Letters of Interest - LCTID- Mink St Rd Improvement
Sealed Letters of Interest (LOI) will be accepted until Monday, November 2, 2026 at 2:00 PM and opened at that time. Seal envelopes containing the LOI must be addressed to the Licking County Transportation Improvement District, Attn: Jared Knerr, 20 S. Second Street, 3rd Floor, Newark,Ohio. The envelope shall be endorsed on the outside, “LCTID-Mink St Rd Improvement”. Scope of Service may be obtained from the Office of the Licking CountyEngineer or the Licking County Website (https://lickingcounty.gov/depts/engineer/default.htm ), posted under Bids/Contracts.

Weights & Measures
Preble County Auditor - Weights & Measures Weights & Measures The Auditor is the Sealer of Weights and Measures for the entire County, thus protecting the general public and seller/retailer from the possible loss which may occur from faulty measuring devices, such as scales and pumps. The Auditor is charged with the responsibility of insuring that all State laws relating to weights and measures are strictly enforced. Sealers also perform "spot-checks" on prepackaged items to test the weight of the contents and test check-out scanning devices for pricing accuracy. County sealers are certified by the Ohio Department of Agriculture. If you are going into business or you are already in business and will be using a weighing or measuring device, please contact our office for more information. These services are performed to insure the consumer is getting the quantity shown on the measuring device. If you believe a gas pump or scale did not perform properly for the goods you received, please contact the Preble County Auditor’s Office, Weights & Measures Division at 937-456-8131.

Board of Revision TEST Announcements: Public Notice - Board of Revision annual organizational meeting to be held on Jan 13, 2020 . The Board of Revision accepts “Complaint Against the Valuation of Real Property” from January 1st through March 31st of the following tax year. Annual Board of Revision Organizational Meeting, 2nd Monday of January, 2pm. in Auditor’ office, second-floor Courthouse, 101 E Main St, Eaton, OH The Ohio Revised Code, Sections 5715.13 through 5715.19 provides a mechanism for persons to challenge the Auditor’s opinion of the Market Value of property through the local County Board of Revision (known as "BOR"). The local BOR members are the County Auditor, County Treasurer, and a County Commissioner or representative. The BOR meets annually and has the authority to examine complaints, properly filed, on the value of Real Property for the prior tax year, payable in the current year. The owner of the real estate, the owner’s attorney, the attorney for the local School Board and other interested parties may file a BOR complaint. The “Complaint Against the Valuation of Real Property” form (DTE Form 1) is available from January through March at the Auditor’s Office or on this web site and must be filed in the Auditor’s Office no later than 4:30 on March 31st. Complaints will be accepted by mail, if post marked on or before the March 31st deadline. Complaints received by mail or filed after the March 31st deadline may be invalid and it will be subject to dismissal and may not be heard on their merits. Questions? Conveyance Fee
Preble County Auditor - Conveyance Fee Conveyance Fee Effective September 25, 2009...Preble County conveyance fees will increase from $2.00 (two dollars) to $3.00 (three dollars) for every $1,000 (one thousand dollars) of the sale price. Preble County Commissioners have imposed a $2.00 (two dollars) per thousand permissive conveyance tax in addition to the mandatory $1.00 (one dollar) per thousand conveyance fee. Transfer tax is $0.50 (fifty cents) per parcel. For more information regarding fees call 937-456-8129.

CAUV (Current Agricultural Use Valuation)
CAUV (Current Agricultural Use Valuation) The Current Agricultural Use Valuation program provides a substantial reduction in the valuation of land that is exclusively dedicated to agricultural purposes. Initial and renewal applications may be filed after January 1st. There is a fee of $25 for initial applications. Checks must be payable to Preble County Auditor Lavon Wright and should be forwarded to: 101 E. Main St., P.O. Box 361, Eaton, Oh. 45320. All initial applications for CAUV must be filed prior to the first Monday in March. There is no charge for renewal applications for land already on the CAUV program. Renewal applications will be mailed to each owner annually and must be returned prior to the first Monday in March. Land that is removed from the CAUV program is charged a recoupment charge equal the savings for three years that resulted from participation in the CAUV valuation versus valuation outside of the program. Frequently Asked Questions Q. Are all farms in Ohio used exclusively for commercial agricultural purposes eligible to be taxed on their current agricultural use value? A. Yes, if they contain 10 acres or more exclusive of any homesite. Those under 10 acres can qualify if the land has produced a gross income for the past three years of at least $2,500 each year or should reasonably be expected to produce that much during the current year. Q. Will all farms automatically be valued on a CAUV basis? A. No. Renewal Applications must be returned by the 1st Monday in March each year at the Preble County Auditor's office. Q. What does an owner have to do to be taxed on the Current Agricultural Use Value? A. File a DTE 109 application with the County Auditor between the first Monday in January and the first Monday in March and pay a one-time application fee of $25. There is no annual renewal fee. Q. What qualifies as land devoted exclusively to commercial agricultural use? A. 1) It qualifies if more than 10 acres are devoted exclusively to commercial production of field crops; tobacco, fruit, vegetables, timber, nursery stock, ornamental trees, sod or flowers; or if it qualified for a land retirement or conservation program under an agreement with the federal government. 2) If less than 10 acres, it qualifies if, during the past three years, it produced a gross income of at least $2,500 each year or has an anticipated gross income of such amount during the current year. Q. Do you have to own a farm for three years before you can apply? A. No. The farm must qualify not the owner. Q. How often is real estate appraised for tax assessment purposes? A. Revaluations occur every three years. Q. Is the taxable values the same as appraised value? A. No. In Ohio, tax value, or tax assessed value, is 35% of the appraised market value. Q. How were farms valued before this law was enacted? A. On the basis of estimated market value. Q. How does CAUV valuation differ from fair market value? A. The fair market value approach depends upon the comparison of sales of similarly situated farms and where the highest and best use sets value. The CAUV method depends upon capitalizing the expected net income from farming. Q. Will some farms have lower appraised values using the CAUV? A. Yes. The fair market value reflects what a buyer is willing to pay regardless of the farm's agricultural production capability. Q. Are the term's "tracts", "lots" and "parcels" used interchangeably? A. For the purpose of this act they are. Q. If I am in the CAUV program can I be enrolled in the Ohio Department of Forestry program as well? A. No, a Woodland is not eligible for tax savings under both programs. An owner must choose one or the other. On parcels of 10 acres or more, timber qualifies for the CAUV program, meeting the commercial production test. Q. What are the liabilities if incorrect information is given? A. If you knowingly give false information on an application, you are guilty of a misdemeanor of the first degree. Q. What happens if the land is converted into a non-qualifying use? A. The owner is required to pay the tax savings for the last three years that resulted from the land being valued under the CAUV program. Q. What causes one to become subject to recoupment? A. Failure to return a renewal application or if a change in use occurs so that the land is not devoted exclusively to agricultural purposes. Q. Do golf courses qualify under the CAUV? A. No. Q. Does raising race horses or saddle horses qualify? A. Yes. This is a type of animal husbandry. However, a racetrack does not qualify. Q. Do greenhouses qualify? A. Yes. As long as it meets the CAUV income requirements. Q. Do garden stores qualify? A. No. Q. Does aquaculture qualify? A. Yes, the raising of plants or animals as fish or shellfish in or under the sea, lake or river or other body of water. Q. Does apiculture qualify? A. Yes. The raising and care of bees qualifies

Vendor's License
Preble County Auditor - Vendor's License Vendor's License H.B. 508, effective September 6, 2012, amended Ohio Revised Code 5739.17 to reduce the types of vendor’s licenses to regular county and transient. The Department of Taxation will no longer issue service or delivery vendor’s licenses. Vendors who now have service or delivery vendor’s licenses will continue to make sales using their current license. These vendors are not required to obtain a new vendor’s license. Every Ohio retailer (vendor) making taxable retail sales must obtain a vendor's license, collect sales tax, file tax returns with payments of tax collected and maintain complete records of transactions. Ohio Revised Code: Chapter 5739 There are different types of vendor's licenses for different types of businesses. Depending on the nature of the business one or more of the following licenses must be obtained. Regular Vendor's License:Issued by the County Auditor to vendors with a fixed place of business in Ohio. Vendors must have a vendor's license for each sales location. Application Fee: $50.00 Transient Vendor's License:Issued by the Department of Taxation (through Ohio.Gov, Business Gateway) to vendors who transport stocks of goods to temporary places of business in order to make sales. Valid in all 88 Counties in Ohio. Application Fee: $50.00 Vendor's licenses are not transferable. Any change in ownership (sole proprietor to partnership, partnership to corporation, corporation to sole proprietor, partnership to sole proprietor) requires a new license. Any change in the sales location (moving from one town to another, moving to another location in town, moving to a new location within a shopping center) covered by a regular county vendor's license requires the vendor to file for a change of address, as long as the location remains in the same county. Applications for vendor's licenses issued by the Department of taxation are available at their website: tax.ohio.gov, or by calling 800-282-1782.

Your Monroe County Library System card opens the door to a world of information and entertainment: books, e-books, movies, music downloads, CDs, audiobooks, online newspaper and magazine articles, library computers and more. All you need to get started is a library card. Card/Account Registration You can register for a library card at any MCLS library. You will be required to show a form of identification to verify identity and County residence. Youth and children’s cards can be issued at most ages with approval of a guardian. Corporate and business card registration is also available. Register for a MCLS E-Card, which provides access to our digital collections only. Our digital collections include downloadable e-books, e-audiobooks and videos as well as research databases. Full borrowing and library use privileges can be obtained with on-site registration. WIC is a supplemental food and nutrition education program. WIC provides services to women, who are pregnant, breastfeeding or have a baby less than 6 months old, and infants and children up to five years old. Dads, grandparents, foster parents of young children, and working families are welcome at WIC too! To qualify for WIC services you must: Live in Ohio Meet WIC income guidelines Meet certain nutritional or health risks What does WIC provide? Nutrition education and support Breastfeeding education and support Referral for health care Immunization screening and referral Supplemental foods like: Milk, Cereal, Juice, Eggs, Peanut Butter or Beans, Infant formula, fruits and vegetables and whole grains. How do I apply? To apply, make an appointment with WIC.
