STATEMENT OF PURPOSE: The purpose of this Scope of Work is to provide protective measures to the potable water distribution system, in Southport and Panama City, Bay County, Florida, funded through the Hazard Mitigation Grant Program (HMGP) DR-4399-018-R, as approved by the Florida Division of Emergency Management (Division) and the Federal Emergency Management Agency (FEMA). PROJECT OVERVIEW: As a Hazard Mitigation Grant Program project, the Sub-Recipient proposes to provide protection to the potable water distribution system in Southport and Panama City, Florida, 32401, 32404, 32405, and 32409. Coordinates (30.295327, -85.643904). The scope is for Phase I only, which includes but is not limited to surveying, engineering, design, plans preparation, permitting, and bidding for the proposed project, for Phase II approval. No construction activities for this project have been approved. When completed, the Sub-Recipient shall provide deliverables for Phase II review of the following proposed activities. Phase II's proposed scope of work shall include improving the potable water distribution system of the County by adding redundancy to the network, to improve its serviceability and functionality. The project consists of two zones; Zone A, located along Highway 77A in Southport, shall include the installation of approximately 260 LF of 10" PVC water main in steel casing across two locations directionally bored under the roadway. Zone B covers an area of approximately 1.8 square miles and shall include the installation of more than 9,500 LF of potable water main piping, including the required fittings and appurtenances for system looping. Additionally, the project shall include approximately 36 isolation gate valves. The multiple cross-connections between the two transmission lines shall provide component redundancies throughout the system to better allow for isolation of localized segments should breakage occur and bypassing the flow around the isolated area while the breakage is addressed. The project shall mitigate the risk of potable water service losses to the impacted population, allowing them to recover faster. The project shall be designed to provide protection against a 500-year storm event. Activities shall be completed in strict compliance with Federal, State, and Local applicable Rules and Regulations. The Grant is also funded in part through Community Development Block Grant Funds Project M0061 through the Department of Florida Commerce and the U.S. Department of Housing and Urban Development (HUD). PROJECT TIMELINE: Engineer Design Phase 1 - 100% Complete; Phase II Construction - January 2024; Contract Received, Construction Procurement - August 2024; Construction Ends - July 2025; Closeout - April 2026.

"  Dear Residents, Last Sunday (June 7), approximately 500 people gathered around Canton’s Charter Oak to demonstrate their support for Black Lives Matter. It was an impressive display, from the high school students who organized the rally to the townspeople who held up signs and took a knee, to the town officials who joined in, to the traffic passing by on Route 179 shouting and honking support. We joined together and made our voices heard. To all who demonstrated against police violence and systemic racism – thank you for giving our country a real opportunity to end these two scourges. Our challenge in the months ahead will be follow-up. Too many principled movements have ended without action, which has brought our country to where it is today. Let me ask you to commit to helping our town, state and national government ensure that Black Lives Matter. Our government becomes greater when people get involved, respect each other’s opinions and decide important issues based on a broad spectrum of views. You can start by asking questions, reading meeting minutes, attending the meetings and by speaking up. Your idea might be the very one that helps our nation heal. If we can send people to the moon, we can end the tragedies that have made the Black Lives Matter movement necessary. This is what democracy looks like. Stay well, Bob Bessel "

"  5/21/20 Dear Residents, After several months of hearings and deliberations, the Canton Board of Finance approved a budget of $40,674,313 for the fiscal year 2020-2021. The mill rate is now set at 32.59, a 1.75% increase over the current year (32.03). To reach this budget, the Board of Finance asked the Boards of Education and Selectmen to reduce their budgets by an additional $138,000 and $121,000 respectively. The goal was to increase affordability while holding the line on education, support programs and public safety.  Town staff found savings by recognizing reduced services resulting from COVID 19 restrictions plus the use of alternative sources of funding for several projects (police/EMS communications study, replacement structure for transfer station employees) along with restructuring of the assistant superintendent position. The Boards had the good sense to approve them! The final reduction of $248,895 ($127,895 from BOE, $121,000 from the Selectmen) resulted in a well-balanced budget accomplished in a collaborative manner. My hat’s off to BOF Chair Jennifer Rottkamp who set the tone from the beginning. We now move into the next fiscal year with the resources to support our town as we face the challenges ahead. There will be many! Working together and listening to each other, Canton will continue to prevail and preserve our special identity.  Thank you all for your comments and insights. Keep them coming! Stay well, Bob Bessel "
