NOTICE OF PUBLIC COMMENT PERIOD AND PUBLIC HEARING PROPOSED FY 2026 ANNUAL ACTION PLAN AND SUBSTANTIAL AMENDMENTS TO FY 2018, 2019, and 2020 ANNUAL ACTION PLANS CITY OF ROCKY MOUNT AND DOWN EAST HOME CONSORTIUM The City of Rocky Mount and the Down East HOME Consortium have prepared the Annual Action Plan for Fiscal Year 2026 for the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program and the HOME Investment Partnerships Program (HOME) funds. The Annual Action Plan for Fiscal Year 2026 outlines how the City intends to expend an estimated $501,884 in CDBG funds and $358,801 in HOME funds. The proposed CDBG and HOME budgets are based on estimated HUD allocations; upon receipt of the actual 2026 HUD award amounts, the City will adjust the budgets accordingly and incorporate any required revisions into the final Annual Action Plan. In order to obtain the views of citizens, public agencies, and other interested parties, the Plan will be available for a 30-day public review period beginning April 2, 2026 through May 5, 2026, at the following locations: Rocky Mount, NC Office of Housing and Community Development Frederick E. Franklin Street Rocky Mount, NC 27804 Edgecombe County, NC Monday, May 4, 2026, at 6:00 p.m. Commissioners Room, 2nd Floor 201 St. Andrew Street Tarboro, NC 27886 Both public hearing locations are accessible to persons with physical disabilities. The City is also proposing substantial amendments to the 2018, 2019, and 2020 Annual Action Plans as described in the table below. These amendments are necessary to transfer funds from previously planned projects and ensure timely expenditures.
