This program is authorized in Section 17.61(1), Florida Statutes and is called the Special Purpose Investment Account (SPIA). Component Units of the State, Universities, or Colleges that are created by the Florida Constitution or Florida Statutes are eligible to invest in SPIA. SPIA funds are combined with State funds and are invested as part of the Treasury Investment Pool. The Treasury Investment Pool invests in a combination of short-term liquid instruments and intermediate term fixed income securities. Participants have the ability to invest and obtain funds same day with an 11:00 a.m. deadline. Earnings are posted monthly based on a pro-rata share of total Treasury earnings. Each SPIA participant is assessed a monthly administrative fee of 0.12% of their average daily balance. Identity Theft & Driver License Fraud Protection Language | Idioma English Español The federal REAL ID Act of 2005 set new standards for the issuance of driver licenses and ID cards. The REAL ID Act became effective nationwide on May 11, 2008. Florida began issuing REAL ID compliant credentials after January 1, 2010.  During this time and through September 30, 2026, the credentials had a star in the upper right corner of the card, as shown in the sample license example on the right. On September 30, 2026, the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) began issuing a newly designed Florida driver license and identification card that incorporates the Florida gator into the REAL ID star in the top righthand corner of all cards. Florida is a REAL ID compliant state, and all Florida licenses should be accepted nationwide. The Department of Homeland Security announced on December 20, 2013, that enforcement of REAL ID credentials will begin in a measured, fair and responsible way. New Resident – Welcome to Florida! Language | Idioma English Español You may be considered a resident of Florida when you: Have started employment or engaged in a trade, profession, or occupation in this state. Have enrolled your children in the public schools of this state. Have registered to vote in this state. Have filed for homestead tax exemption on property in this state. Have lived in this state for a period of more than six consecutive months. As a new Florida resident, you must obtain a valid Florida driver license within 30 days of establishing residency to drive on Florida roads. In addition, you must obtain insurance from a Florida insurance agent that is licensed to sell insurance in Florida in order to title and register your vehicle(s), vessel(s), and mobile home(s) within 10 days of establishing residency. Driver’s License/ID Cards Applications for driver’s licenses/ID cards must be made in person at any local office offering driver licenses services. When applying for a driver license, you will be given a vision test, however you may be eligible to receive a license without taking a written or road test. The fee for an initial Florida Class E license (including learner’s permit) is $48.00, a commercial driver license (Class A) license is $75.00 and endorsements are $7.00 each. The fee for an ID Card is $25.00. Most local Tax Collector offices also charge a $6.25 service fee. For a complete list of driver license fees, click here. Required Documentation For a list of the required documentation you will need to obtain a Florida driver license or Florida ID card, please click on your applicable residency status below: U.S. Citizen Immigrant Non-Immigrant Canadian Title/Registration For vehicles with a lien: If the out-of-state title is currently in the possession of an out-of-state lienholder, you must contact the lienholder to request that the title be transferred to Florida. Regardless of whether the lienholder will transfer the title to Florida or not, you must have your vehicle registered. If the lienholder refuses to transfer title from the previous state, request for them to send that to you in writing on letterhead. Once you obtain that letter, you may bring it to a motor vehicle service center to apply for a registration. If the lienholder agrees to have the title transferred to Florida, you may visit a local motor vehicle service center to complete the Application for Certificate of Title With/Without Registration (HSMV form 82040). For vehicles without a lien: Prepare a packet containing the following: (Please note: special circumstances may require additional documentation.) Proof of identity (required for all owners) Proof of Florida insurance Original out-of-state title When applying for title, ALL owners are required to sign a completed Application for Certificate of Title With/Without Registration (HSMV form 82040). Verification of physical inspection of the motor vehicle’s vehicle identification number (VIN), completed on an Application for Certificate of Title With/Without Registration (HSMV form 82040) or Vehicle Identification Number and Odometer Verification (HSMV form 82042). The VIN must be physically inspected and verified by one of the following: A Law Enforcement Officer. A Military Police Officer. A licensed Florida Dealer. A county tax collector employee or Division of Motorist Services Compliance Examiner (which can be located at any local service center offering motor vehicle services). What to Bring

The U.S. Department of Homeland Security REAL ID Act became effective nationwide in 2008, mandating new standards for the issuance of driver licenses and identification cards. Florida began issuing REAL ID-compliant credentials January 1, 2010. New driver licenses and ID cards have a star in the upper right corner of the card, indicating that they are REAL ID-compliant. As part of the REAL ID Act, there are documentation requirements for residents renewing or obtaining a new driver license or ID card. For the first in-office issuance after January 1, 2010, customers must bring original documents that validate their identity, Social Security Number (SSN) and residential address. Customers must visit an office with the required documents if: They are applying for their first driver license or ID card; Their current credential expires and their current driver license or ID card does not have a star in the upper corner; or They have legally changed their name since their last issuance (e.g., by marriage, divorce or court order). The name(s) on their marriage certificate(s) or court order must show how their birth name was changed to their current name. If their name has changed multiple times and the document they provide shows their current name and their birth name, they need only bring the final name change document. If the final marriage certificate does not have both names, they will need to bring all documents that show how their name changed from birth name to current name. Note: In accordance with the REAL ID Act, once a customer provides the required identity documents, they will only need to provide them again if their information changes (e.g., name, residential address). After May 7, 2025, the Transportation Security Administration (TSA) will only accept driver licenses and ID cards with a star in the upper right corner as proof of identification at airports. Individuals currently seeking access to military bases and most Federal facilities must present REAL ID-compliant identification. A United States passport may also be used in place of a REAL ID-compliant card for official identification.
