US Approves Chevron's Expanded Operations in Venezuela Following Sanctions Relief

WASHINGTON – The United States government has issued a license permitting Chevron to expand its oil production activities in Venezuela and export Venezuelan crude to U.S. refineries. The Treasury Department granted the license on November 26, enabling Chevron to re-establish joint ventures with PDVSA, Venezuela's state oil company.

The decision follows an agreement reached between the Venezuelan government and its opposition to resume humanitarian aid programs and political talks. U.S. officials indicated that the sanctions relief intends to support the re-establishment of democratic dialogue in Venezuela.

Under the terms of the license, Chevron maintains operational control and ensures that any profits benefit the company, not PDVSA. Other U.S. and European oil companies operating in Venezuela are also permitted to continue their presence but cannot engage in oil extraction or export.

Chevron previously scaled back its operations in Venezuela in 2020 after the U.S. imposed sanctions on PDVSA. The company had maintained a limited presence, conducting essential maintenance on its facilities.

Analysts noted that any significant increase in Venezuelan oil production would likely take time, possibly six months to a year, due to necessary repairs and upgrades to infrastructure. Venezuela's oil production capacity has declined in recent years, with output falling from 3 million barrels per day in 2000 to approximately 700,000 barrels per day currently.

The U.S. previously imported an average of 500,000 barrels of Venezuelan crude daily before 2019. The recent decision has prompted discussions regarding its potential impact on global oil markets and U.S. fuel prices.

The license to Chevron is contingent on the Venezuelan government and opposition continuing their negotiations. Senior U.S. officials have stated that any further sanctions relief would depend on tangible progress toward a democratic solution in Venezuela.
