Carol Riggenbach Appointed Interim City Manager

We are pleased to announce that Carol Riggenbach, our current Finance Director, has been appointed to serve as Interim City Manager effective April 6, 2026, and continuing through the appointment of the permanent City Manager. Mrs. Riggenbach has demonstrated exceptional leadership, financial stewardship, and a deep commitment to the City of Franklin and the community throughout her tenure.  Her extensive experience in municipal operations and her steady, collaborative approach make her well-suited to guide the city during this transition period. Applications may be obtained at the Office of County Judge Executive Mason Barnes in the Historic Courthouse at 100 Courthouse Square, Franklin, KY, between 8:00 AM & 4:00 PM, Monday through Friday, or at www.simpsoncountyky.gov and may be submitted to the County Judge Executive, Mason Barnes, at PO Box 242, Franklin, KY 42135-0242. Applications should be submitted by 4:00 PM on June 4, 2026. Simpson County Fiscal Court does not discriminate on the basis of race, color, origin, age, gender, or disability.   P&Z Administrator   Job Duties Interpret and enforce current regulations Review and evaluate regulations for updating Handle clerical duties, including but not limited to: ensuring that all forms and applications are submitted correctly, issuing permits properly, retaining all records, scheduling all meetings, preparing agendas for meetings, preparing meeting minutes for approval, scheduling and advertising public hearings, compiling monthly activity reports Review of all applications, development plans, zone change requests, conditional use permits, and requested variances Assist with property maintenance code enforcement Communicating the regulations and office practices properly to community members, contractors, and developers Attending all Planning & Zoning Commission and Planning & Zoning Board of Adjustment meetings in an advisory capacity Communicate regularly with the Judge Executive and Fiscal Court Communicate and work together with other County Departments such as the County Clerk’s Office, Public Works, and the Office of Emergency Management on all issues related to Planning and Zoning Ensure that all plats, forms, and documents are properly recorded Complete annual continued education hours as prescribed by law   Required Qualifications High School diploma or equivalent Minimum 1-year experience in related field   Preferred Skills Training or degree in urban planning Training or degree in public administration Level one building inspection certification Knowledgeable in Excel, Access, or other permitting software Proficiency/understanding of ArcGIS software and management The post Employment Opportunity – Planning and Zoning Administrator first appeared on Simpson County Kentucky."
