No. A HERO operator is not a law enforcement officer. However, they are able to assist law enforcement officers at the scene of an incident. How will I know that this is a real GDOT employee? HERO operators wear an assigned uniform that readily identifies them as a Georgia DOT Incident Management Technician. They will provide identification immediately upon request. Can I give them a tip for helping me? No, a HERO operator is a state employee and is paid by the Georgia Department of Transportation. Will a HERO operator ever pass me while I'm stranded on the road? HERO operators are primarily responsible for incident management and roadway clearance. Assisting stranded motorists is a secondary duty as conditions allow. During major traffic incidents or severe weather, a HERO operator may not be available for routine motorist assistance. You should arrange for alternate roadside assistance during these times. Exceptions may be made for disabled vehicles obstructing travel lanes. Can a HERO tow me to the nearest service station or exit? No, the HERO program is not a wrecker service and does not tow vehicles. The push bumpers on the vehicles gently push a stalled vehicle to the shoulder. A HERO operator will then offer you the use of a cellular telephone to call a wrecker service. Why did the Georgia DOT implement the HERO program? The HERO program is an integral part of a comprehensive effort to safely and efficiently keep traffic moving. One minute of lane blockage results in four to seven minutes of delay to motorists. Goals Relieve congestion and maintain consistent traffic flow at incident locations Reduce response time to traffic-related incidents Patrol 382 miles of metro Atlanta freeways Respond to incidents on metro Atlanta freeways Provide support to law enforcement, first-response and other emergency agencies Assist in clearing stalled vehicles from travel lanes Help stranded motorists with minor mechanical problems Funding Funding for the HERO program has been provided by Congestion Mitigation/Air Quality (CMAQ) Fund under the guidance of the Atlanta Regional Commission's (ARC) Incident Management Taskforce. Joint Agency Data Acquisition and Management Program​ - GDOT Program Overview In 2021, the Georgia Department of Transportation and Atlanta Regional Commission officially launched a collaborative effort to identify, specify, manage, and purchase large datasets and analytics platforms. Intercity Rail Daily passenger rail service in Georgia is served by four Amtrak routes, three of which serve coastal Georgia, the Palmetto, Silver Meteor, and Silver Star. The Palmetto operates between New York and Savannah, while the Silver Star and Silver Meteor operate between New York and Miami. Each of the three coastal trains stop in Savannah, and the Silver Star adds a stop in Jesup. North Georgia is served by Amtrak’s Crescent route, which travels between New Orleans and New York City with stops in Atlanta, Gainesville, and Toccoa. The FY 2025 Call for Projects for transit funding is now open for the following Federal Transit Administration’s (FTA’s) programs: Section 5303 Metropolitan Planning Program Section 5304 Statewide Planning Program Section 5307 Formula Grants for Small Urban Transit Program Section 5311 Formula Grants for Rural Areas Program Section 5311(f) Formula Grants for Intercity Bus Program Section 5339 Formula Grants for Program Bus and Bus Facilities Infrastructure Investments Program Eligible recipients include states and federally recognized Indian Tribes, state or local government authorities, nonprofit organizations, and operators of public transportation services. Eligible activities include planning, operating, and capital assistance, job access and reverse commute projects, mobility management activities, and the acquisition of public transportation services. CHAMP is Georgia DOT’s roadside assistance and maintenance program covering interstates outside of Metro Atlanta (except I-59 and I-24). This program is an integral part of our goal to provide safe and maintained roadways, support emergency responders and assist motorists outside of the HERO covered area in Metro Atlanta. What are the key functions of CHAMP CHAMP’s has three primary functions: roadway maintenance, motorist assistance and emergency response. Provide quick response to maintenance issues and enhance proactive major maintenance by providing immediate district notification about bridge/roadway damage, signs down, markings missing, signal malfunction, commercial vehicle crashes and spills and other major maintenance concerns. Ramp Meters are traffic signal devices located on entrance ramps to the freeway. They regulate the frequency of vehicles entering the flow of traffic on a freeway. The meters work similar to traffic signals with a red and green light. All vehicles must stop when the light is red. Vehicles are only permitted to move onto the freeway when the signal turns green. The new signals are easier to understand because it uses an arrow to display the type of left turn movement allowed. Here’s what the various arrows mean: Solid Green Ok to turn left; oncoming traffic must stop Flashing Yellow Ok to turn left after yielding to oncoming traffic and pedestrians Solid Yellow Prepare to stop or clear intersection before solid red arrow appears Solid Red STOP - no turn allowed Criteria The following criteria is used to help select appropriate locations: Intersections where traffic congestion is a recurring problem. Most “eligible” intersections have standard “dog house” 5-section traffic signal - drivers make “permissive left.” Most “eligible” intersections have high traffic volumes and accident rates. NOTE: Flashing Yellow Arrows is the preferred left turn treatment for all new signal upgrades. If the traffic signal has a malfunction the left turn will flash red. As with all signalized intersections, a flashing red is treated as a stop condition and flashing yellow is treated as proceed with caution. If all indications at an intersection are flashing red or the intersection is dark it should be treated as a four-way stop. Benefits Flashing Yellow Arrows are just one of Georgia DOT’s operational improvements that are cost-effective, proven, innovative and safe. Federal Highway Administration (FHWA) encourages the use of Flashing Yellow Arrows. Based on FHWA guidance, Georgia DOT policy now identifies Flashing Yellow Arrows as the preferred intersection traffic signal. FHWA studies found that flashing yellow arrows: Help reduce left turn crashes by 35% Move more traffic through an intersection, easing traffic congestion Reduce vehicle idling and air pollution Reduced pollution NOTE: Drivers made fewer mistakes with the new Flashing Yellow Arrows than with traditional left-turn arrow signals. TDF models are an integral part of transportation planning. These models are used by GDOT and Georgia's metropolitan planning organizations (MPOs) to evaluate the performance of road networks in the state's urban areas. Role of Travel Demand Models The models play an important role in supporting the development of the federally required Long Range Transportation Plans (LRTPs). Local Government Resources

Georgia DOT has a wide range of transportation programs and services that aid local government agencies in maintaining their local transportation systems. Local Maintenance & Improvement Grant (LMIG) Transportation Investment Act (TIA) Local Administered Projects (LAP) Airport Aid Program Transit Program Certifications & Training Off-System Safety Program Currently, crashes on county roads and city streets, also known as off-system roads, account for over 40% of the fatalities in Georgia. The Georgia Department of Transportation (GDOT) is taking an active role in reducing the number of fatalities on Georgia’s Off-System Roads. This requires a significant investment in improving safety on these routes by both local governments and GDOT. In an effort to reduce the severity and frequency of crashes on off system routes, GDOT implemented the OSS Program in 2005 in the State Traffic Operations Office. The OSS Program is now administered by the Local Grants Office, which lets the safety projects. Funding is through the federal safety program in order to enhance safety on local routes through low-cost countermeasures such as striping and sign replacement as well as rumble strips and raised pavement marker installations. All work must be completed within existing rights of way; no additional pavement may be added. Projects are selected using a data driven approach. The State Aid Coordinator for each district identifies projects by reviewing crash data for the counties in their district and then determining where there is the greatest need for safety improvements. The QR Program, which is administered by the Local Grants Office, allows the Department a mechanism to quickly identify, approve and construct small traffic operational projects through our seven District Offices around the state. This process allows each District Engineer the ability to quickly identify a needed project, solicit a minimum of (3) bids and then award the project to the lowest bidder. Over the years, Georgia law has been revised to allow the cost of a QR project to increase up to $500,000 which has greatly improved the flexibility of the program. Compliance Review The Office of Audits reviews single audit reports of subrecipients who have received federal funds through GDOT and who meet the threshold. The Office of Audits identifies audit findings related to GDOT programs and notifies the appropriate office. Program offices issue a management decision for audit findings pertaining to subawards they administer and follow-up to ensure subrecipients take timely and appropriate corrective action. To verify GDOT’s subrecipients meet federal audit requirements, the Office of Audits Compiles subaward expenditures by subrecipient and fiscal period Periodically obtains single audit reports from the Federal Audit Clearinghouse (FAC) Requests a Single Audit Certification form from subrecipients who have not filed a single audit reporting package with FAC.
