Key Enhancements: Revamped Main Port Gate: The redesign of the main port gate off MLK Blvd. will introduce additional lanes, streamlining truck entry and improving cargo transport efficiency within the Port. Advanced Truck Processing System: A new system will cut incoming container truck wait times by 50%, significantly reducing emissions and enhancing overall port operations. Expanded Freight Rail Capacity: We will have five new process tracks, each approximately 1,260 feet in length, for a tpta; of 6,300 feet of process track. The project will boost annual freight rail capacity by 116%, increasing it from 44,000 to nearly 100,000 TEUs. The addition of new rail tracks will also provide increased storage for rail cars within the port. Reduced Truck Traffic: By expanding intermodal rail capacity, the project will eliminate 29,000 truck trips annually from the congested Interstate 95 corridor and surface transportation network. Job Creation: At least 105 direct jobs will be created during the construction phase, providing a boost to the local economy The design build project is a collaboration between the Port, Gonzalez & Sons Equipment Inc., HDR, PSA Management, Transystems and Moffatt and Nichol. The project is divided into four phases. Phase 1: rail tracks west of Slip 2, a parking lot west of the molasses tanks and the refrigerated container area just east of the Port’s main entrance. Phase 2: Open Southgate to traffic, construct south track area and the south portion of Port Road (Scheduled to commence January 15th) Phase 3: Open Main Gate to traffic, close old interchange, and construct the north portion of Port Road and Avenue E Phase 4: Complete remaining items

Cargo Types

CONTAINERIZED FREIGHT: DRY CARGO The Port of Palm Beach handles over 280,000 TEUs annually, making it the fourth busiest container port in Florida. The port plays key role in facilitating the movement of dry goods to meet regional and international demand. CONTAINERIZED FREIGHT: REFRIGERATED CARGO With 350+ reefer plugs on Port property, the Port of Palm Beach through port tenant Tropical Shipping, is equipped to efficiently handle refrigerated containers (reefers), ensuring the safe transport of temperature-sensitive goods. A significant portion of the reefer cargo includes frozen products, such as French fries imported from Canada. BULK CARGO: DRY BULK AND LIQUID BULK The Port of Palm Beach plays a vital role in handling bulk cargoes, including raw sugar and molasses produced in Western Palm Beach County, cement for local and regional construction projects, and liquid asphalt used in road construction. This diverse cargo handling supports key industries and infrastructure development throughout the region. BREAKBULK CARGO The Port of Palm Beach through several of its tenants including Heavy Lift Services and Port Contractors, is well-equipped to handle breakbulk cargoes, including artificial reef modules, cement super sacks, and rebar. This versatile cargo handling supports various industries, from environmental conservation to construction, ensuring the efficient movement of essential materials. HEAVY LIFT- PROJECT CARGO The Port of Palm Beach's berth's offer the capability for port tenants to handle heavy lift project cargo using specialized equipment. The port's on-dock rail allows for efficient loading and unloading by directly transferring cargo from ship to rail, streamlining the transport process. ROLL-ON/ROLL-OFF (RORO) CARGO The Port of Palm Beach features roll-on/roll-off (RoRo) ramps that facilitate the easy transport of vehicles, construction equipment, and other rolling stock. These ramps provide a smooth and efficient process for loading and unloading heavy and wheeled cargo directly between ships and land. YACHT SHIPMENTS The Port of Palm Beach is equipped to handle yacht shipments, with the capability to unload yachts directly into the water. This specialized service ensures a seamless and efficient process for transporting luxury yachts, allowing them to be quickly launched and ready for use upon arrival.

Business Development

The Port of Palm Beach is a full-service, diversified landlord port that provides services through its private-sector partners and is responsible for facilitating economic development within Palm Beach County, the region, and the state of Florida. The 162-acre port is located 80 miles north of the city of Miami and has a 300-foot wide inlet channel, with no aerial obstructions. The port has three slips, seventeen berths, and four roll on/roll off ramps for 6,500 linear feet of berthing space to accommodate vessels up to 700 feet long and 100 feet wide. The port’s berthing is 20 minutes from the first sea buoy to anchorage, with operating drafts of minus 33 feet mean low water (MLW). The non-union labor force and easy access to I-95 and Florida’s Turnpike allow for seamless, cost-effective cargo handling. The Port of Palm Beach is an important distribution center for commodities being shipped all over the world, and especially the Caribbean Basin. Operations include containerized, dry bulk, liquid bulk, break bulk, roll on/roll off and heavy-lift/project cargoes. Palm Beach is the only port in South Florida with on-dock rail today. Florida East Coast Railway provides twice-daily service to the port’s rail interchange. The port owns and operates a locomotive and five miles of track. The industrial switching operation is capable of handling box, hopper and double-stack rail cars, with 24/7 operations. Rail operations accommodate 20-axle rail cars, with 450-ton capacity.

Cargo Capabilities

Cargo services at the Port of Palm Beach are unlimited with seamless cargo movement of bulk, break-bulk, containerized, heavy-lift and cold cargoes. Additionally, the Port’s multi-modal transport including rail, truck, barge and vessel services are offered 24 hours a day, seven days per week. Cargo companies interested in operating at the Port of Palm Beach will approve of the benefits offered at this unique port: • Non-union work force • No aerial obstructions • -33 MLW draft • 6,500 linear feet of berthing and 685 feet of Ro-Ro berthing • 1,400 foot by 1,100 foot turning basin • 3 slips, 17 berths, and 4 Ro-Ro ramps • On-port warehouse and office space • 100,000 square foot cold storage facility • Foreign Trade Zone #135 • On-dock rail linked to 5 miles of Port owned track, linked directly to the Florida East Coast Rail Company ( FEC) • Over $100 million in capital improvement projects

Cone of Silence Pursuant to subsection (t) "Cone of Silence," of Section 2-11.1 "Conflict of Interest and Code of Ethics Ordinance" of Miami-Dade County, a cone of silence is imposed concerning the City’s competitive purchasing process, which generally prohibits bidders communicating with staff or elected officials concerning the specific ITB / RFP until such time as the city manager makes a written recommendation concerning the competitive purchase transaction. Private Provider Process

The use of Private Providers for plan review and inspection services is authorized by the current Florida Statute Section 553.791. Private Providers are required to register with the City prior to performing work in the City. Private Provider registration can be accessed on the City’s website under the Building and Fire Safety tab. You will need to select the “Civic Access” tab in the drop-down menu, select “Apply” and then “Private Provider Registration.” The system will then prompt you on the steps to register as a private provider. Once a private provider is registered, they can apply for permits online using the Civic Access System. Note: The City of Altamonte Springs does not have a sample private provider packet for registration. Please review State Statute 553.791 for the requirements concerning the forms required for registering as a private provider. Once a private provider is registered with the City they can utilize the Civic Access Portal to obtain permits. The following documents include, but may not be limited to, the following: Acknowledgement from the fee owner or fee owner’s contractor to hold harmless the City of Altamonte Springs, Building Official and Inspectors from any and all claims with the proposed project. Contacts including, contractor, private provider and owner information A complete set of approved plans stamped by the private provider (if performed by private provider). Revisions made to the original approved plans after permit issuance, including field revisions, must be submitted through the Civic Access System as they occur to Building and Fire Safety Department. Private Providers may conduct plan review and inspections for the following disciplines only: building, electrical, mechanical, fuel gas and plumbing. Plans reviewed by private providers shall be stamped “Approved” by the private provider prior to submittal to the City. A review of the documents will be performed from the following applicable City Departments or Divisions prior to Issuance of a permit: Building and Fire Safety Department (Compliance with the Florida Fire Prevention Code) Growth Management (Impact Fees, Compliance to the Approved Site Plan) Public Works (Grease Trap Interceptor Compliance, Floodplain Manager) The BFSD staff will perform all inspections relating to the Florida Fire Prevention Code compliance including, but not limited to: Fire Protection of Construction, Alteration and Demolition Operations Fire Department Access and Water Supply Sprinkler Systems Standpipe Systems Hood Extinguishing Systems Fire Alarm Systems Smoke Control/Exhaust Systems Rated Assemblies and Penetrations Egress Components Life Safety Components Pre-Power Authorization A pre-power inspection will need to be performed by BFSD personnel prior to power being released by the local utility. This includes compliance with the Florida Fire Prevention Code. Prior to this inspection, all life safety systems, including the fire sprinkler system, need to be completed and operational. The building should be about 95% complete including the electrical systems. Once the pre-power inspection has been passed, BFSD personnel will authorize the release of power from the local utility. Certificate of Occupancy/Certificate Competition Before the Certificate of Occupancy (C/O) or Certificate of Competition (C/C) is issued, the Building Official or their representative may perform a final inspection/audit of the project. The project must also be in fully compliance with the Florida Fire Prevention Code as demonstrated by passing all fire inspections. In addition, the Altamonte Springs Public Works Department is required to sign off on the site permit and any related documentation. The Building and Fire Safety Department and the Public Works Department must sign off on the project prior to the issuance of the C/O or C/C. The City of does not issue Temporary Certificates of Occupancies (TCOs). Building Official Authority Under Private Provide Inspection or Plan Review projects, the Building Code Administrator/Building Official is still the final authority for determining building code compliance, approval of alternative methods and materials and code interpretations.

Virtual Inspections

The City has implemented a virtual inspection program for: Commercial and residential roofs Residential door and window replacement Residential water heaters Residential-type air conditioning unit replacement The system uses online video conferencing to allow inspectors to remotely view the site using a webcam controlled by the owner or contractor. Inspections are available Monday through Friday from 1 to 2:30 p.m. Appointments must be scheduled by 3 p.m. the day prior to the inspection. Requirements Registered CSS Online Portal Account Device with Webcam GoToMeeting Software or App Installed Internet Access Instructions Log in to your CSS account and schedule the inspection type you need performed. In the CSS Comments/Gate Code section, enter the email address used in your GoToMeeting account. Before noon on the inspection day, you’ll receive an email notification containing a meeting link. At your scheduled inspection time, click the link to join the meeting and select the share camera option. Make sure to activate the webcam beforehand. The City Inspector will provide instructions on what to view and how to move the device around. Inspection results are entered into the CSS system during the meeting session.
