STATEMENT OF PURPOSE:

STATEMENT OF PURPOSE: The purpose of this Scope of Work is to provide a FEMA P-361 Standards standalone safe room at the Bay County Jail in Panama City, Bay County, Florida, funded through the Hazard Mitigation Grant Program (HMGP) DR-4399-020-R, as approved by the Florida Division of Emergency Management (Division) and the Federal Emergency Management Agency (FEMA). PROJECT OVERVIEW: As a Hazard Mitigation Grant Program project, the Sub-Recipient proposes to construct a standalone safe room at the Bay County Jail, 5700 Star Lane, Panama City, Florida, 32404. Coordinates (30.225729, -85.561866). The scope is for Phase I only, which includes but is not limited to surveying, engineering, design, plans preparation, permitting, and bidding for the proposed project, for Phase II approval. No construction activities are approved at this time. The design proposed for Phase II scope is the construction of a new standalone hurricane-safe room to withstand winds up to 200 MPH in compliance with all standards and requirements from FEMA P-361. The safe room shall provide near-absolute protection for first responders including law enforcement, emergency medical services, public works, and utility partners and their respective equipment during tornadic events and after disasters. To maximize the functionality of the safe room, the space shall be used as Continuity of Operations Plan (COOP) site for proceedings during non-disaster periods and as an alternative Emergency Operations Center (EOC). Wind protection shall be provided on any other opening such as vents, louvers, and exhaust fans. All installations shall be in strict compliance with the FEMA P-361 specifications, and all materials shall be certified to meet wind and impact standards. The local municipal or county building department shall inspect and certify installation according to the manufacturer's specifications. The Grant is also funded in part through Community Development Block Grant Funds Project M0059 through the Department of Florida Commerce and the U.S. Department of Housing and Urban Development (HUD). Project Timeline: Construction Start: January 2025 Closeout: May 2026

Bryan College Junior Wins Prestigious Ledford Scholarship for Constitutional Research

Bryan College junior Nathanael Butler has been awarded a prestigious Ledford Scholarship from the Appalachian College Association (ACA), recognizing his academic excellence and supporting his original research in the field of political and legal studies.Butler, a Politics and Government major, is conducting research that examines and compares the originalist judicial philosophies of U.S. Supreme Court Justices Antonin Scalia and Clarence Thomas. His work explores how each justice interprets and applies the Constitution, contributing to ongoing conversations about constitutional interpretation and civic understanding.Advancing Research in Constitutional InterpretationButler first presented his research at Bryan College’s undergraduate research conference this spring and will continue developing the project through the support of the Ledford Scholarship. For him, the work goes beyond academic interest.“Getting to conduct research on important legal issues is not only enjoyable to me,” Butler said, “but it highlights a key issue in society, which is a lack of civic education.” He described the opportunity as “quite literally the ‘dream summer job.’”A Passion Guided by MentorshipAccording to faculty mentor Dr. Andrew Kaufmann, Butler’s research focus reflects a longstanding academic passion.“When Nathanael started as a student at Bryan, it was clear he had a special interest in the Supreme Court and how to faithfully interpret and apply the U.S. Constitution,” Kaufmann said. “It was therefore no surprise to me that when we first met to discuss possible topics to pursue as a Ledford Scholar, he wanted to explore the philosophy of originalism.”Kaufmann noted that Butler’s chosen topic—a comparison of Scalia’s and Thomas’s originalist frameworks—is especially relevant in today’s legal and cultural landscape. Bryan College Names 2026 Lions of Valor Award Winners

Bryan College Athletics has named senior men’s basketball player Nick Chambless and senior track and field and cross country athlete Kennedy Groves as the 2026 recipients of the Lion of Valor Award. The award is the highest athletic honor presented by the Bryan College Department of Athletics.The annual honor recognizes one male and one female student-athlete each year. Recipients must demonstrate athletic excellence, Christ-like character, leadership, faith, and service.An Award Centered on Faith and CharacterThe Lion of Valor Award is inspired by I Chronicles 12:8. The passage describes “mighty men of valor” whose “faces were like the faces of lions.” The award reflects Bryan College Athletics’ commitment to developing student-athletes who compete with strength, integrity, humility, and faith.Bryan College athletics staff members select the recipients each year. Coaches consider more than athletic performance. They also look for athletes who encourage others, serve selflessly, and build strong relationships within the Bryan community.This year’s recipients demonstrated those qualities throughout their time at Bryan College.Nick Chambless — Men’s BasketballNick Chambless served as a leader for the Bryan College men’s basketball program throughout his collegiate career.Chambless made important contributions on the court. Bryan College Welcomes Two New Christian Studies Faculty Members

Bryan College is pleased to welcome two new faculty members to its Christian Studies program: Dr. Dustin Turner and Dr. Eric Williams. Both will begin their roles on August 1 and bring extensive ministry, leadership, and teaching experience to the classroom.Experienced Leaders Strengthen the Christian Studies ProgramBryan College continues to invest in faculty who combine academic excellence with real-world ministry experience. As a result, students receive instruction from leaders who understand both scholarship and practical ministry. In addition, these new faculty members will help strengthen the College’s mission of preparing students for lives of faith and service.Dr. Dustin Turner Brings Ministry and Teaching ExperienceDr. Dustin Turner joins Bryan College with nearly two decades of experience in ministry and higher education. He earned a Bachelor’s degree from Miami University in Oxford, Ohio. In addition, he completed both a Master of Divinity in Biblical Languages and a Ph.D. in Theology at New Orleans Baptist Theological Seminary.For the past 15 years, Dr. Turner has served at Vintage Church in New Orleans, Louisiana. He first served as Equipping Pastor and later stepped into the role of Lead Pastor. Alongside his pastoral responsibilities, he also taught theology courses as an Adjunct Professor at Leavell College and New Orleans Baptist Theological Seminary.His academic interests focus on ecclesiology and baptism. More importantly, he is passionate about helping students think deeply and practically about the mission and life of the church.After many years of ministry in New Orleans, the Turner family now looks forward to beginning a new chapter in Dayton. Dr. Turner and his wife, Rachel, have been married for nearly 19 years and have two children, Gabriel and Emmalyn.Dr. Eric Williams Adds Church Planting and Biblical Scholarship ExperienceDr. Eric Williams joins the Christian Studies faculty with extensive experience in pastoral ministry, church planting, and biblical scholarship. Originally from Michigan, he began his academic journey at Boyce College in Louisville, Kentucky. He later earned a Bachelor of Science in Biblical Studies from Moody Bible Institute. Additionally, he completed both a Master of Divinity and a Ph.D. in Bible Exposition from Liberty University.Following several years of ministry experience, Dr. Williams planted a church in Sparta, Tennessee. Since then, he has served as Lead Pastor for the past 11 years.His academic interests include preaching, hermeneutics, biblical theology, and practical ministry. Beyond his academic work, he also values developing students through practical ministry experience and biblical understanding.Dr. Williams and his wife, Amanda, have been married for 17 years and have three daughters.Supporting Bryan College’s MissionDr. Sam Youngs, Academic Dean and current Chair of the Christian Studies Department, shared his excitement about the new faculty members.“We are very excited to have Dr. Turner and Dr. Williams joining us next year. They are able scholars and experienced practitioners.
