Crook County Planning Commission regular meeting - October 14, 2026 @ 4:00 PM Public Notice Posted on September 16, 2026 Notice of Planning Commission Meeting Notice is hereby given that the Crook County Planning Commission will hold a public meeting at 4:00 PM on Wednesday, October 14, 2026, to consider the following: The principal subject(s) anticipated to be discussed are: Consent Agenda: Minutes. Public Hearing Continuation: 217-26-000141-PLNG Comprehensive Plan Text Amendment & 217-26-000142-PLNG Zone Map Amendment; see below for info. Other Business: Community Development Updates. Additional items may be discussed that arise too late to be included as part of this notice. For complete agenda and scheduled times, please see the website: https://publicportal.crookcountyor.gov/. 217-26-000141-PLNG Comprehensive Plan Text Amendment & 217-26-000142-PLNG Zone Map Amendment. Bryce and Shonna Clark submitted land use applications on May 21, 2026, requesting a Comprehensive Plan Change and Zone Map Amendment for 79.65 acres at 8400 SW McDonald Road, Powell Butte (Tax Lots 300 and 900). Represented by Kilpatrick Consulting LLC and Caladan Law, the applicants seek to rezone the property from Exclusive Farm Use–3 (EFU-3) to Rural Residential R-5 and R-10 based on an irrevocably committed exception. The hearing is being held pursuant to: Crook County Code 18.172 Administration Provisions. The application is being reviewed with criteria under Crook County Code Title 18 Chapters 18.168 (Legislative Amendments) and 18.170 (Quasi-Judicial Amendments), 18.88 (Rural Residential R-5), 18.92 (Rural Residential R-10), 18.24 (Exclusive Farm Use Zone EFU-3), 18.180 (Transportation Impact Analysis), as well as compliance with Oregon Administrative Rules, Oregon Statewide Planning Goals, Oregon Revised Statutes and the Crook County Comprehensive Plan. A notice of public hearing and location maps are being mailed to all affected property owners, and to the appropriate entities and public agencies at least 20 days prior to the initial Planning Commission hearing. A Post-Acknowledgement Plan Amendment (PAPA) notice has been submitted to Oregon Department of Land Conservation and Development at least 35 days prior to the initial Planning Commission hearing. Written testimony or comments may be submitted to the Crook County Community Development Department by email at [email protected] and may also be submitted in person or by mail to 300 NE 3rd St, Room 12, Prineville, OR 97754. Written testimony will be accepted and presented to the Planning Commission at any time until the record closes, which may occur as soon as the conclusion of the public hearing. However, if you would also like your written testimony included in the presented staff report, please submit it by Friday, October 2, 2026.
