telling one of Rodriguez's employees, "He said that he was the most important ICE agent in Miami." Surveillance video shows Reyes arriving in a vehicle equipped with blue flashing lights, wearing a badge, and carrying a holstered firearm.

Rodriguez claims Reyes attempted to convince him he could help resolve immigration-related issues for money. Reyes also allegedly spoke loudly about undocumented immigrants near Rodriguez and his employees. Rodriguez recalled, "He made sure I was right next to him so I could hear. He was saying, 'Yes, yes, we have two Nicaraguans and one Haitian.'"

Escalating Suspicion and Confrontation

Rodriguez grew suspicious of Reyes's behavior and claims. He asked Reyes to leave his business, stating, "I said, 'This circus you have going on right here is getting very annoying and very uncomfortable for me and my employees.' 'I’m going to ask you to please get out of my business and never come back.'"

Reyes returned about a month later. Surveillance video from this second visit captures a confrontation involving one of Rodriguez's employees. Rodriguez alleges Reyes threatened the employee during this encounter.
