City of Crestview Recognizes Graduates of Inaugural Citizens Academy Program
FOR IMMEDIATE RELEASE Crestview, FL – The City of Crestview held a graduation ceremony for participants of the first annual Citizens Academy on Tuesday, July 7 at the Crestview Community Center. The six-week program was created by Crestview City Manager, Jessica Leavins, to give residents an inside look at the daily operations of local government. The program began with 13 signups but grew to a class of 16 after the first week. "A strong community begins with informed and engaged citizens," Leavins said. "The Citizens Academy is about opening the doors of City Hall and providing transparency into how local government works." Each week, city leaders spoke to the class about topics ranging from public safety and city budgeting to community programs, utilities and planning. During the six-week program, participants also toured the new Crestview Recreation Center, received an up-close look at the city's fire trucks and police vehicles, received a demonstration of how local water lines work and more. "We wanted to build meaningful relationships between our residents and the people who serve them every day," said Leavins. "We are excited to have completed this first-ever program and look forward to empowering the next generation of community leaders." Each class provided a unique opportunity to better understand how decisions are made, how services are delivered, and how citizens can become more engaged in shaping the future of Crestview. "As a third-generation Crestview native, I thought I knew my hometown, but I discovered there's so much more to learn," Allison Morris, a Citizens Academy participant said. "This opportunity has given me hope knowing we have city leadership who cares about the people and a team that takes time to address the people's issues head on by inviting them to their front door. This Citizens Academy has given me a deeper appreciation for our city, and I am honored to be part of its inaugural graduating class." Crestview Church of the Nazarene Youth Camp in Guinea-Bissau
The pioneer area of Guinea-Bissau used the Easter holiday to host its third National Youth Camp on the island of Canhabaque, where the work of the Church of the Nazarene has recently begun. With three churches already planted, the island welcomed this important gathering, held 30 March to 5 April 2026. Under the theme “Called for a Purpose,” based on Isaiah 43:1, many young people eagerly travelled by pirogue (a type of boat) from the mainland to the island, about 80 km (nearly 50 miles) into the ocean. With no port available, everyone walked through the water on arrival, carrying their belongings on their heads. The camp takes place each year to bring together young people from across the country. This time, the focus was on discovering God’s purpose for their lives and encouraging them to follow that calling. Evangelism played a key role throughout the event. Many meaningful testimonies came from the camp. Young people responded to God’s call and filled the altar; some even chose to be baptised after the camp. After attending practical workshops that prepared the young people to share their faith, they travelled to three villages on the island — Inorei, Anghaura, and Indena—and shared the gospel message. Many people accepted Jesus, while others renewed their faith. Alongside the spiritual impact, the camp offered participants moments of fun activities like singing and traditional dancing from different ethnic groups. They also formed new friendships, all together creating a warm and vibrant atmosphere. Ensure compliance with state statutes and local ordinances as required The TDD is solely funded by a 6% lodging tax paid by visitors staying overnight in short-term rentals in Okaloosa County. Short-term overnight rentals include hotels, motels, resort motels, apartments, apartment motels, rooming houses, mobile home parks, recreational vehicle parks, condominiums, condominium hotels, timeshare resorts, residential dwellings or campgrounds for a term of 6 months or less. The Florida Statute 125.0104 permits the Board of County Commissioners of Okaloosa County to levy Tourist Development Tax (TDT), and Chapter 20 Article II, Sections 71-78 of the Okaloosa County Ordinances created the Tourist Development Council, established the initial tax rate collection, and identified the special taxing districts with Okaloosa.

Welcome to beautiful Okaloosa County, Florida! For decades we have been captivated by the white sandy beaches of Destin and Okaloosa Island, the eclectic atmosphere of the Fort Walton Beach area; the history, forests and waterways of Crestview and Baker; and the commerce and sense of community in areas like Niceville and Shalimar. In addition to the nine municipalities that make up Okaloosa County, our community is home to the military members and families of Eglin Air Force Base, Hurlburt Field and Duke Field. The United States Air Force, Army, Navy, Marines and Coast Guard Presence diversify, enhance and preserve our community and natural resources. Many visit but we're fortunate enough to call Okaloosa County home. We have numerous accolades for our soft, white, sandy beaches that include "Best Beach, Best Family Destination and Best Place to Boat," to name a few. Acclamations are from media outlets such as USA Today, Southern Living, Travelocity, the Travel Channel and most recently, Okaloosa County made the top ten list for "Best Places for Business & Careers," by Forbes Business Institute. Major economic indicators include tourism and military, while community leaders are consistently striving for more economic diversity. The success of the tourism industry has provided additional environmental resources through the development of a Marine Resources division of the TDD leading projects including invasive species management, our artificial reef program and beach nourishment initiatives. Citizens were presented with the opportunity and voted to approve the expansion of tourism development or "bed tax" countywide in October 2021. Okaloosa County's three airports have another significant impact on the local economy. Destin-Fort Walton Beach Airport (VPS) is a joint-use facility established on Eglin Air Force Base in 1957. This valuable relationship with Eglin assists our military with convenient, affordable air travel, thereby benefitting local residents as well. With the recent addition of Southwest Airlines, the airport flies direct to more than 50 cities. The Bob Sikes Airport in Crestview and the Destin Executive Airport are equally diverse, with Crestview rising as a hub of industry, accommodating aerospace industrial applications from across the globe. Bob Sikes Airport recently welcomed the Hsu Foundation's Aviation Center for Excellence supporting the next generation of STEM education innovators. While working to meet housing and traffic improvement needs, the County is actively working to expand broadband Internet access by installing 60 miles of fiber in north Okaloosa County, funded by the American Rescue Plan Act (ARPA). The County is also closely monitoring and guiding the influx of companies installing additional fiber for residents countywide. Tourism bed tax revenue has continued to be an asset for the County. Collections from the voter-approved expanded bed tax district began in FY 2023 and plans are underway to utilize that funding for tourism-related capital investments countywide. Additionally, bed tax revenue has assisted in the acquisition of properties for additional public parks, including a property on the Santa Rosa Sound in Mary Esther, a parcel of land next to the Shalimar Bridge, Phase II of Veterans Park, and the continued work on the Crystal Beach and Tarpon Beach accesses in Destin. The artificial reef program is also thriving as more large vessels are deployed that are benefitting divers, and the fishing industry while simultaneously creating a sustainable ecosystem for marine life. The innovative design, future growth enhancements and overall technology of these facilities and projects are setting a new standard for economic excellence. Court Services
Court Services | Okaloosa County Pretrial Assessments & Court-related Services The mission of Court Services includes minimizing of unnecessary and expensive incarcerations in the county jail by expediting the judicial process and providing the court system with critical and timely information on those individuals incarcerated. Another part of the Court Services mission is to provide defendants who meet established requirements the opportunity to participate in certain programs. These programs are designed to assist them in remaining productive citizens while bringing about an effective disposition of their cases while also promoting public safety. Services Defined Court Services is a collection of judicial programs designed to provide pretrial assessments and other court related services to those who have been arrested and are facing incarceration while they process through the court system. Included under Court Services are Pretrial Services, the Forensic Mental Health Court Case Manager, Mental Health Court Case Manager, Drug Court Case Manager and the Veterans Court Case Manager. Court Services provides through its Pretrial Services division a means to facilitate the use of financial and non-financial release of persons arrested and accused of a crime, ensure their speedy release from custody, minimize failures to appear in court and also minimize the potential danger to the community. Pretrial Services also provides the judiciary with sound information to assist them in making informed decisions on bond at the defendant's first court appearance. Pretrial Services also include a Mental Health Pretrial Officer which was established to provide early intervention of those individuals charged with criminal offenses, who are either in treatment of mental health issues or suffering from a mental health condition that has been untreated. With this information, the Mental Health Pretrial Officer facilitates a timely diagnosis, develops treatment plans, and ensures follow-up mental health treatment. Court Services provides case management services through the Forensic Mental Health Specialist to persons with a mental illness who have been adjudicated as "Incompetent to Proceed" or "Not Guilty by Reason of Insanity". Through assessments and establishing service/treatment plans in conjunction with State Treatment Facility Staff, this program assists defendants while helping to reduce costly incarceration and treatment during extended periods of confinement. Court Services also provides case management services through the Mental Health Court Case Manager who screens defendants for their eligibility for Mental Health Court. The Mental Health Court Case Manager completes assessments and evaluations as well as attends court on those defendants who meet the criteria for the program. The Mental Health Court Case Manager also works closely with other agencies in making appropriate referrals for services. Court Services also provides case management services through the Drug Court Case Manager who screens prospective defendants arrested on felony drug-related cases for possible entry into the Drug Court Program. The Drug Court Program offers an alternative means by which defendants participating in an outpatient status in program are treated for their addictions and provides them an opportunity to lead drug free lives. This program expedites the judicial process and aids in reducing the amount of time a defendant may spend incarcerated. Court Services also provides case management services through the Veterans Court Case Manager who screens defendants for their eligibility for the Veterans Court Program. The Veterans Court Case Manager completes assessments and evaluations on defendants as well as attends court on those in the program. The Veterans Court Case Manager works closely with other agencies to determine eligibility for Veterans services and also make appropriate referrals. Crestview Church of the Nazarene Youth Camp in Guinea-Bissau
"The pioneer area of Guinea-Bissau used the Easter holiday to host its third National Youth Camp on the island of Canhabaque, where the work of the Church of the Nazarene has recently begun. With three churches already planted, the island welcomed this important gathering, held 30 March to 5 April 2026. Under the theme “Called for a Purpose,” based on Isaiah 43:1, many young people eagerly travelled by pirogue (a type of boat) from the mainland to the island, about 80 km (nearly 50 miles) into the ocean. With no port available, everyone walked through the water on arrival, carrying their belongings on their heads. The camp takes place each year to bring together young people from across the country. This time, the focus was on discovering God’s purpose for their lives and encouraging them to follow that calling. Evangelism played a key role throughout the event. Many meaningful testimonies came from the camp. Young people responded to God’s call and filled the altar; some even chose to be baptised after the camp. After attending practical workshops that prepared the young people to share their faith, they travelled to three villages on the island — Inorei, Anghaura, and Indena—and shared the gospel message. Many people accepted Jesus, while others renewed their faith. Alongside the spiritual impact, the camp offered participants moments of fun activities like singing and traditional dancing from different ethnic groups. They also formed new friendships, all together creating a warm and vibrant atmosphere.
